Book excerpt: Lake Louise Dam appears to be in poor condition. Lake Louise Dam is a high hazard small size dam. The spillway design flood is in the range of 1/2 PMF to PMF. The spillway design flood was selected to be the PMF (probable maximum flood) based on downstream potential for loss of life and property damage. The spillway is capable of controlling approximately 45% of the PMF. The dam breach analysis indicated that a significant increase in the downstream potential for loss of life and property damage exists should the dam fail. Based on criteria established by the Corps of Engineers, the spillway is termed seriously inadequate. The spillway exit and entrance channels are in poor condition. The heavy vegetation creates the potential for water infiltration and made visual inspection of the embankment difficult. Lake Louise Dam is classified as an unsafe non-emergency dam.

In accordance with the Corps of Engineers' evaluation guidelines, the size classification of this dam is intermediate and the hazard classification is high. These classifications indicate that the Spillway Design Flood (SDF) should be the Probable Maximum Flood (PMF). The spillway capacity is adequate for passing 43 percent of the PMF peak inflow without overtopping the dam. The spillway, therefore, is considered to be inadequate, but not seriously inadequate. Some recommendations presented for immediate action by the owner are: (1) that measures shall be taken to provide an adequate spillway capacity, which shall include the raising of the embankment profile uniformly to at least its design crest elevation; (2) that the downstream toe and an area 20 feet beyond the toe be cleared on a regular basis of all brush, weeds and trees, permitting close observation of the seepage; and (3) that the slab joints in the spillway channel be filled with a joint material.

The embankment is 207 feet long and 23.2 feet high at the maximum section. The upstream slope is 2.25H:1V and covered with riprap. The downstream slope is 2H:1V and grass covered with large trees growing near the toe. The 18 inch wide core wall extends 2 feet into rock and projects 5 feet above rock. The foundation was grouted during construction. The spillway is located on the left abutment. The spillway consists of a 30 feet long concrete weir with a hydraulically operated Bascule crest gate. The spillway exit channel is cut into rock with a dry rubble, earth and rock dike keeping flow in a confined channel. The intake tower is located near the maximum section about 40 feet from the crest. A bridge serves as access from the embankment crest to the intake tower. A 12 inch cast iron pipe serves as the emergency blow off line and water intake line. The intake tower has two intakes at different elevations. (Author).

Book excerpt: Colyer Lake Dam is a zoned earth embankment approximately 38 feet high and 700 feet long. Including the spillway system, the length of the facility is approximately 780 feet. The dam is provided with an ungated concrete rectangular spillway and plunge pool located on the right abutment. The spillway consists of a 69-foot wide trapezoidal weir section aside a 10-foot wide rectangular flume section (inside dimensions), separated by a concrete wall. The outlet works consist of a 4-foot square reinforced concrete outlet connected to a rectangular vertical riser. Discharge through the outlet is controlled by stop logs that are set in grooves within the riser. The visual inspection, operational history, and hydrologic/hydraulic analysis indicate the facility is in good condition. Based on the recommended guidelines, the Spillway Design Flood (SDF) for this facility is the Probable Maximum Flood (PMF). Hydrologic and hydraulic calculations performed for this Phase I study indicate that the discharge/storage capacity of the dam can accommodate a flood of magnitude equal to about 77 percent of the PMF prior to overtopping of the dam. Therefore, the spillway system is considered to be inadequate.

Book excerpt: Mill Water Pond Dam is owned by the Bethlehem Mines Corporation. The dam was originally built as an industrial water supply dam for the Grace Mine. As the mine is no longer in operation, water from the reservoir is no longer used. The dam and its appurtenant facilities are considered to be in good condition. The dam is classified as a Small size structure with a High hazard classification, consistent with the dam's location immediately above an occupied dwelling and above commercial buildings and other residences farther downstream on Conestoga Creek. In accordance with criteria established by Federal (OCE) Guidelines, the spillway design flood for this Small size dam and High hazard classification is one-half to the full Probable Maximum Flood (PMF). As the dam height and total capacity are near the lower limit of the size classification, the selected spillway design flood is one-half the PMF. Mining of the deep iron ore body has caused extensive subsidence. The mine waste rock is disposed of downstream of the subsidence area. Therefore, currently, Mill Water Pond intercepts surface runoff only from about 0.31 square mile immediately above the dam. Hydrologic and hydraulic computations presented in Appendix D indicate the maximum spillway capacity is greater than the peak PMF inflow from the reduced watershed. Therefore, the spillway system of this structure is considered to be Adequate.
