Book excerpt: This NAO report examines how effectively the Strategic Rail Authority/Department for Transport and Network Rail turned around the West Coast programme between 2002 and 2006 in terms of delivering outputs and expected outcomes in line with the schedule and targets set by the government and set out in the West Coast Main Line Strategy of June 2003. Three areas were examined in detail: how the Strategic Rail Authority/Department of Transport and Network Rail addressed the weaknesses in programme management before 2002 to achieve delivery to schedule; whether costs have been brought under control; whether the programme is delivering its anticipated benefits. A number of findings and conclusions have been set out, including: that the SRA and Network Rail did turn around the programme through an industry-supported strategy, reducing technology risk through reliance on conventional signalling for most of the upgrade; there were some implementation problems in two areas, axle counters and computer-based interlocking signalling, which resulted in an increase in costs; in general, Network Rail's control of costs has improved, but an analysis of its reported and forecast expenditure shows a final programme spend of £8.6 billion, with an overspend of around £300 million; for renewal work on the west coast route, Network Rail is within its overall funding allowance and on course to achieve 70% of the £940 million cost efficiencies assumed by the rail Regulator; at present the Strategic Rail Authority provides subsidies on an annual basis to Virgin West Coast of £590 million in 2005-06 period, this amount represents a payment needed to maintain train services and is outside the £8.6 billion; the project has delivered journey time improvements, with punctuality and train reliability on the West Coast having improved since 2005; in the 2005-06 period, passenger journeys on Virgin West Coast grew by over 20%, and the remaining work on the programme to 2009 will increase passenger train and freight capacity, but the consensus in the rail industry is that around 2015 to 2020, the line will have insufficient capacity to sustain current levels of growth in passenger and freight traffic; the overall strategy has delivered passenger benefits from a modernised track, but value for money for the programme has not been maximised. The report sets out a number of recommendations, including: that the Department in future should model and appraise costs and benefits for different options for the timing of delivery of the project; that the Department and the Office of Rail Regulation should further develop standard definitions for costs for different stages and elements of transport projects; where projects propose new technology at significant cost, the Department and ORR should ensure that Network Rail draws up a supporting business case, addressing costs, benefits and possible challenges along with a supporting implementation and maintenance strategy; the ORR should ensure Network Rail progresses its plans and adopts best practice strategy, and this approach should include a company-wide strategy that addresses whole life costs in its investment appraisal/project business cases, along with improved recording of maintenance and renewals costs for its equipment.

Book excerpt: In Britain, between 1980 and 1998, the number of people classified as obese tripled to 21per cent of women and 17 per cent of men. It is estimated that this costs the economy, as a whole, �2 billion and the NHS �0.5 billion in treatment. However the response of the NHS is patchy, with no national guidelines and only 28% of health authorities taking action to address the problem. There is little activity related to the management of obesity outside of general practice but only a small proportion of GPs follow a protocol. This report recommends that there should be strategies to reduce obesity and that the Department of Health should build on the plan in the National Service Framework on coronary heart disease and work with partners and professional bodies to clarify responsibilities. It should also work with the National Institute of Clinical excellence to disseminate information. The Department of Health should also lead a cross government strategy to promote the benefits of physical activity and there should be local targets to encourage cycling and walking. It should also work with the food industry to improve the balance of diet. Much of this work needs to be aimed at school children to promote a healthy lifestyle throughout life and guidance to schools on commercial sponsorship should be strengthened so that there is no conflict with messages on healthy eating.

Book excerpt: The High Speed 1 line was delivered within the overall funding and timescale available for the project. However, this was at a higher cost and later than its targets. Construction of the line cost £6,163 million,18 per cent higher than the target costs. Despite missing these targets, this performance compares well with other railway projects. The line has performed well since it opened, with only 0.43 per cent of services being delayed in 2010-11 by infrastructure incidents, such as track or signal failures. However, the number of international passengers using the line is lower than originally forecast. This left the taxpayer exposed to the risk of lower-than-expected passenger income, which had been expected to repay the project debt. London & Continental Railways Ltd (LCR), which is owned by the Department, is in partnership with private sector developers at King's Cross and Stratford where development is under way. The original business case in 1998 was based on benefits to transport users from faster journey times and increased rail capacity and regeneration benefits. The total value of these benefits is not known as the Department has started to identify the methods it will use to evaluate the project's costs and benefits. The Department has not reassessed these costs and benefits since 2001, despite assurances to the Public Accounts Committee that it would do so. Restructuring LCR before the sale removed open-ended taxpayer support and the line was made an attractive opportunity for investors. The Department handled the sale well and, at £2,048 million, the winning bid was higher than expected.

