Book excerpt: The Wilmore Dam is a masonry-gravity structure approximately 800 feet long with a maximum height of 40 feet from the downstream toe. Based on evaluation of the conditions as they existed on the dates of inspection (June 7 and 12, 1978) and as revealed by visual observations, the condition of Wilmore Dam is assessed to be good. The spillway does not have the recommended capacity to pass the probable maximum flood without overtopping. However, the dam is a masonry structure, and overtopping by the probable maximum flood would not significantly affect the stability of the dam. Therefore, the spillway capacity is considered to be adequate. However, during unusually heavy runoff, when overtopping might occur, an around-the-clock surveillance plan should be implemented to detect possible problems, such as rapid erosion of the abutments. It is recommended that the owner should develop a formal warning system to alert the downstream residents in the event of emergencies.

The combined primary and emergency spillway is located on the right abutment (looking downstream). The flow through the spillway is controlled by a broad-crested weir 82.5 feet wide and located at a level three feet nine inches below the dam crest. The spillway chute consists of a rectangular masonry channel which terminates in a stilling basin at the toe of the dam. Mill Creek No. 2 Dam is located approximately two miles above the mouth of Mill Creek, a tertiary tributary of the Conemaugh River, approximately three miles southwest of Johnstown in Yoder Township, Cambria County, Pennsylvania. Downstream from the dam, Mill Creek flows through a steep and narrow valley for about two miles where it joins Bens Creek, which in turn flows to Stoney Creek south of Johnstown. There are approximately 50 mobile homes and 30 homes in the lower one-mile reach of Mill Creek. It is estimated that in the event of failure there would be large loss of life and property damage, both in Mill Creek Valley and Bens Creek Valley and further downstream.

In view of the size of the dam which is closer to the lower limit of the small size classification, the 100-year flood was selected as the spillway design flood. The 100-year flood peak was determined according to the recommended procedure and was found to be in excess of the spillway capacity. Therefore, the capacity of the spillway is classified as inadequate. The following recommendations should be implemented immediately on continuing basis: (1) The owner should determine the nature and extent of modifications needed and implement these measures to provide adequate spillway capacity; (2) Around-the- clock surveillance should be provided during unusally heavy rainfall and/or runoff. In addition, a formal warning system should be developed to alert downstream residents in the event of an emergency; and (3) The owner should develop and follow a formal operating and maintenance plan and should inspect the dam regularly.

The upstream side of the dam is protected by riprap and the downstream slope is covered with grass. The spillway discharge facilities for the dam consist of an earth channel located at the right abutment. The outlet facilities consist of a 12-inch cast-iron pipe encased in concrete through the embankment. Based on the evaluation of the existing conditions, the condition of Shirf's Run dam is considered to be good. The only condition noted which requires attention is the lack of adequate erosion protection on the left side of the emergency spillway channel against the embankment. This condition is considered to pose breach potential in the event of large flows through the spillway. The flood discharge capacity of the dam was evaluated according to the recommended procedure and was found to pass approximately 50 percent of the probable maximum flood (PMF) without overtopping the embankment.

The flood discharge facilities for the dam were designed to pass the probable maximum flood (PMF) without overtopping the embankment. Therefore, according to the recommended criteria, the flood discharge facilities of the dam are adequate. Presently, the pool elevation is approximately 170 feet below the dam crest level. The pool elevation is expected to reach spillway crest level in about the year 2010. The following recommendations should be implemented on a continuing basis: (1) The cracking observed on the crest should continue to be evaluated by the design engineers. Also, attention should be given to the slump and seepage observed on the left abutment. Erosion ditches on the right abutment should be filled; and (2) A formal warning system should be developed to alert the downstream residents in the event of emergencies.

The size classification of the facility is small and its hazard classification is considered to be high. In accordance with the recommended guidelines, the Spillway Design Flood (SDF) for the facility ranges between the 1/2 PMF (Probable Maximum Flood) and the PMF. Due to the high potential for damage to downstream structures and loss of life, the SDF for the facility is considered to be the PMF. Results of the hydrologic and hydraulic analysis indicate the facility will pass and/or store a flood of PMF magnitude. Consequently, the spillway is considered adequate.
