Book excerpt: In Britain, between 1980 and 1998, the number of people classified as obese tripled to 21per cent of women and 17 per cent of men. It is estimated that this costs the economy, as a whole, 2 billion and the NHS 0.5 billion in treatment. However the response of the NHS is patchy, with no national guidelines and only 28% of health authorities taking action to address the problem. There is little activity related to the management of obesity outside of general practice but only a small proportion of GPs follow a protocol. This report recommends that there should be strategies to reduce obesity and that the Department of Health should build on the plan in the National Service Framework on coronary heart disease and work with partners and professional bodies to clarify responsibilities. It should also work with the National Institute of Clinical excellence to disseminate information. The Department of Health should also lead a cross government strategy to promote the benefits of physical activity and there should be local targets to encourage cycling and walking. It should also work with the food industry to improve the balance of diet. Much of this work needs to be aimed at school children to promote a healthy lifestyle throughout life and guidance to schools on commercial sponsorship should be strengthened so that there is no conflict with messages on healthy eating.

Book excerpt: This NAO report examines how effectively the Strategic Rail Authority/Department for Transport and Network Rail turned around the West Coast programme between 2002 and 2006 in terms of delivering outputs and expected outcomes in line with the schedule and targets set by the government and set out in the West Coast Main Line Strategy of June 2003. Three areas were examined in detail: how the Strategic Rail Authority/Department of Transport and Network Rail addressed the weaknesses in programme management before 2002 to achieve delivery to schedule; whether costs have been brought under control; whether the programme is delivering its anticipated benefits. A number of findings and conclusions have been set out, including: that the SRA and Network Rail did turn around the programme through an industry-supported strategy, reducing technology risk through reliance on conventional signalling for most of the upgrade; there were some implementation problems in two areas, axle counters and computer-based interlocking signalling, which resulted in an increase in costs; in general, Network Rail's control of costs has improved, but an analysis of its reported and forecast expenditure shows a final programme spend of £8.6 billion, with an overspend of around £300 million; for renewal work on the west coast route, Network Rail is within its overall funding allowance and on course to achieve 70% of the £940 million cost efficiencies assumed by the rail Regulator; at present the Strategic Rail Authority provides subsidies on an annual basis to Virgin West Coast of £590 million in 2005-06 period, this amount represents a payment needed to maintain train services and is outside the £8.6 billion; the project has delivered journey time improvements, with punctuality and train reliability on the West Coast having improved since 2005; in the 2005-06 period, passenger journeys on Virgin West Coast grew by over 20%, and the remaining work on the programme to 2009 will increase passenger train and freight capacity, but the consensus in the rail industry is that around 2015 to 2020, the line will have insufficient capacity to sustain current levels of growth in passenger and freight traffic; the overall strategy has delivered passenger benefits from a modernised track, but value for money for the programme has not been maximised. The report sets out a number of recommendations, including: that the Department in future should model and appraise costs and benefits for different options for the timing of delivery of the project; that the Department and the Office of Rail Regulation should further develop standard definitions for costs for different stages and elements of transport projects; where projects propose new technology at significant cost, the Department and ORR should ensure that Network Rail draws up a supporting business case, addressing costs, benefits and possible challenges along with a supporting implementation and maintenance strategy; the ORR should ensure Network Rail progresses its plans and adopts best practice strategy, and this approach should include a company-wide strategy that addresses whole life costs in its investment appraisal/project business cases, along with improved recording of maintenance and renewals costs for its equipment.

In 2002, the price of electricity fell and on 5 September 2002, the Company applied to the Department of Trade and Industry (the Department) for financial assistance. In November 2002, the Department agreed to provide financial assistance with the proviso that the Company's financial arrangements would be restructured. This report deals with the financial aid that the Department gave to British Energy and the terms of the restructuring of British Energy. The Department decided to intervene because, in its assessment, unplanned closures of British Energy's nuclear power stations would have had safety implications and put electricity supplies at risk. The Department took on responsibility for a large proportion of the company's liabilities, to be funded through a Nuclear Liabilities Fund, though there was no up-to-date estimate of those liabilities. (These estimates are to be updated every five years now.) In February 2006 British Energy estimated liabilities at £5,287 million. The restructuring mechanism is for a cash sweep, so that the company contributes more to the Fund when it is doing well. In the 12 months following completion of restructuring in January 2005, the wholesale electricity price rose sharply and the Company's share price more than doubled. The electricity market has, however, proved to be particularly volatile over recent years. The Nuclear Liabilities Fund is left particularly exposed to British Energy's financial and operational performance. Day-to-day responsibility for monitoring various aspects of the Company's performance currently lies with a number of teams within the Department. There remains a real risk that information learned by the different teams is not shared quickly and evaluated and that insufficient staff resources are committed to safeguarding the taxpayer's significant interest. To assist its management of the taxpayer's interest, the Department will need to prepare sufficiently comprehensive contingency plans to enable it to act quickly under the range of scenarios that might arise.

