The facility is served by a chute channel spillway, with discharges controlled by a free overfall, concrete weir structure. The spillway is located near the right abutment, and has a crest length of 39 feet. In addition, the facility is equipped with a 18-inch diameter steel pipe encased in concrete used as a low level outlet as well as a 16-inch diameter steel siphon which was installed in 1973.

The size classification of the facility is intermediate and its hazard classification is considered to be significant. In accordance with recommended guidelines, the Spillway Design Flood (SDF) for this facility is 1/2 the Probable Maximum Flood (PMF). Results of the hydrologic and hydraulic analysis indicate that the facility can accommodate approximately 32 percent of the PMF and/or 64 percent of SDF (1/2 PMF). Thus, the spillway system is considered inadequate, but not seriously inadequate.

The dam is constructed with a masonry spillway located about 35 feet left of the right abutment. The crest of the spillway is 100 feet long and about 11 feet below the top of its wingwalls. Based on a visual inspection, operational history, and available engineering data, the dam is consisered to be in poor condition. The defunct facility has been essentially abandoned since 1952 and its reservoir is sediment filled. Results of the hydrologic and hydraulic analysis indicate that the facility is capable of passing and/or storing only 36 percent of the PMF without embankment overtopping. Structural deficiencies noted by the inspection team included substantial embankment overgrowth, an access road cut through the embankment near the left abutment, cracking of the masonry spillway wingwalls, and a sediment filled reservoir. Due to the seriously inadequate spillway and overall poor condition, the facility is considered unsafe but non-emergency as failure is not considered imminent.

It is recommended that the owner immediately develop and implement a warning system to notify downstream inhabitants should hazardous conditions develop. Included in the plan should be provisions for around-the-clock surveillance of the facility during periods of unusually heavy precipitation.

Book excerpt: Based on the evaluation of the existing conditions, the condition of Doverspike No. 1 Dam is considered to be poor due to the inadequate size of the emergency spillway discharge channel. Field observations indicate that the capacity of the discharge channel is significantly less than the capacity of the emergency spillway overflow section, and a major portion of the flow passing the control section would spill onto the embankment, posing a potential for erosion of the embankment. The condition of the embankment is considered to be good. According to the recommended criteria, intermediate size dams in the high hazard category are required to pass full probable maximum flood (PMF) without overtopping the embankment. The flood discharge capacity was evaluated according to the recommended criteria and was found to pass about 30 percent of the PMF without overtopping the embankment. Therefore, the spillway capacity is rated to be inadequate. Because overtopping of the embankment during the passage of 50 percent of the PMF for a duration of 3.2 hours with a maximum depth of 0.4 foot is not considered to present a serious breach potential, the spillway is not considered to be seriously inadequate.

Book excerpt: The assessment of Bigby Run Dam is based upon visual observations made at the time of inspection, review of available records and data, hydraulic and hydrologic computations and past operational performance. The Bigby Run Dam appears to be in fair condition. Maintenance is considered fair. The concrete spillway is deteriorating with marked deterioration on the right spillway wall. Minor seepage was observed at the toe of the dam, adjacent to the left abutment contact. Seepage was estimated at 2 to 5 gallons per minute. The seepage should be monitored. The Bigby Run Dam is a high hazard-small size dam. The recommended Spillway Design Flood (SDF), for a dam of this size and classification, is in the range of 1/2 PMF to PMF. Since the Bigby Run Dam just meets the minimum criteria; and since the dam is located in a rural area suggesting only appreciable economic loss; compliance with the current practice of the Baltimore District Corps of Engineers leads to the selection of the 1/2 PMF as the Spillway Design Flood (SDF).
