Book excerpt: The National Military Strategy provides the advice of the Chairman of the Joint Chiefs of Staff (CJCS) in consultation with the Joint Chiefs of Staff and the Combatant Commanders on the strategic direction of the Armed Forces over the next three to five years. In formulating the 1997 National Military Strategy, the CJCS derives guidance from the President's 1997 National Security Strategy and from the Quadrennial Defense Review (QDR) report prepared by the Secretary of Defense. In both the 1997 National Security Strategy and the QDR report, the President and the Secretary of Defense introduced an integrated strategic approach embodied by the terms Shape, Respond and Prepare Now. The 1997 National Military Strategy is based on these concepts. It builds on the premise that the United States will remain globally engaged to Shape the international environment and create conditions favorable to US interests and global security. It emphasizes that our Armed Forces must Respond to the full spectrum of crises in order to protect our national interests. It further states that as we pursue shaping and responding activities, we must also take steps to Prepare Now for an uncertain future.

Book excerpt: Since the previous National Military Strategy (2011_, global disorder has significantly increased while some of our comparative military advantage has begun to erode. We now face multiple, simultaneous security challenges from traditional state actors and transregional networks of sub-state groups -- all taking advantage of rapid technological change. This 2015 National Military Strategy describes how the U.S. will employ our military forces to protect and advance our national interests. We must be able to rapidly adapt to new threats while maintaining comparative advantage over traditional ones. Future conflicts will come more rapidly, last longer, and take place on a much more technically challenging battlefield. Success will increasingly depend on how well our military instrument can support the other instruments of power and enable our network of allies and partners. Figures. This is a print on demand report.

Available in PDF, EPUB and Kindle. Book excerpt: For more than 3 decades, the U.S. Army War College (USAWC) Department of National Security and Strategy has faced the challenge of educating future strategic leaders on the subject of national security, or grand strategy. Fitting at the top of an officer's or government official's career-long professional development program, this challenge has been to design a course on strategy that incorporates its many facets in a short period of time, all within the 1-year, senior service college curriculum. To do this, a conceptual approach has provided the framework to think about strategy formulation. The purpose of this volume is to present the USAWC strategy formulation model to students and practitioners. This book serves as a guide to one method for the formulation, analysis, and study of strategy--an approach which we have found to be useful in providing generations of strategists with the conceptual tools to think systematically, strategically, critically, creatively, and big. Balancing what is described in the chapters as ends, ways, and means remains at the core of the Army War College's approach to national security and military strategy and strategy formulation.

Available in PDF, EPUB and Kindle. Book excerpt: In formulating national military strategy, the Chairman of the Joint Chiefs of Staff derives guidance from the national security strategy articulated by the President and from the Bottom-Up Review conducted by the Secretary of Defense. The National Security Strategy of Engagement and Enlargement emphasizes worldwide engagement and the enlargement of the community of free market democracies. Challenges to our global interests did not disappear with the end of the Cold War. Today we face a world in which threats are widespread and uncertain, and where conflict is probably, but too often unpredictable. Overseas presence takes the form of both permanently stationed forces and forces temporarily deployed abroad. Being ready to fight and win the Nation's wars remains our foremost responsibility and the prime consideration governing all our military activities. This ability serves as the ultimate guarantor of our vital interests and is the fundamental reason that our Nation has raised and sustained its military forces. The core requirement of our strategy as laid out in the Bottom- Up Review is a force capable of fighting and winning two major regional conflicts nearly simultaneously. The national military strategy of flexible and selective engagement addresses the challenges and opportunities of the next century. US global responsibilities require global capabilities, despite a regional focus in implementing the strategy. We must apply all our strengths and work with allies and friends to assure stability in a troubled and complex world. This means our smaller forces must be made stronger and more versatile but remain built on the same strong foundation of outstanding people.

Book excerpt: National secuirty strategy is a vast subject involving a daunting array of interrelated subelements woven in intricate, sometimes vague, and ever-changing patterns. Its processes are often irregular and confusing and are always based on difficult decisions laden with serious risks. In short, it is a subject understood by few and confusing to most. It is, at the same time, a subject of overwhelming importance to the fate of the United States and civilization itself. Col. Dennis M. Drew and Dr. Donald M. Snow have done a considerable service by drawing together many of the diverse threads of national security strategy into a coherent whole. They consider political and military strategy elements as part of a larger decisionmaking process influenced by economic, technological, cultural, and historical factors. I know of no other recent volume that addresses the entire national security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. Although the title suggests that this is an introductory volume - and it is - I am convinced that experienced practitioners in the field of national security strategy would benefit greatly from a close examination of this excellent book. Available in PDF, EPUB and Kindle. Book excerpt: This is the pilot in a series of reports on strategic planning conducted within the U.S. Department of Defense. It focuses on the strategic planning responsibilities of the Chairman of the Joint Chiefs of Staff because planning at that level provides the critical nexus between the strategic direction provided by the National Command Authorities and its implementation by the unified combatant commands and military departments. The authors' thorough understanding of the statutory requirements for strategic planning and the interactions between the Chairman's complex strategic planning process and other key DOD planning systems enables them to explicate today's strategic planning challenges and offer insightful recommendations. Strategic planning in the post-Cold War era has proven to be exceptionally problematic. The plethora of national and international tensions that the east-west confrontation of the Cold War in large measure subdued combine now to create a world replete with diverse challenges to U.S. interests. Equally disturbing is the fact that these challenges are not as clearly defined and easily articulated as was the monolithic Soviet threat. The authors point out that the Cold War provided inherent stability in U.S. strategic planning and that the basic elements of a strategic military plan evolved over time. They go on to argue that the elimination of the National Military Strategy Document and the abandonment of the Base Case Global Family of Operation Plans amounted to recision of the Chairman's strategic plan, and that nothing has been developed to take its place.
