Book excerpt: Wild Creek Dam is a zoned rolled earth and coarse fill embankment with riprap facing on the upstream side. The downstream side is a rolled coarse rock shell. It is approximately 1076 feet long and 135 feet high. This dam was designed to pass the probable maximum flood. However, it is the second in a series of two dams on Wild Creek above Beltzville Reservoir. A sudden breach of the upper, Penn Forest, dam would probably result in overtopping failure of Wild Creek Dam. The Corps of Engineers' Beltzville Dam, immediately downstream from Wild Creek, is reportedly designed to withstand this event. Since Wild Creek Dam has been designed to pass the PMF, the spillway is considered to be 'Adequate'. Wild Creek Dam appears to be in excellent condition. No visible signs of uncontrolled leakage, sloughing, or significant displacement were discovered other than along the spillway retaining walls where some cracking was observed. It was noted that this zoned embankment dam was designed without protective filters between the impervious core and coarser outer shell. However, no indications of internal erosion have manifested themselves in over 40 years of service.

The limited spillway capacity is the primary deficiency which causes concern for the safety of this facility. The dam in its present condition is considered to be unsafe, non-emergency. In accordance with the guidelines provided, the spillway design flood (SDF) ranges between 1/2 the PMF to the full PMF. Based on the size of dam, the SDF selected was 1/2 the PMF. The hydrologic and hydraulic computations indicate that the combination of reservoir storage and spillway discharge capacity will pass only 9% of the PMF prior to overtopping the embankment. Overtopping the dam could cause failure, which would lead to a significant increase in downstream loss of life and property damage. Therefore, the spillway for Quakake Dam is considered to be seriously inadequate.

The dam appears to be in fair condition. The seepage which was noted along the toe of dam should be monitored and evaluated by a professional engineer knowledgeable in earth dams. The evaluation should be implemented immediately. The spillway and reservoir are capable of controlling approximately 81% of the PMF. Based on criteria established by the Corps of Engineers, the spillway is termed adequate.

Its crest is 3.0 feet below the design elevation of the top of the dam and is 75 feet long. The approach channel is short and concrete paved. The exit channel is a continuation of the chute. A bridge extends across the spillway crest. It is supported by two piers.

As the total storage capacity is nearer the lower limited for the Small size classification, and as the watershed controlled by Deep Creek Dam is small compared to the watershed controlled by downstream knight Dam, the selected spillway design flood is 0.5 PMF. Hydrologic and hydraulic calculations indicate that the spillway structure is capable of discharging about 0.21 PMF without overtopping the embankment at the right abutment. If the right abutment and embankment were raised to the original design elevation, the spillway would be capable of discharging about 0.38 PMF without overtopping. The 0.4 PMF is judged to cause failure of the embankment by overtopping, but failure does not significantly increase the danger to human life or property; thus, the spillway rating for this structure is considered to be Inadequate but not Seriously Inadequate.

The facility is an integral part of the surrounding development known as Wild Acres. The community is nestled in the mountains of Pike County less than five miles west of U.S. Route 209 which parallels the Delaware River in this area. Observations made during the visual inspection indicate the embankment and adjacent dike are in good condition. Heavy brush growth and small trees were observed along the embankment crest and upstream face. No evidence of seepage through the downstream embankment face, excess settlement, sloughing, erosion or animal burrows was encountered by the inspection team. Some rock slope protection has been displaced immediately adjacent the spillway right wingwall, leaving small bare areas on both the upstream and downstream embankment faces. The top of the concrete corewall exhibits excessive cracking and spalling along its entire length except for that portion associated with the dike along the right abutment which is in relatively good condition.

The dam was built as part of a residential community and was completed in 1963. Visual inspection indicates that the spillway system of Placid Lake Dam is in fair condition. It is recommended that the following measures be undertaken immediately. (1) A detailed hydrologic/hydraulic investigation should be performed to determine the best method of increasing the spillway capacity. (2) The flashboard structure should be permanently removed from the top of the spillway drop inlet. (3) An investigation should be made into the actual cause of the apparent piping voids in the vicinity of the inlet conduit. (4) The spillway conduit joints should be sealed and the two downstream pipe lengths should be monitored for possible horizontal movement. (5) Erosion of the upstream face should be halted and the damaged embankment repaired. (6) The inlet sluice gate and the reservoir drain gate valve should be lubricated and exercised on a regular basis to insure their operational status. (7) All trees and brush should be removed from the downstram embankment face, the embankment returned to its original condition, and measures taken to establish a good stand of vegetation. (8) The rock dam in the diversion channel should be removed.

However, one-half the PMF has been used in this case because of the actual spillway capacity. Hydrologic and hydraulic computations presented in Appendix D indicate the spillway is capable of passing the full PMF without overtopping the embankment, resulting in an 'Adequate' spillway classification for this dam.

The recommended SDF for this structure is one-half the PMF. The spillway capacity is adequate for passing 23 percent of the PMF peak inflow without overtopping the dam. Overtopping by the SDF is expected not to cause failure of the dam. The spillway, therefore, is considered to be inadequate, but not seriously inadequate. Some recommendations presented for immediate action by the owner are: (1) that measures shall be taken to provide an adequate spillway capacity, (2) that the cracked spillway slab be repaired, (3) that the downstream end of the spillway be protected from washouts during large discharges, (4) that the upstream gates be maintained and operated on a regular basis, and (5) that the downstream blow-off valves be maintained and operated on an annual basis.

Book excerpt: Based on the visual inspection, past performance and the available engineering data, the dam and its appurtenant structures appear to be in poor condition. In accordance with the Corps of Engineers' evaluation guidelines, the size classification of this dam is small and the hazard classification is significant. These classifications indicate that the Spillway Design Flood (SDF) should be in the range of the 100 year flood to one-half the Probable Maximum Flood (PMF). The recommended SDF for this structure is the 100 year flood. The spillway capacity is not adequate for passing the SDF peak inflow without overtopping the dam. The spillway is considered to be inadequate, but not seriously inadequate. Some recommendations presented for immediate action by the owner are: (1) that measures shall be taken to provide an adequate spillway capacity, which shall include the raising of the embankment profile to at least the design crest elevation, (2) that the embankment be cleared of all trees, brush and weeds under the direction of a professional engineer, experienced in the design and construction of earthfill dams, and (3) that access above the floodplain be provided for surveillance.