The report sets out some key facts, including: that the total benefit expenditure is £120 billion; the total number of recipients is 18 million; the total estimated fraud is £0.8 billion. In the 2006-07 period, £154 million was spent on six strategies to reduce fraud, with a Departmental estimate of £106 million of benefit overpayments identified as a result of fraud investigation and compliance activity. Also in the 2006-07 period, the Department recovered £22 million of the total £339 million outstanding fraud debt. Although the NAO has identified that fraud has fallen from an estimated £2 billion in 2001-02 to an estimated £0.8 billion in 2006-07, official error has risen in the same period from £1 billion to £1.9 billion. Tackling fraud is a key priority for the Department for Work and Pensions, and the report examines the main anti-fraud initiatives, recognising that: tackling benefit is inherently difficult; that the UK has levels of social security fraud and error which are similar to those of comparable countries; that the Department has made good progress in tackling fraud, but will find it increasingly difficult to secure further year on year reductions. The NAO has also set out a number of recommendations, including: that the Department's management information on fraud could be improved, with greater communication between the various departmental directorates responsible for counter-fraud work; that a review of the cost effectiveness of the Customer Compliance approach (which deals with lower risk cases of fraud) should be done; that a record of the outcomes of prosecution activities should be taken by case type to provide better Departmental information; that the Department must review recovery of overpayments in fraud cases and consider setting appropriate targets for recovery from customers who have committed fraud.

However, the National Audit Office has concluded that the Programme is not yet value for money because the extent to which efficiency has improved is not clear; and some key principles of process improvement are not yet being applied strategically across the entire organisation and embedded into the Department's core processes. PaceSetter, introduced five years ago, is designed to help HMRC change the way it works, to deliver more for less resource. The Department has pioneered the use of process improvement techniques in central government. Improvements include the redesign of claim forms and the standardisation of procedures across offices. The Department estimated that PaceSetter produced productivity improvements, with over £400 million of resource savings and £860 million of tax yield. It is not clear, however, if reported savings represent overall efficiency improvements, in part because of the limited evidence on overall trends in business performance. The PaceSetter Programme has had a small positive impact on staff engagement but overall it is still low. HMRC does not have a full understanding of the costs of PaceSetter. The Department decided to monitor only certain of the costs excluding the salary costs of its own PaceSetter experts. NAO analysis shows a more complete assessment of costs brings the total spent on PaceSetter from £55 million to at least £115 million between 2005-06 and 2010-11.To maximise the benefits of PaceSetter, the Department needs to use the Programme to help it streamline its business operations in a more strategic way.

Book excerpt: The Department for Culture, Media and Sport has improved the maturity of its financial management in a number of areas but the National Audit Office has not been able to conclude that the Department is achieving value for money. The report concludes that the commitment to financial management shown on the Olympic programme needs to be replicated across the Department's wider responsibilities. The accounts have always received unqualified audit opinions, and internal administration has improved, with budget holders facing direct challenge, and the creation of an Investment Committee. However, the finance team still needs to improve its performance in a number of areas: in particular in strengthening the role it plays in support of key policy decisions. DCMS has a history of over-committing its budget allocations across its arm's-length bodies. In April 2009, initial forecasts for 2009-10 showed capital budgets had been over-committed by £95 million, and in 2010-11 by £110 million. The DCMS opted to apply a standard flat-rate cut to the budgets of the majority of its arm's-length bodies. The ultimate impact of these cuts on frontline delivery cannot yet be assessed. The Department's decision to close and merge a number of its arm's-length bodies was not informed by a financial analysis of the costs and benefits. It based its decisions on estimates which did not take account of the full costs of closure such as lease cancellation, redundancy and pension costs.

The Department for Transport has approved expenditure of over £11 billion between 1998 and 2021 for the development of new and existing trunk roads and motorways by the Highways Agency, and just under £1.7 billion on major road schemes proposed and developed by local authorities in five year Local Transport Plans. The report finds that robust estimating is a key factor in delivering value for money from road schemes but represents a difficult and challenging task given the timescale of major road projects and the number of potential variables, some of which are outside of the direct control of the Agency and local authorities, such as the outcomes of public inquiries and construction inflation. It recognises the work being undertaken to improve the Agency's estimating processes, and the Department's review of proposals put forward by local authorities. However, there is scope for further improvements, for example to improve the evaluation of completed schemes and examine costs against budget and the scheme's progress against timetable so that they have better information to prepare estimates, and improving how the Department and the Agency work together by better sharing of lessons learned with each other and local authorities.
