Book excerpt: Key messagesForest landscape restoration (FLR) initiatives underway in Ethiopia focus on rehabilitating degraded communal lands, planting tree seedlings and engaging communities in natural forest management. Most are initiated and coordinated by the state and suffer from limited cross-sectoral coordination.Since the 1970s, ownership and management of most forests has been vested in the state. Tenure insecurity resulting from absence of state-recognized community and individual rights to forests, along with limited state capacity to enforce forest regulations, have been identified as disincentives to forestry sector investments.In 2018, Ethiopia enacted a national forest law establishing that communities and associations can have forest ownership rights. Ethiopia will need to enact and implement corresponding forest regulations and guidelines to expedite implementation of the 2018 Forest Law (FDRE 2018).Careful revision of the federal 2005 rural land law (FDRE 2005) and regional states’ land proclamations is needed to facilitate implementation of the Forest Law. Other measures needed include establishing and supporting dedicated forestry institutions at all levels of government, strengthening community forest management institutions, and developing procedures for regional state land administration and forestry institutions to work together to demarcate, certify, and classify forests and forested land in a coordinated manner.Development partners need to support efforts to build the capacity of state institutions charged with implementing the forest law and provide assistance to communities so they can organize themselves to actualize their rights enacted in the forest law. Support is needed to raise awareness among key actors about the 2018 Forest Proclamation, increase the forest management capacity of community and governmental institutions, and enhance the technical skills of forest planners, managers and researchers.

The overarching objective is to provide recommendations to strengthen the contribution of substitution by forest products to sustainable development. Secondly, we present examples of conventional and innovative forest products and describe their role in the bioeconomy. Thirdly, we present a review of the quantitative and qualitative understanding of the environmental impacts and benefits of substituting fossil fuel-based or -intensive products with forest-based products, and of the contribution of substitution to SDGs. Fourthly, we outline the current understanding of the future global demand and supply dynamics of forest products and the potential impact that increased substitution may have on these dynamics. Deforestation is the single most important driver of forest biodiversity loss with 10 million ha of forest converted every year to other land uses, primarily for agriculture. Up to 30 percent of tree species are now threatened with extinction. As a consequence of overexploitation, wildlife populations have also been depleted across vast areas of forest, threatening the survival of many species. Protected areas, which are considered the cornerstone of biodiversity conservation, cover 18 percent of the world’s forests while a much larger 30 percent are designated primarily for the production of timber and non-wood forest products. These and other forests managed for various productive benefits play a critical role in biodiversity conservation and also provide essential ecosystem services, such as securing water supplies, providing recreational space, underpinning human well-being, ameliorating local climate and mitigating climate change. Therefore, the sustainable management of all forests is crucial for biodiversity conservation, and nations have committed to biodiversity mainstreaming under the Convention on Biological Diversity (CBD). Mainstreaming biodiversity in forestry requires prioritizing forest policies, plans, programmes, projects and investments that have a positive impact on biodiversity at the ecosystem, species and genetic levels. In practical terms, this involves the integration of biodiversity concerns into everyday forest management practice, as well as in long-term forest management plans, at various scales. It is a search for optimal outcomes across social, economic and environmental dimensions of sustainable development. This study is a collaboration between FAO and the Center for International Forestry Research (CIFOR), lead centre of the CGIAR research programme on Forests, Trees and Agroforestry (FTA). This report is a compilation of country case studies as supplementary material to the main publicaiton, which reviews progress and outlines the technical and policy tools available for countries and stakeholders, as well as the steps needed, to effectively mainstream biodiversity in forestry.

It also reviews underlying drivers including: rapid population increase and the associated growing demand for land and energy; extensive legal and institutional gaps including lack of stable and equitable forest tenure; lack of stakeholder participation in forest management and benefit-sharing schemes; and weak law enforcement. These drivers and the dominant actors behind them ranging from small-scale subsistence farmers to national and global investors are discussed in the context of the political economy, including the policy and institutional framework of the country. The implications of the overall forest condition to the objectives and requirements of REDD+ are evaluated, and key issues that need to be addressed for efficient, effective and equitable implementation of REDD+ are discussed. It provides a framework for identifying indicators. Indicators are value laden measures of development performance designed to measure and calibrate progress. Environmental indicators are used to provide synthesized knowledge on environmental issues, and to highlight the extent of environmental trends. They also help to reduce complexity, provide important links between science and policy, and help decision-makers to provide guidance on environmental governance. An indicator framework can provide a management tool to help countries develop implementation strategies and allocate resources accordingly to reach restoration goals. Tracking progress with indicators can act as a report card to measure progress towards restoration and help ensure the accountability of all stakeholders for achieving the goals. The guide uses country case studies to show how a practitioner could answer the questions, offering a menu of potential indicators for measuring progress that other monitoring practitioners might find useful. Next, it highlights the different types of data that can feed into creating an indicator framework, depending on resource constraints and information needs. Some restoration programs may require fewer, cost-effective indicators that are collected locally. Other programs, may be able to integrate small, locally collected data with big data from satellite imagery and social media.
