Book excerpt: Based on visual inspection, available records, calculations and past operational performance, and according to criteria established for these studies, Mountain Springs Lake Dam is judged to be unsafe, non-emergency, because the spillway capacity is rated as seriously inadequate. The existing spillway will pass only about 10 percent of the Probable Maximum Flood (PMF) before overtopping of the dam occurs. It is judged that the dam could not withstand the depth and duration of overtopping that would occur for the 1/2 PMF. Failure of the dam would cause an increased hazard for loss of life downstream. As a whole, the dam is judged to be in fair condition. No stability problems were evident for the dam or appurtenant structures. The ability of the outlet works to function is unknown. There are no known upstream closure facilities. Maintenance of the dam is not adequate. Both the dam and the dike are overgrown with trees.

Available in PDF, EPUB and Kindle. Book excerpt: Trout Lake Dam is an earth embankment dam with a concrete overflow spillway. The dam is approximately 390 feet long and has a maximum height of about 24 feet. The dam is located along Pennsylvania Route 715, about 1 mile south of Reeders, Pennsylvania. The spillway is capable of discharging 25 percent of the Probable Maximum Flood (PMF) without overtoppong of the earth embankment. Failure of the dam would significantly increase the hazard to loss of life downstream of the dam. Therefore, the spillway is classified as 'seriously inadequate' and the dam is classified as 'unsafe(non-emergency)'. The spillway capacity should be increased. Further detailed hydrologic and hydraulic studies should be performed prior to the design of additional spillway capacity. Based on visual observations and review of the information obtained from the Pennsylvania Department of Environmental Resources, Dam Safety Section, Trout Lake Dam is considered to be in poor condition.

Book excerpt: Monroe Lake Dam is located on Bear Swamp Run, a tributary to Marshall Creek, in Middle Smithfield Township, Monroe County, Pennsylvania. The facility is less than five miles north of the community of Marshalls Creek, Pennsylvania and approximately eight miles north of the city of East Stroudsburg, Pennsylvania. Observations made during the visual inspection indicate the embankment is in fair condition. The structure is characterized as very irregular and poorly aligned both horizontally and vertically. The downstream embankment toe is partially inundated by water that may be attributable to seepage through the embankment and/or leakage through or around the conduit. The water is trapped in a trough area between the embankments of the dam and the downstream roadway. The condition may be exaggerated because the drainage culvert under the road appears to be partially obstructed. Minor erosion was observed along both the upstream and downstream dam faces. Although particularly evident along the upstream slope adjacent the outlet riser and along the steepest portions of the downstream slope, the erosion is not considered to be significant at this time. Field measurements indicate low areas along the embankment crest between one-half and two feet below the elevation of the left spillway wingwall. The crest is covered with gravel and the slopes with weedlike vegetation.

The recommended Spillway Design Flood (SDF) for the size and the hazard classification of the dam varies between the 100-year flood and the 1/2 Probable Maximum Flood (PMF). Based on the criteria and the downstream conditions, the SDF is the 1/2 PMF. The spillway will pass the PMF with 0.5 foot of freeboard. The spillway capacity is rated as adequate. No stability problems were evident for the embankment. None of the observed deficiencies at the dam were considered an immediate hazard.

Book excerpt: Lake Swiftwater Dam is a 31 + or - foot high zoned embankment containing an impervious core founded in hardpan. The embankment has upstream and downstream slopes of 2.5H:1V and a crest width of 10 feet. When the old spillway was relocated to the right abutment, the embankment section was reconstructed and is a homogeneous embankment with an eight foot wide cutoff trench founded on impervious materials. The upstream and downstream slopes were both constructed at 2.5H:1V with a 10 foot crest width. The upstream slope of the whole embankment is protected with riprap, minimum thickness being 18 inches on the new embankment and 12 inches on the old embankment. The embankment impounds a 21-acre reservoir. The embankment also contains a gatehouse tower located near the crest of the dam approximately midway along the length of the embankment. The gatehouse tower contains a steel sluice gate manufactured by the Caldwell-Wilcox Company. Documentation in the files indicates that the intake pipe is 42 inches in diameter, located at the base of the embankment, and encased in concrete with anti-seep collars.

