Book excerpt: Big Brown Dam consists of an earth embankment approximately 290 feet long with a maximum height of approximately 37 feet from the downstream toe, and a crest width in the range of 8 to 11 feet. The downstream slope of the dam is 1-1/2 horizontal to 1 vertical and is protected with well-established grass. The upstream slope is protected by riprap extending to the crest level of the dam. The flood discharge facilities for the dam consist of a primary spillway incorporated into the outlet facilities and an open channel emergency spillway located on the right abutment. The outlet facilities consist of a 20-inch cast-iron supply line and a 20-inch cast-iron blow-off pipe. Based on the evaluation of the existing conditions, the condition of Big Brown Dam is considered to be poor. Extensive swampy areas were observed along the toe of the dam. This condition, together with the steep downstream slope of the embankment raises concern as to the continued stability of the embankment. The flood discharge capacity of the dam was found to be at the lower limit of the recommended spillway capacity range of 50 percent to full PMF relative to the size and hazard classification of the dam.

The inspection and review of data of the Brown's Lake Dam did not reveal any problems which would require emergency action. The dam appears to be in good condition and adequately maintained. Brown's Lake Dam is a high hazard-small size dam. The spillway design flood (SDF) for a dam of this size and classification is 1/2 PMF to the PMF. the PMF has been selected as the spillway design flood based on downstream potential for loss of life. The spillway and reservoir are capable of controlling the spillway design flood (PMF). Based on criteria established by the Corps of Engineers, the spillway is termed adequate. The following recommendations and remedial measures should be instituted as soon as possible. (1) A regularly scheduled maintenance program should be developed and implemented. (2) A warning system should be developed to warn downstream residents of large spillway discharges or imminent failure of the dam. (3) A safety inspection program should be implemented with inspections at regular intervals by qualified personnel. (4) The drainline valve should be operated on a regular basis.

The dam consists of a homogeneous earthfill embankment that is 680 feet long and 64 feet high at its maximum section. The main spillway is a drop spillway located near the left abutment of the dam. It consists of a concrete riser connected to a 30-inch diameter reinforced concrete pipe under the embankment. One 12-inch by 21-inch uncontrolled orifice is located in the upstream face of the concrete riser with the orifice crest at El. 1227.0, which is 27 feet below design elevation of the top of the dam. The auxiliary spillway is an excavated channel at the right abutment of the dam. It is grass-lined except for portions that were excavated into rock. The hazard classification is high hazard. Downstream conditions indicate that a high hazard classification is warranted for PA-468 Dam. It is owned by the Susquehanna County Commissioners. Its purpose is for flood control.

The assessment of the general condition of the dam is based upon visual observations and review of available data. Detailed investigations and analyses involving topographic mapping, subsurface investigations, material testing, and detailed computational evaluations are beyond the scope of a Phase I investigation; however, the inspection is intended to identify any need for such studies which should be performed by the owner. In reviewing this report, it should be realized that the reported condition of the dam is based on observations of field conditions at the time of inspection along with data available to the inspection team. In cases where the reservoir was lowered or drained prior to inspection, such action, while improving the stability of the dam, removes the normal load on the structure and may obscure certain conditions which might otherwise be detectable if inspected under the normal operating environment of the structure.

As a whole, the dam is judged to be in fair condition. The spillway gravity weir does not have any significant deviations from the guidelines for stability, since the toe pressure is well below the allowable. There is no evidence of instability on the embankment.

