Book excerpt: The New Dam consists of an earth embankment approximately 330 feet long with a maximum height of 37 feet from the downstream toe and a crest width of 32 to 35 feet. The flood discharge facilities for the dam consist of a combined primary and emergency spillway located on the right abutment (looking downstream). The spillway is an earth channel excavated into the right abutment and includes neither an overflow control structure, nor an energy dissipation structure at the downstream end. The width of the channel varies from 30 feet at the upstream end to 20 feet at the downstream end. The channel follows the right abutment for approximately 200 feet, then turns left, and discharges freely over the hillside into the stream valley. The outlet works consist of a 24-inch cast-iron blowoff pipe and a concrete intake tower. The concrete intake tower is located on the upstream side of the dam approximately mid-height of the embankment. All the operating equipment on the intake tower has seriously deteriorated and is no longer functional. The blow-off pipe appears to extend 50 to 100 feet further upstream from the intake tower. No low-level intake structure was visible. Flow through the outlet conduit is controlled by a valve located at the downstream end. The valve was reportedly left open to draw down the lake.

Book excerpt: PA 483 is a 74-foot high, zoned-earthfill floodwater retarding dam designed by the U.S. Department of Agriculture, Soil Conservation Service (SCS). The dam is owned and operated by the Washington County Commissioners. The dam consists of a 360 foot long embankment, a vegetated earth side channel emergency spillway, and an intake riser and outlet conduit (principal spillway). The dam and appurtenant structures were found to be in good overall condition at the time of the inspection. Hydraulic/hydrologic evaluations revealed that the spillway will pass the Probable Maximum Flood (PMF) without overtopping the dam. PA 483 is a 'High' hazard, 'Intermediate' size dam requiring evaluation for a spillway design flood (SDF) equal to the PMF. Therefore, the spillway is assessed as 'adequate.' The inspection revealed certain items of remedial work which should be performed immediately by the owner.

As it presently exists, the embankment is approximately 130 feet long with a maximum height of 38 feet from the downstream toe and a minimum crest width of approximately 8 feet. Review of the design drawings indicates that the embankment as built was 235 feet long. It appears that during the reconstruction of U.S. Route 22, which is approximately 200 feet downstream from the crest of the dam, a significant fill was placed on the left abutment, reducing the embankment to its present length. The flood discharge facilities for the dam consist of a combined primary and emergency spillway located on the left abutment (looking downstream). The overflow structure of the spillway is a 49-foot-wide stone overflow section which discharges initially into an earth channel and then into a trapezoidal concrete discharge channel which terminates at a point approximately 200 feet downstream from the toe of the dam in line with the right abutment. The outlet works for the dam as designed consisted of a 24-inch cast-iron pipe through the embankment equipped with a masonry intake structure at the upstream and and a valve at the downstream toe of the embankment. However, presently it appears that the inlet structure has collapsed and now is a mound of rubble. The owner reported that the valve at the downstream end of the outlet pipe has been dynamited in an attempt to drain the lake. The downstream end of the pipe could not be located. It apparently discharges under the surface of the pool of water at the downstream toe of the dam. The dam has no operable emergency drawdown facilities. (Author).

Book excerpt: Saul Run Dam, a flood water retarding dam designed by the U.S. Department of Agriculture, Soil Conservation Service (SCS), is also known by its SCS number PA-458. The homogeneous earth embankment has a crest length of approximately 1700 feet and a miximum hength///eight of about 40 feet. The dam crest at El. 1113.6 feet has a width of 16 feet. The upstream slope has an inclination of 3H:1V (horizontal:vertical) and an 8-foot wide berm at El. 1085 feet. The downstream slope with an inclination of 2.5H:1V also has an 8-foot wide berm at El. 1084 feet. A foundation cutoff trench with a base width of 12 feet, 1H:1V side slopes, a length of about 100 feet, and a depth of about 5 feet to bedrock was constructed in the valley bottom (Plate 5). Cutoff trenches of similiar cross-section were also constructed in the soil abutments (Plate 5). The outlet works (principal spillway in SCS terminology) consist of a reinforced concrete riser connected to a 24-inch diameter reinforced concrete pipe is located beneath the embankment in the valley bottom. The outlet pipe, with six reinforced concrete anti-seep collars, was installed on a concrete cradle founded on bedrock.

Book excerpt: Based on the evaluation of the existing conditions on March 14 and April 16, 1979, the condition of Little Blue Run Dam is considered to be good. No conditions were noted at this time that would significantly affect the structural performance of the dam. The flood discharge facilities for the dam were designed to pass the probable maximum flood (PMF) without overtopping the embankment. Therefore, according to the recommended criteria, the flood discharge facilities of the dam are adequate. Presently, the pool elevation is approximately 170 feet below the dam crest level. The pool elevation is expected to reach spillway crest level in about the year 2010. The following recommendations should be implemented on a continuing basis: (1) The cracking observed on the crest should continue to be evaluated by the design engineers. Also, attention should be given to the slump and seepage observed on the left abutment. Erosion ditches on the right abutment should be filled; and (2) A formal warning system should be developed to alert the downstream residents in the event of emergencies.

A spillway design flood (SDF) in the range of the 100-year flood to the 1/2 Probable Maximum Flood (1/2 PMF) is required for Neal Dam. The 100-year flood was chosen because the dam is on the low side of the 'Small' size category. The spillway is therefore considered 'adequate.' Several minor items of remedial work should be performed by the owner as soon as practicable.

Based on the visual observations and the data available, the dam is categorized as being in an unsafe, non-emergency condition. The visual inspection revealed that the masonry spillway on the right abutment has deteriorated to the extent that its structural integrity during extended, large discharge conditions, is questionable.
