Book excerpt: SPrior to the election of 2000, presidential candidate George W. Bush campaigned with promises to bolster United States national security and strengthen the military. An essential element of his strategy for enhanced security was a National Missile Defense (NMD) system to protect the American "homeland" from a ballistic missile attack. Bush felt that a combination of international and domestic factors had come together to give the country a unique opportunity to build and deploy such a system. Once in office, his administration moved aggressively to make this opportunity a reality. Critics of the NMD proposal, however, have been equally aggressive in their opposition and argue that the current initiative should be considered more of a "threat" to national security than an "opportunity." The purpose of this paper is to first analyze the Bush administration's NMD proposal, then determine if it will serve as an effective component of the United States National Security Strategy. After a brief review of the NMD proposal, the paper will evaluate the initiative's strengths and weaknesses, and then conclude with recommendations on the future of NMD.

This is a very important and insightful report because many of the cost assessments for these technologies in the past, which concluded they were too expensive, are no longer applicable. Book excerpt: Why adopt a poststructural lens for the reading of the military strategy of national missile defence (NMD)? No doubt, when contemplating an attack on US territory by intercontinental ballistic missiles, consulting Michel Foucault and critical international relations theory scholars may not seem the obvious route to take. The answer to this lies in another question: why has there been so much interest and continuous investment in NMD deployment when there is such ambiguity surrounding the status of threat to which it responds, controversy over its technological feasibility and concern about its cost? Posed in this manner, the question cannot be answered on its own terms – the terms given in official accounts of NMD that justify the system’s significance on the basis of strategic feasibility studies and conventional threat predictions guided by worst-case scenarios. Instead, this book argues that the preferences leading to NMD deployment must be understood as satisfying requirements beyond strategic approaches and issues. In turning towards the interpretative modes of inquiry provided by critical social theory and poststructuralism, this book contests the conventional wisdom about NMD and suggests reading the strategy in terms of US identity. Presented as an analysis of discourses on threats to national security, around which the need for NMD deployment is predominantly framed, this book is an effort to let the two fields of critical international relations theory and US foreign policy speak directly to each other. It seeks to do so by showing how the concept of identity can be harnessed to an analysis of a contemporary military-strategic practice.

To provide a context for this analysis of present and proposed U.S. boost-phase and non-boost missile defense concepts and systems, the committee considered the following to be the missions for ballistic missile defense (BMD): protecting of the U.S. homeland against nuclear weapons and other weapons of mass destruction (WMD); or conventional ballistic missile attacks; protection of U.S. forces, including military bases, logistics, command and control facilities, and deployed forces, including military bases, logistics, and command and control facilities. They also considered deployed forces themselves in theaters of operation against ballistic missile attacks armed with WMD or conventional munitions, and protection of U.S. allies, partners, and host nations against ballistic-missile-delivered WMD and conventional weapons. Consistent with U.S. policy and the congressional tasking, the committee conducted its analysis on the basis that it is not a mission of U.S. BMD systems to defend against large-scale deliberate nuclear attacks by Russia or China. Making Sense of Ballistic Missile Defense: An Assessment of Concepts and Systems for U.S. Boost-Phase Missile Defense in Comparison to Other Alternatives suggests that great care should be taken by the U.S. in ensuring that negotiations on space agreements not adversely impact missile defense effectiveness. Although missile defense efforts include theater systems designed to counter short-to-medium range missiles overseas, this paper will center on NMD. NMD systems are designed to protect the continental United States from ballistic missiles. This paper will briefly cover the history of ballistic missiles and past plans to defend against them. The paper will also address current and potential future threats from a ballistic missile attack on the United States. Ballistic missile threats to the homeland include an attack from nations termed rogue states as well as possible accidental launches, primarily from Russia. The paper will also explore the likelihood of other types of threats from hostile states as well as non-state actors. These threats include cruise missile, biological, chemical, and radiological attack within the United States, as well as cyber attack on information systems. Next the paper will describe potential solutions other than NMD to the ballistic missile threat as well as to other types of threats. Some of these solutions include traditional deterrence, consequence management, nonproliferation programs, shared early warning, counter proliferation, and identification and protection of critical information systems. Finally, this study will cover the costs and characteristics of various systems suggested for NMD and also present financial estimates for other programs designed to counter the various threats. The expenses for other high-profile military programs will also be presented. After comparing the likelihood of other threats and the financial estimates of other programs to the costs and benefits of NMD, this paper will explore whether or not current plans for NMD are fiscally sound, or whether finite defense dollars need to be directed towards countering other threats.
