Book excerpt: Hills Creek Dam is a zoned earthfill dam with a concrete paved upstream slope. The embankment is 587 feet long and has a curved portion in the upstream direction near the left abutment. The embankment is 32 feet high. The upstream slope is 3H:1V and has a concrete paved face on the upper portion of the embankment. The downstream slope is 2H:1V and covered with grass. The crest of the dam is 20.5 feet wide and serves as an access road. The roadway has curbing and guardrails on both sides. Access across the spillway located near the right abutment is by a bridge. The embankment has a central impervious core with pervious upstream and downstream zones. The cutoff trench is 12 feet wide and several feet deep. A 4-inch drain tile located below the downstream portion of the embankement. The spillway is located on the right abutment and consists of a concrete lined chute. The spillway weir consists of a concrete ogee section. The drainline consists of a 30-inch cast iron pipe with a control tower located in the upstream portion of the embankment. Flow in the drainline is regulated at the top of the dam through a stem in the control tower to the valve on the 30-inch line. The drainline discharges into the emergency spillway exit channel. Book excerpt: Shaver Creek Dam is a homogeneous earthfill dam. The embankment is 540 feet long and approximately 46 feet high. The upstream slope is 2.75H:1V and covered with riprap. The downstream slope is 2.5H:1V and covered with grasses. The crest width is 15 feet. The embankment has a select impervious core with random materials on the upstream and downstream sides of the core. A rock toe is present at the downstream end of the embankment. The cutoff trench is 12 feet wide and is excavated to firm rock. The spillway is located on the left abutment and consists of a concrete lined chute. The concrete weir is 1 foot wide and 52 feet long. The right side of the spillway has a 10 foot high concrete retaining wall extending 55 feet downstream of the concrete weir. Beyond the concrete retaining wall and on the left side of the spillway is a concrete paved chute with 2H:1V side slopes. The spillway exit channel is approximately 115 feet long and discharges into a 50 foot long stilling basin. The reservoir can be drained through a 4 foot by 4 foot concrete box culvert. The box culvert ends downstream at a concrete endwall. Flow through the 4 foot by 4 foot box is controlled by a sluice gate which is connected to a stem through the control tower.

Based on the location of the downstream dwellings and the fact that a few lives could be lost should the dam fail, the dam is classified as a significant hazard dam. Since the spillway cannot pass the 100- year flood without overtopping the dam, the spillway is rated as inadequate. Although there is some seepage thru the dam, there is no evidence of structural instability. There is no formal inspection and maintenance program or warning system and evacuation plan in effect at Acre Pond Dam. The dam is not properly maintained.

The inspection and review of data of the Brown's Lake Dam did not reveal any problems which would require emergency action. The dam appears to be in good condition and adequately maintained. Brown's Lake Dam is a high hazard-small size dam. The spillway design flood (SDF) for a dam of this size and classification is 1/2 PMF to the PMF. the PMF has been selected as the spillway design flood based on downstream potential for loss of life. The spillway and reservoir are capable of controlling the spillway design flood (PMF). Based on criteria established by the Corps of Engineers, the spillway is termed adequate. The following recommendations and remedial measures should be instituted as soon as possible. (1) A regularly scheduled maintenance program should be developed and implemented. (2) A warning system should be developed to warn downstream residents of large spillway discharges or imminent failure of the dam. (3) A safety inspection program should be implemented with inspections at regular intervals by qualified personnel. (4) The drainline valve should be operated on a regular basis.

The assessment of the general condition of the dam is based upon visual observations and review of available data. Detailed investigations and analyses involving topographic mapping, subsurface investigations, material testing, and detailed computational evaluations are beyond the scope of a Phase I investigation; however, the inspection is intended to identify any need for such studies which should be performed by the owner. In reviewing this report, it should be realized that the reported condition of the dam is based on observations of field conditions at the time of inspection along with data available to the inspection team. In cases where the reservoir was lowered or drained prior to inspection, such action, while improving the stability of the dam, removes the normal load on the structure and may obscure certain conditions which might otherwise be detectable if inspected under the normal operating environment of the structure.

Book excerpt: The dam consists of a zoned, earthfill embankment that is 590 feet long and 52 feet high at its maximum section. The main spillway is a drop spillway located near the right abutment of the dam. It consists of a concrete riser connected to a 30-inch diameter reinforced concrete pipe under the embankment. The auxiliary spillway is an excavated channel along the left abutment of the dam. It is a grass-linked excavation in earth. Based on visual inspection, available records, calculations and past operational performance, PA-467 Dam is judged to be in good condition. The existing spillway can pass the Probable Maximum Flood(PMF) without overtopping of the dam. The spillway capacity is rated as adequate. There is a slope stability analysis for the embankment, and it indicates that the embankment has adequate factors of safety. There is no evidence of significant problems threatening the embankment.