Book excerpt: Based on avaliable records, visual inspection, calculations, and past operational performance, Brown's Lake Dam is judged to be in poor condition. Based on the size and hazard classification of the dam, the recommended Spillway Design Flood is the Probalble Maximum Flood (PMF). The spillway can pass about 82 percent of the PMF. Since the dam cannot pass the PMF but can pass the 1/2 PMF, the spillway capacity is rated as inadequate. Deficiencies exist that are considered to be pertinent to the stability of the dam. The deficiencies include the following: seepage, steep slopes, a depression on the top of the dam, growth of trees on the dam, and holes and a depression on the downstream slope of the dam. The type of design and methods of construction increase the concern for the deficiencies. The condition of the outlet works is unsatisfatory. There are no upstream closure facilities. Maintenance of the dam is inadequate. (Author).

Book excerpt: Wigwam Lake Dam is located on Wigwam Run in Stroud Township, Monroe County, one mile east of Bartonsville, Pennsylvania. The original purpose of the impounded water was for ice making and recreation. Presently, the lake is being used for recreation. The overall appearance of the dam and its appurtenant structures is considered to be poor. The locations of observed deficiencies are shown on the Sketch Plan. The profile and typical sections of the dam are presented, and are based on field survey made on the day of inspection. The survey datum for this inspection was an approximate elevation obtained for the spillway crest from a USGS map. The construction drawings for the dam and appurtenant structures are shown. The elevations shown on the construction drawings are based on a different datum than that of the USGS map. Therefore, to convert the elevations shown on the appended construction drawings to the elevations used in this report, it is necessary to add 609 feet to the elevations shown on the appended drawings. On the inspection date (11/26/80), the lake level was 0.1 foot above the spillway crest (elevation 708 above mean sea level). Deficiencies observed during the field inspection are describes. Visible features of the dam are depicted in photographs.

Book excerpt: Bradys Lake Dam is owned by the Pennsylvania Game Commission. The dam was built in 1914 over a preexisting dam, Lower Dorney Dam, and was reconstructed in 1961 by the Pennsylvania Fish Commission. The facility is considered to be in fair condition. The dam is classified as a 'High' hazard structure consistent with its potential in the event of failure to cause extensive property damage and possible loss of life to residents in the Arrowhead Lake development. The dam is classified as an 'Intermediate' size dam by virtue of its 1,213 acre-foot normal storage capacity. Design documentation was extremely limited. There were no as-built drawings and records indicate that, by today's standards, compaction of the embankment would have been considered, at best, marginal. However, the embankment slopes appear to be reasonable; there were no observed signs of slope instability and the embankment has performed satisfactorily for 65 years. Therefore, the embankment is at least marginally stable.

Book excerpt: Based on the criteria established for these studies, Pocono Highland Dam is judged to be unsafe, nonemergency, because the spillway capacity is seriously inadequate. The recommended Spillway Design Flood (SDF) for the size and hazard classification of the dam varies between 1/2 of the Probable Maximum Flood (PMF) and the PMF. The selected SDF is the 1/2 PMF. The existing spillway will pass only about 6 percent of the PMF before overtopping of the dam occurs. It is judged that the dam could not withstand the depth and duration of overtopping that would occur for the 1/2 PMF. If the low areas on the top of the dam were filled to the design elevation, the spillway would pass about 11 percent of the PMF without any overtopping. For either condition, the spillway capacity is rated as seriously inadequate. Failure of Pocono Highland Dam would cause an increased hazard for loss of life downstream.

Available in PDF, EPUB and Kindle. Book excerpt: Lynchwood Lake Dam is 1,685 feet long and 20 feet high at its maximum section. The dam has an irregular alignment and consists of a rock-filled, timber crib dam about 1,275 feet in length, flanked on each end with reaches of embankment. A dry, stone masonry wall is located along the downstream side of the timber crib section, and there is an earthfill section upstream from the timber crib. The main spillway is located in the timber crib section of the dam near the original stream bed location. It is a broad crested weir with three concrete steps. The auxiliary spillway consists of a reach of earthen embankment lined with concrete on its downstream side and with riprap on its upstream side. The crest is protected by vegetation. Based on visual inspection, available records, calculations, past operational performance, and according to criteria established for these studies, Lynchwood Lake Dam is judged to be unsafe, non-emergency, because the spillway capacity is rated as seriously inadequate. The existing spillways can pass only 14 percent of the Probable Maximum Flood (PMF) before general overtopping of the dam occurs.
