While defending their values against external forces, people simultaneously – and paradoxically – use the interconnectivity of global networks to maximize their particular interests. Although Africa shares many common trends with other parts of the world, it also displays distinctive features. It explores two intimately linked, yet analytically distinct themes: state building and national identity reconstruction following secession and collapse. In Somaliland and South Sudan, rearranging the state requires a complete metamorphosis of state institutions so that they respond to the needs and interests of the people. In Sudan and Somalia, the reconfiguration of the remains of the state must address a new reality and demands on the ground. All four cases examined, although highly variable, involve conflict. Conflict defines the scope, depth and momentum of the state building and state reconstruction process. It also determines the contours and parameters of the projects to reconstitute national identity and rebuild a nation. Addressing the contested identity formation and its direct relation to state building would therefore go a long way in mitigating conflicts and state crisis.

Book excerpt: Writing for Inclusion is a study of some of the ways the idea of national identity developed in the nineteenth century in two neighboring nations, Cuba and The United States. The book examines symbolic, narrative, and sociological commonalities in the writings of four Afro-Cuban and African American writers: Juan Francisco Manzano and Frederick Douglass, fugitive slaves during mid-century; and Martín Morúa Delgado and Charles W. Chesnutt from the post-slavery period. All four share sensitivity to their imperfect inclusion as full citizens, engage in an examination of the process of racialization that hinders them in seeking such inclusion, and contest their definition as non-citizens. Works discussed include the slave narratives of Manzano and Douglass, Manzano’s poetry and play Zafira, andDouglass’s oratory and novella The Heroic Slave. Also considered, within the context provided by Manzano and Douglass, are Morúa and Chesnutt’s non-fiction writings about race and nation as well as their second-generation “tragic mulata” novels Sofía and The House Behind the Cedars. Based on an examination of the works of these four authors, Writing for Inclusion provides a detailed examination of examples of self-emancipation, the authors’ symbolic use of language, their expression of social anxieties or irony within the quest for recognition, and their arguments for an inclusive vision of national identity beyond the quagmires of race. By focusing on the process of racialization and ideas of race and national identity in a comparative context, the study seeks to highlight the artificial and contested nature of both terms and suggest new ways to interrogate them in our present day.

Africa is urbanising rapidly, cross-border migration streams are swelling and globalising influences sweep across the continent. Africa is also facing up to the challenge of nurturing emergent democracies in which citizens often feel torn between older traditional and newer national loyalties. Accordingly, collective identities are deeply coloured by recent urban as well as international experience and are squarely located within identity politics where reconciliation is required between state nation-building strategies and sub-national affiliations. They are also fundamentally shaped by the growing inequality and the poverty found on this continent. These themes are explored by an international set of scholars in two South African and two Francophone cities. The relative importance to urban residents of race, class and ethnicity but also of work, space and language are compared in these cities. This volume also includes a chapter investigating the emergence of a continental African identity. A recent report of the Office of the South African President claims that a strong national identity is emerging among its citizens, and that race and ethnicity are waning whilst a class identity is in the ascendance. The evidence and analyses within this volume serve to gauge the extent to which such claims ring true, in what everyone knows is a much more complex and shifting terrain of shared meanings than can ever be captured by such generalisations.
