Parameters examined during characterization testing were primaryand secondary chamber temperatures, ram cycles, and refuseloading rate and frequency. The main process variable adjustedduring the performance tests was secondary chamber temperature. Emissions of concern were organics, including dioxins/furans;acid gases; particulates; and metals.

Results were obtained for a variety of steam production rates, combustion conditions, flue gas temperatures, and acid gas removal efficiencies. All incoming wastes and resulting ash residues were weighed, sampled, and analyzed, and key incinerator and pollution control system variables were monitored real-time. A wide range of analyses for acid gases, trace organics, and heavy metals was conducted on the gas emissions and ash discharges. Appendices include details on the test conditions and results.

Organized to promote interdisciplinary analyses, the Society approaches risks from three broad perspectives: (1) the impact of various risks on the health of the world's populations and on the environment; (2) the social and political implications of specifIc risks, and (3) the management and reduction of risks through the development of a risk analysis methodology and corresponding data bases. The tests were designed to determine thecapability of these systems to control emissions of dioxins, other traceorganics, metals and acid gases. Field testing was completed inAugust/September, 1985, for two different designs: one using a wet-dryscrubber plus fabric filter and the other using a dry scrubber plus fabricfilter. Many different operating conditions were tested to identify optimum removal efficiencies for all pollutants of concern. Final resultswere very significant. Fluid gas temperature was found to be an importantoperating variable for achieving high removal efficiency for many of thepollutants measured.

Without doubt, much of the rise in costs is due to our health industry's concentration on high technology remediation and risk avoidance measures. From recent public discussions it is becoming in creasingly evident that to contain the costs and at the same time extend the benefits of health care without national bankruptcy will necessitate much greater attention to preventative medicine. The total cost of waste disposal by our health industry is well over a billion dollars. It is rising rapidly as we increasingly rely on high technol ogy remediation measures. Here, too, in the opinion of the authors of this work, it would be prudent to give much greater attention to preventative approaches. Incineration technology has largely been developed for disposing mu nicipal solid waste (MSW) and hazardous waste (HW). As a result of the multibillion dollar funding for the Resource Conservation and Recovery Act (RCRA), most experts believe that pollution control is the key to minimizing toxic emissions from incinerators. This view is now beginning to take hold in medical waste (MW) incineration as well. However, the authors contributing to this book have concluded that precombustion measures can be most effective in reducing the toxic products of medical waste incineration.