The condition of the embankment is considered to be poor. The dam is old and in a general state of disrepair. The crest of the dam is irregular and the center of the dam appears to have settled. The stone wall along the downstream toe is irregular and bulging. The toe of the wall is swampy, caused by a general underseepage. In view of these observations, the overall stability of the dam is considered to be questionable, requiring further investigation and implementation of measures to improve the stability of the dam. The spillway capacity was evaluated according to the recommended procedure and was found to pass less than 10 percent of the Probable Maximum Flood (PMF) without overtopping the embankment. This capacity is less than the required spillway capacity of one-half PMF relative to the size and hazard classification of the dam. Because the spillway capacity is less than 50 percent of the PMF and it is estimated that failure of the dam due to overtopping would significantly increase the downstream hazard of loss of life compared to that which would exist just before failure, the spillway is considered to be seriously inadequate, and consequently the condition of the dam is considered to be unsafe/nonemergency.

The 16.3-foot high dam has a total length of 190 feet, including the spillway and the earthfill embankment section. The spillway, located at the middle of the dam, consists of a broad crested concrete weir with an effective length of 51 feet. The upstream approach to the spillway has an earthfill bottom with stone and mortar side walls. There are no other constructed outlets through the dam. Based on available records, past performance, visual inspection, field survey and calculations, the Glenburn Pond Dam is judged to be in poor condition. The present spillway capacity of 464 cfs (cubic feet per second) can pass approximately 2% of the PMF; it is classified as seriously inadequate and the facility is rated unsafe, non-emergency. The bulging dry stone wall and the gradual loss of stone from the supporting buttress wall are of concern. The observed conditions suggest that additional investigations are required to determine the extent of remedial measures necessary to insure the structural integrity of the dam.

A masonry gravity retaining wall, which acts as the spillway training wall, is at the right end of the embankment. The outlet works, which is near the middle of the embankment, consists of a masonry and corrugated metal intake structure with sluice gates, a 12-inch diameter cast-iron pipe(CIP), and a valve house at the toe of the dam. The intake structure is located on the upstream slope of the embankment; a bridge extends to it. Water supply pipes also extend from the intake structure. The masonry gravity spillway is at the right abutment of the dam. Its crest is 3.0 feet below the design elevation of the top of the dam and is 33.0 feet long. The spillway channel has a variable bottom width and a masonry gravity training wall on the left. The spillway channel extends along the right side of the valley.

The existing spillway is a gorge that was eroded when the spillway washed out in 1955. The spillway can pass the Probable Maximum Flood (PMF), which is the Spillway Design Flood (SDF), with 7.9 feet of freeboard. Based on the size and hazard classification of the dam, the recommended SDF varies between the 1/2 PMF and the PMF. The selected SDF is based on the criteria and the downstream conditions. The pool level at maximum PMF level is 5.2 feet below the normal pool level that existed prior to 1955. The spillway capacity is rated as adequate. This rating is dependent upon removal of the remains of the timber structure in the spillway. The only significant stability problem that exists at the embankment is a bulge near the left abutment of the embankment. The owner presently has no intention of returning the dam to its design condition because there is no present requirement for increased water supply storage at the dam. There are no functional emergency drawdown facilities at the dam. Maintenance of the dam is inadequate.

Book excerpt: Perrins Marsh Dam, which is also known as Brown's Pond Dam or Schoonover's Lake, consists of a six-foot-high stone wall, backed by earth fill on the upstream side. In its present configuration, the dam appears to be about 50 to 60 feet long, with a 28-foot-long segment forming the overflow section of the dam. The overflow section is capped with a six-foot-wide concrete slab which appears to be about one foot thick. The earth fills flanking the overflow section gradually merge into the natural abutments with no discernible embankment-abutment junction. The dam does not appear to have any low level outlet facilities. It appears that this dam was constructed at the outlet of a natural lake to raise the lake level. The dam is classified to be in the significant hazard category. Below the dam, Whitelock Creek flows about 150 feet, falls over a stone wall, then flows under a bridge. A house located downstream of the bridge is considered to be in the floodplain of the creek. The stream flows adjacent to a rural residential area for approximately one mile, and then discharges to an essentially uninhabited valley. It is estimated that a failure of this dam would likely cause damage to the downstream bridges and property in the rural residential area. Loss of a few lives is considered possible.
