Book excerpt: Based on visual inspection, field survey and calculations, Ponderosa Pines Dam is judged to be in poor condition. As the spillway cannot pass the 1/2 PMF without overtopping at less than 1/2 PMF would cause failure which would significantly increase hazard to loss of life downstream, the spillway capacity is seriously inadequate and the facility is rated unsafe, nonemergency. Although there is no visible evidence of structural instability, the erosion of the downstream slope below the outlet pipe and the leakage below the toe of the dam are of concern. Should the observed erosion and leakage remain unchecked, it could, in time, affect the structural integrity of the dam. The invert elevation of the outlet pipe is but 2.1 feet below the spillway crest. There are no means to lower the reservoir level below the present level of the pipe inlet in case of emergency. The maintenance of the dam is limited to mowing grass on the crest and a portion of the upstream slope of the embankment. The balance of the dam is poorly maintained.

The lack of a spillway and the poor condition of the outlet works are the primary deficiencies which cause concern for the safety of this facility. In accordance with the recommended guidelines, the spillway design flood (SDF) for this facility is in the range of 1/2 PMF to full PMF. Based on the size of the dam and degree of Downstream hazard, the selected SDF is the 1/2 PMF. The hydrologic and hydraulic computations indicate that the combination of reservoir storage and outlet works discharge capacity will not pass the SDF (1/2 PMF) prior to overtopping the embankment. Under present conditions, the discharge/storage capacity is 11% of the PMF prior to overtopping. In accordance with the criteria outlined and evaluated in the discharge capacity for Rosner Pond Dam is considered to be seriously inadequate. The dam in its present condition is considered to be unsafe, non-emergency.

There are several deficiencies, all of which are considered to be minor. Maintenance of the dam and its appurtenant structures is generally adequate.

Book excerpt: Belmont Lake Dam is a 27.5 foot high earth embankment across the West Branch of the Lackawaxen River. The dam has a maximum length of approximately 600 feet, and impounds a 172-acre lake. The dam was reconstructed in 1959 by adding fill over and around an existing embankment constructed about 1830. Available drawings and literature indicate that drainage blankets, grout curtains and cutoff trenches were not included in the design of this structure. The materials used for the original embankment are unknown. The upstream slope is protected with 18 inches of hand-placed riprap on a 6-inch gravel filter layer. The downstream slope is protected with vegetation.

The survey datum for this inspection is elevation 1355 feet above mean sea level for the normal water surface of the lake at the top of the spillway flashboard. Deficiencies observed during the field inspection are described, visible features are depicted in photographs.

Book excerpt: Greene-Dreher Dam is a 20-foot high earthern embankment, 1,000 feet long which impounds a 152 acre-foot flood water retention pool. Total estimated volume of fill is approximately 30,000 cubic yards. The zoned embankment was constructed on natural soils without a cutoff trench or a grout curtain. The embankment contains three material zones; Zone 1, a relatively impervious core of silt and and silty sand; Zone 2, composed of silty gravel and silty sand; and an outer shell of Zone 3 material, described as rock larger than 6 inches in diameter. The embankment crest is 12 feet wide at a design settled elevation of 2,036 feet, and both upstream and downstream slopes are 3H:1V. The downstream section of the embankment contains a filter blanket approximately 2 feet thick, 30 feet wide and 320 feet long. The filter blanket is drained by a 6-inch diameter perforated corrugated metal pipe connected to a 6-inch diameter pipe which outlets adjacent to the principal spillway outlet.

Book excerpt: This flood control dam consists of a 1000-foot-long earthfill embankment with a maximum height of 25 feet. Seven hundred fifty feet of the embankment crosses the valley, the other 250 feet ties the embankment to higher ground in the left abutment. The principal spillway is a drop inlet structure with an orifice opening and discharges through a 30-inch diameter pipe. This spillway is designed to handle a 100 year flood. For any larger floods the emergency spillway is required. This grassed earth spillway is located in the right abutment and has its design crest elevation 4.6 feet below the top of embankment. The emergency spillway has a channel bottom width of about 60 feet. Based on the visual inspection, past performance and the available engineering data, the dam and its appurtenant structures appear to be in good condition. The spillway capacity is adequate to pass the PMF peak inflow without overtopping the dam.

Considering the size and hazard classification of the dam, the recommended Spillway Design Flood (SDF) varies between the 1/2 Probable Maximum Flood (PMF) and the PMF. The 1/2 PMF was, in this case, selected as the SDF. The spillway and reservoir, under existing conditions, will pass approximately 19 percent of the PMF before overtopping of the dam occurs. The spillway is, therefore, rated as inadequate.
