The dam was found to be in fair overall condition at the time of inspection. Hydraulic/hydrologic evaluations, performed in accordance with procedures established by the Baltimore District, Corps of Engineers, for Phase I Inspection Reports, revealed that the spillway will not pass the 100-year flood without overtopping the dam. A spillway design flood (SDF) in the range of the 100-year flood to the 1/2 Probable Maximum Flood (1/2 PMF) is required for Polk Dam. The 100-year flood was chosen as the SDF. During the 100-year flood, the dam is overtopped by a maximum of 0.61 foot for a duration of 1.50 hours. The spillway is therefore considered 'inadequate.' It is recommended that the owner immediately initiate an engineering study to further evaluate the spillway capacity and develop recommendations for remedial measures to reduce the overtopping potential of the dam. Several items of remedial work should be performed by the owner without delay.

Book excerpt: Boydstown Dam is a diaphragm earthfill embankment approximately 28 feet high (maximum) and 330 feet long. The spillway is located at the left abutment of the dam. It is uncontrolled, and the broad-crested weir is 60 feet long (perpendicular to flow). An analysis indicated that the spillway will pass only 30 percent of the required Probable Maximum Flood before overtopping will occur. As a result of this analysis and others, the spillway is considered 'seriously inadequate.' The overall condition of the dam was assessed to be very poor because the upper half of the spillway is in such a deteriorated condition that significant damage to the structure may occur if large flows were to pass through the spillway. In addition, several features of the dam do not meet current design standards; the 7 foot crest width, the lack of an internal drainage system, the absence of positive cut-offs along the outlet and water supply pipes, and the lack of information concerning the details and condition of the outlet works.

The dam is constructed with a masonry spillway located about 35 feet left of the right abutment. The crest of the spillway is 100 feet long and about 11 feet below the top of its wingwalls. Based on a visual inspection, operational history, and available engineering data, the dam is consisered to be in poor condition. The defunct facility has been essentially abandoned since 1952 and its reservoir is sediment filled. Results of the hydrologic and hydraulic analysis indicate that the facility is capable of passing and/or storing only 36 percent of the PMF without embankment overtopping. Structural deficiencies noted by the inspection team included substantial embankment overgrowth, an access road cut through the embankment near the left abutment, cracking of the masonry spillway wingwalls, and a sediment filled reservoir. Due to the seriously inadequate spillway and overall poor condition, the facility is considered unsafe but non-emergency as failure is not considered imminent.

Therefore, the spillway is assessed as being seriously inadequate. It is recommended that the owner immediately initiate an engineering study to further evaluate the spillway capacity and develop recommendations for remedial measures to reduce the overtopping potential of the dam.

A spillway design flood (SDF) in the range of the 1/2 Probable Maximum Flood (1/2 PMF) to the PMF is required for Ligonier Dam. Because of the relative small size of the impoundment the 1/2 PMF was chosen as the SDF. It was determined that during the 1/2 PMF the low area on the embankment would be overtopped by a depth of 0.66 foot and a duration of 4.50 hours. Because a limiting criteria of one foot or greater depth of overtopping and a duration of 2 hours was estimated for this dam, it was concluded that a dam failure during the 1/2 PMF is unlikely to occur.

Book excerpt: Little Shenango Dam (PA 490) is a homogeneous earth floodwater retarding dam designed by the U.S. Department of Agriculture, Soil Conservation Service. The dam has a crest length of 430 feet, a maximum height of 45 feet, a storage volume of 472 acre-feet at spillway crest level, and a storage volume of 19 acre-feet at normal pool level. The dam was found to be in generally poor condition at the time of inspection. The inspection did disclose potential problems with seepage and piping in the dam embankment and abutments. A detailed engineering investigation of seepage, piping, erosion, and structural stability of the dam should be initiated as expeditiously as possible. Hydraulic/hydrologic evaluations revealed that the spillway will pass the Probable Maximum Flood (PMF) without overtopping the dam. The spillway is therefore considered 'adequate'.

Book excerpt: The PA-647 dam is one of the seven flood control structures in the Wheeling Creek watershed. The dam consists of an earth embankment approximately 500 feet long with a maximum height of 95 feet from the downstream toe and a crest width of 15 feet. The flood discharge facilities for the dam consist of a drop inlet type primary spillway located near the left abutment (looking downstream) and an emergency spillway on the right abutment. Based on the evaluation of the conditions as they existed on the dates of inspection and as revealed by visual observations, the condition of PA-647 dam is considered to be good. The spillway capacity is classified to be adequate according to the recommended criteria.
