The spillway structures of the dam consist of a concrete ogee overflow section and a trapezoidal concrete-lined spillway discharge channel which terminates in a concrete-lined stilling basin at the toe level of the dam near the right abutment. Based on the evaluation of the existing conditions, the condition of Raccoon Creek State Park Dam is considered to be good. No conditions were noted at this time that would significantly affect the structural performance of the dam. The flood discharge capacity of Raccoon Creek State Park Dam was evaluated according to the recommended procedure and was found to pass 90 percent of the probable maximum flood (PMF) without overtopping the embankment. Therefore, according to the recommended criteria, the flood discharge capacity of the dam was classified to be inadequate.

The dam is an earthfill embankment (with central clay core) approximately 20 feet high (maximum) and 220 feet long. The spillway, curved in plan view, is located at the left abutment of the dam and consists of a concrete paved approach, small (in height) ogee weir, and discharge chute channel. The outlet works for the dam consist of a control tower 8 feet out from shore which houses a 16 inch gate valve. The outlet conduit is a 36 inch corrigated metal pipe which is encased in 6 inches of reinforced concrete with four anti-seep collars. The dam was found to be in good overall condition at the time of inspection. Several minor items of remedial work should be performed by the owner as soon as practicable. The spillway is considered adequate.

The crest of theogee overflow section of the spillway is located at an elevation approximately 10 feet below the low point on the crest of the dam.

The dam is constructed with a masonry spillway located about 35 feet left of the right abutment. The crest of the spillway is 100 feet long and about 11 feet below the top of its wingwalls. Based on a visual inspection, operational history, and available engineering data, the dam is consisered to be in poor condition. The defunct facility has been essentially abandoned since 1952 and its reservoir is sediment filled. Results of the hydrologic and hydraulic analysis indicate that the facility is capable of passing and/or storing only 36 percent of the PMF without embankment overtopping. Structural deficiencies noted by the inspection team included substantial embankment overgrowth, an access road cut through the embankment near the left abutment, cracking of the masonry spillway wingwalls, and a sediment filled reservoir. Due to the seriously inadequate spillway and overall poor condition, the facility is considered unsafe but non-emergency as failure is not considered imminent.

Since the facility is classified near the lower bounds of the small category, the SDF is considered to be the 1/2 PMF. Results of hydrologic and hydraulic analyses indicate the facility will pass and/or store approximately 40 percent of the PMF prior to embankment overtopping at the low area in the embankment crest (elevation 1177.4). Breach analysis indicates that failure under less than 1/2 PMF conditions could lead to increased downstream damage and potential for loss of life. Thus, based on screening criteria provided by the recommended guidelines, the spillway is considered to be seriously inadequate and the facility unsafe, non-emergency. Recommendations for owner action are listed.

The size classification of the facility is intermediate and the hazard classification is considered to be high. In accordance with the recommended guidelines, the Spillway Design Flood (SDF) is considered to be the PMF (Probable Maximum Flood). Results of the hydrologic and hydraulic analysis indicate that the facility is capable of passing and/or storing the PMF without overtopping the dam or dike. Consequently, the spillway is considered adequate.

Book excerpt: Wolf Creek Dam consists of an earth embankment approximately 1050 feet long with a maximum height of 34 feet from the downstream invert of the outlet works conduit and a crest width of 40 feet. Wolf Creek Dam is one of the three dams which impound Lake Rene. The other two dams are Galion Bay Dam, located at the south side of Lake Rene, and Lake Rene Dam, located on the east side of the reservoir. Lake Rene Dam, Which was constructed in 1955, was the original dam at the site. Wolf Creek Dam and Galion Bay Dam were constructed in 1971 in conjunction with the enlargement of Lake Rene. The flood discharge facilities for Lake Rene consist of primary and emergency spillways associated with Wolf Creek and Galion Bay dams. The Wolf Creek Dam flood discharge facilities are comprised of a drop inlet primary spillway located at the center of the embankment and an emergency spillway on the left abutment (looking downstream). The primary spillway structures consist of a single-stage reinforced concrete riser, a 36-inch-diameter reinforced concrete conduit, and a plunge pool at the downstream end of the outlet pipe. The emergency spillway is an 130-foot-wide trapezoidal earth channel excavated into the left abutment.

An ungated drop spillway with an 158-foot long sharp crested weir is located approximately 60 feet from the right abutment (looking downstream). The 80 acre lake is used for recreation by the residents of Bear Creek Village. It is unknown when the dam was constructed. In the state inspection report of April, 1915 it is stated, 'This dam was constructed a great many years ago, but it has been repaired from time to time, so that more than likely none of the original structure is now in existence.' Examination of the results of the hydrologic and hydraulic analysis indicate that the drop spillway is capable of passing 11 percent of the Probable Maximum Flood (PMF) without overtopping of the embankment. Failure of the dam would significantly increase the hazard to loss of life downstream of the dam. Therefore, the capacity of the drop spillway is classified as 'seriously inadequate.' The dam is considered to be 'unsafe (non-emergency).'
