It has a rounded crest, and the crest length is 100 feet. The existing spillway can pass 59 percent of the Probable Maximum Flood (PMF) without overtopping of the dam. The spillway capacity is rated as inadequate. A stability analysis performed for this report indicates that the dam is apparently stable for the maximum loading condition.

The embankments impound water within the saddle. The dam has a main spillway and an auxiliary spillway. The main spillway is located at the right abutment of the South Embankment. It has a sharp-crested concrete weir with a crest length of 100 feet. The auxiliary spillway is a canal about 300 feet left of the South Embankment. Based on visual inspection, available records, calculations and past operational performance, Marshwood Dam is judged to be in fair condition. The spillway can pass 65 percent of the Probable Maximum Flood (PMF) without overtopping of the dam. The spillway capacity is rated as inadequate. This rating is dependent on implementation of some of the recommendations herein. If the low areas on the embankments were raised 0.6 foot to the design elevation, the spillway can pass 80 percent of the PMF. The spillway capacity would still be rated as inadequate.

Based on the size and hazard classification of the dam, the recommended Spillway Design Flood (SDF) varies between 1/2 the Probable Maximum Flood (PMF) and the PMF. Based on the criteria and the downstream conditions, the selected Spillway Design Flood (SDF) at the dam is the Probable Maximum Flood (PMF). The existing spillway will pass about 53 percent of the PMF without overtopping of the dam. The spillway capacity is rated as inadequate. If the low area on the top of the dam were filled to the design elevation, the spillway would pass about 56 percent of the PMF, and it would still be rated as inadequate. The only stability problem evident at the dam is a bulge on the upstream slope of the embankment. The main and auxiliary spillway weirs have no significant deviations from the OCE guidelines for stability of gravity structures. There are two emergency drawdown facilities at the dam. One of these facilities is operational, but because of its small size, its ability to draw down the pool is marginal. The ability of the other facility to function is uncertain.

Maintenance at the dam and operating facilities is inadequate. There is no program for regular inspection of the dam.

Book excerpt: Based on the visual inspection, past performance and the available engineering data, the dam and its appurtenant structures appear to be in poor condition. The dam is considered to be unsafe, non-emergency. In accordance with the Corps of Engineers' evaluation guidelines, the size classification of this dam is small and the hazard classification is high. These classifications indicate that the Spillway Design Flood (SDF) should be in the range of one-half the Probable Maximum Flood (PMF) to the full PMF. The recommended SDF for this dam is the full PMF. The spillway capacity is inadequate to pass the SDF peak inflow without overtopping the dam. The project is capable of passing 95 percent of the PMF and is considered to be inadequate, but not seriously inadequate.

Book excerpt: Fords Lake Dam is located on Buttermilk Creek in Newton Township, Lackawanna County, one-half mile north of Schultzville, Pennsylvania. Purpose of Dam was for public fishing. The overall appearance of the dam is very poor. Deficiencies observed during the field inspection are illustrated on the General Plan. The profile and typical sections of the dam are presented and are based on field survey made the day of the inspection. On the inspection date (12/08/80), the lake level was at elevation 1146.8, about 0.2 foot below spillway crest. Pertinent features observed are shown in photographs.
