Book excerpt: The Towamensing Trials Dam is a 38 foot high zoned earthfill dam with an embankment length of about 3200 feet. Impervious material forms the upstream section of the embankment and has a surface slope of 3H to 1V. Random fill makes up the remaining portion of the embankment and forms a downstream slope of 2.5H to 1V. An internal drainage system includes a vertical stone drain 30 inches in width over the major length of the embankment. This vertical drain connects to a horizontal blanket drain which discharges into a 12-inch diameter perforated drain pipe just beneath the downstream toe of the embankment. A five foot deep key trench of impervious soil is located at the upstream toe of the embankment. This trench has a bottom width of 30 feet. The spillway, located at the left abutment, is a 50 foot wide concrete ogee section with a crest elevation of 1,645. Design crest elevation of the embankment is 1650.5. The outlet channel for the spillway is paved with concrete and has concrete training walls extending to a point 300 feet downstream from the spillway.

In accordance with the Corps of Engineers' evaluation guidelines, the size classification of this dam is small and the hazard classification is high. These classifications indicate that the Spillway Design Flood (SDF) should be in the range of one-half the Probable Maximum Flood (PMF) to the full PMF. The recommended SDF for this structure is one-half the PMF. The spillway capacity is adequate for passing 23 percent of the PMF peak inflow without overtopping the dam. Overtopping by the SDF is expected not to cause failure of the dam. The spillway, therefore, is considered to be inadequate, but not seriously inadequate. Some recommendations presented for immediate action by the owner are: (1) that measures shall be taken to provide an adequate spillway capacity, (2) that the cracked spillway slab be repaired, (3) that the downstream end of the spillway be protected from washouts during large discharges, (4) that the upstream gates be maintained and operated on a regular basis, and (5) that the downstream blow-off valves be maintained and operated on an annual basis.

The first outlet works, which is near the right end of the embankment, consists of a concrete intake structure, two 24-inch diameter cast-iron pipes, and a valve house. This outlet works is connected to the water supply system. The second outlet works, which is near the left end of the dam, is similar to the first except it consists of a single 24-inch diameter pipe. The second outlet works provides the emergency drawdown capability. The concrete chute spillway is at the left abutment of the dam. Its crest is 3.0 feet below the design elevation of the top of the dam and is 75 feet long. The approach channel is short and concrete paved. The exit channel is a continuation of the chute. A bridge extends across the spillway crest. It is supported by two piers.

The limited spillway capacity is the primary deficiency which causes concern for the safety of this facility. The dam in its present condition is considered to be unsafe, non-emergency. In accordance with the guidelines provided, the spillway design flood (SDF) ranges between 1/2 the PMF to the full PMF. Based on the size of dam, the SDF selected was 1/2 the PMF. The hydrologic and hydraulic computations indicate that the combination of reservoir storage and spillway discharge capacity will pass only 9% of the PMF prior to overtopping the embankment. Overtopping the dam could cause failure, which would lead to a significant increase in downstream loss of life and property damage. Therefore, the spillway for Quakake Dam is considered to be seriously inadequate.

Some recommendations presented for immediate action by the owner are: (1) that measures shall be taken to provide an adequate spillway capacity, which shall include the raising of the embankment profile to at least the design crest elevation, (2) that the embankment be cleared of all trees, brush and weeds under the direction of a professional engineer, experienced in the design and construction of earthfill dams, and (3) that access above the floodplain be provided for surveillance.

The upstream slope is 2.5H:1V and grass covered. The downstream slope was measured to be 2H:1V and grass covered. The reservoir drain consists of a 24 inch corrugated metal pipe with a concrete endwall located 270 feet from the left abutment. The spillway consists of a 42 foot long ogee section, 150 feet from the left abutment. The inspection and review of data of the YMCA Dam did not reveal any problems which require emergency action. The dam appears to be in fair condition. The seepage which was noted along the toe of dam should be monitored and evaluated by a professional engineer knowledgeable in earth dams. The evaluation should be implemented immediately. The spillway and reservoir are capable of controlling approximately 81% of the PMF. Based on criteria established by the Corps of Engineers, the spillway is termed adequate.

An ungated drop spillway with an 158-foot long sharp crested weir is located approximately 60 feet from the right abutment (looking downstream). The 80 acre lake is used for recreation by the residents of Bear Creek Village. It is unknown when the dam was constructed. In the state inspection report of April, 1915 it is stated, 'This dam was constructed a great many years ago, but it has been repaired from time to time, so that more than likely none of the original structure is now in existence.' Examination of the results of the hydrologic and hydraulic analysis indicate that the drop spillway is capable of passing 11 percent of the Probable Maximum Flood (PMF) without overtopping of the embankment. Failure of the dam would significantly increase the hazard to loss of life downstream of the dam. Therefore, the capacity of the drop spillway is classified as 'seriously inadequate.' The dam is considered to be 'unsafe (non-emergency).'

The facility is located approximately 1,500 feet upstream and west of wild Acres Lake, and about five miles from U.S. Route 209 which parallels the Delaware River in this area. Observations made during the visual inspection indicate the embankment is in fair condition, but in need of general maintenance. No evidence of seepage through the downstream embankment face, sloughing, erosion or animal burrows was observed. The embankment crest is noticeably low (in excess of 1-foot) near the spillway relative to the remainder of the crest. About two-thirds of the embankment is overgrown along an area extending approximately 400 feet to the right of the spillway. The vegetation is characterized as primarily brush and high weeds with clumps of small trees strewn throughout. In contrast, much of the embankment crest and upstream face are bare and unprotected with only light vegetation visible. Several long tire ruts scar the crest near the spillway. A small area characterized by swamplike vegetation is located about 350 to 375 feet from the right abutment along the downstream embankment toe. Seepage was observed at the downstream embankment toe near the outlet conduit flowing at a rate of about two to three gpm. The flow is suspected of being either seepage through the embankment foundation, or perhaps drainage from a concealed toe drain. A precise assessment of the condition is difficult without adequate design data are drawings.

Book excerpt: This flood control dam consists of a 420-foot-long homogeneous earthfill embankment with a maximum height of 29 feet above the streambed. The structure has two spillways. The principal spillway is a drop inlet structure and discharges through a 24-inch diameter pipe. An emergency spillway is located in the right abutment. This spillway consists of a grassed earth channel with a bottom channel width of 41 feet. The emergency spillway crest is 5 feet below the top of the dam. Based on the visual inspection, past performance and the available engineering data, the dam and its appurtenant structures appear to be in good condition. The spillway capacity is adequate to pass the PMF peak inflow without overtopping the dam, and is considered to be adequate.

The spillway consists of twelve 42-inch diameter, 20-foot long pipes located approximately 1,000 feet left (looking downstream) of the dam. Earth swales on both sides of the battery of pipes function as auxiliary spillways. The 56 acre reservoir is used for recreation by members of the Penn Lake Association. Examination of the results of the hydrologic and hydraulic analyses indicates that the spillway (pipes and swales) is capable of passing 48 per cent of the Probable Maximum Flood (PMF) without overtopping of the embankment. Failure of the dam would increase the hazard of loss of life downstream of the dam. The capacity of the spillway system is therefore classified as 'Seriously Inadequate.' The dam is considered to be unsafe (non-emergency). Based on visual observations made during the date of the inspection, the dam is considered to be in poor condition.