Book excerpt: The Government's first sale of shares in Lloyds Banking Group in September 2013 was managed effectively and provided value for money. United Kingdom Financial Investments (UKFI) thoroughly reviewed available options for a sale. It chose a process that maintained flexibility and allowed the sale to take place quickly, once a decision to sell had been taken. Taking account of market conditions and the fact that this was the first of a series of sales, UKFI decided to minimise risk by selling the shares only to institutional investors. Ahead of the sale, UKFI commissioned an extensive analysis of the value of the shares and priced the sale at 75p a share, a 3 per cent discount to the closing market price of just over 77p ahead of the offer. Demand in the sale from institutional investors exceeded the number of shares on offer by some 2.8 times. However, over three-quarters of this demand came from institutions seen as shorter-term investors. If these investors sold their shares soon after the sale, there was risk of a weak aftermarket and negative perceptions affecting future sales. Following the sale, the market price of the shares has held steady. Taking account of the cost of borrowing the money to buy the shares, there was a shortfall for the taxpayer of at least £230 million. This shortfall should be seen as part of the cost of securing the benefits of financial stability during the financial crisis, rather than any reflection on the sale process.

Book excerpt: The Financial Crisis Inquiry Report, published by the U.S. Government and the Financial Crisis Inquiry Commission in early 2011, is the official government report on the United States financial collapse and the review of major financial institutions that bankrupted and failed, or would have without help from the government. The commission and the report were implemented after Congress passed an act in 2009 to review and prevent fraudulent activity. The report details, among other things, the periods before, during, and after the crisis, what led up to it, and analyses of subprime mortgage lending, credit expansion and banking policies, the collapse of companies like Fannie Mae and Freddie Mac, and the federal bailouts of Lehman and AIG. It also discusses the aftermath of the fallout and our current state. This report should be of interest to anyone concerned about the financial situation in the U.S. and around the world.THE FINANCIAL CRISIS INQUIRY COMMISSION is an independent, bi-partisan, government-appointed panel of 10 people that was created to "examine the causes, domestic and global, of the current financial and economic crisis in the United States." It was established as part of the Fraud Enforcement and Recovery Act of 2009. The commission consisted of private citizens with expertise in economics and finance, banking, housing, market regulation, and consumer protection. They examined and reported on "the collapse of major financial institutions that failed or would have failed if not for exceptional assistance from the government."News Dissector DANNY SCHECHTER is a journalist, blogger and filmmaker. Book excerpt: The 2010 spending review set a transport budget that is 15 per cent lower in 2014-15 compared with 2010-11. All areas of spending are affected by reductions, but the Highways Agency sees the biggest reduction, with a budget falling from £3.2 billion in 2010-11 to £2.1 billion in 2014-15. The Department felt constrained in altering some areas of spending, most significantly excluding from consideration the current grant to Network Rail. In a sample of 73 per cent of the Department's budget, over half of the reductions, compared to planned spending, are the result of cuts, delays to new investment or higher fares rather than new approaches to delivering the same services for less. The Department had a good understanding of the relationship between costs and benefits regarding specific transport projects such as Crossrail and national road schemes. Information was less good in other areas, the weakest being in rail. The Department commissioned work to improve its information on the costs and benefits from grants to Transport for London and local authorities. There is a risk now that a proportion of the budget reductions in road maintenance and rail budgets may not be financially sustainable. Budget reductions of £1.23 billion will be made to national and local road maintenance; however, this includes £223 million of unspecified efficiencies, risking deterioration in road quality and higher long term costs to the Department or local authorities. One year after the spending review, it is too early to assess with confidence progress on the major cost reduction measures, as most of the critical milestones against which progress can be judged lie ahead

Book excerpt: A new ‘Multi-Coloured Manual' This book is a successor to and replacement for the highly respected manual and handbook on the benefits of flood and coastal risk management, produced by the Flood Hazard Research Centre at Middlesex University, UK, with support from Defra and the Environment Agency. It builds upon a previous book known as the "multi-coloured manual" (2005), which itself was a synthesis of the blue (1977), red (1987) and yellow manuals (1992). As such it expands and updates this work, to provide a manual of assessment techniques of flood risk management benefits, indirect benefits, and coastal erosion risk management benefits. It has three key aims. First it provides methods and data which can be used for the practical assessment of schemes and policies. Secondly it describes new research to update the data and improve techniques. Thirdly it explains the limitations and complications of Benefit-Cost Analysis, to guide decision-making on investment in river and coastal risk management schemes.

Book excerpt: The May 2007 White Paper "Meeting the energy challenge: a white paper on energy" (Cm. 7124, ISBN 9780101712422) set out the Government's international and domestic strategy to address the two main challenges: tackling climate change by reducing carbon dioxide emissions; and ensuring clean and affordable energy as the country becomes increasingly dependent on imported fuel. An online consultation on nuclear power and the role of the private sector: www.direct.gov.uk/nuclearpower2007 was produced at the same time. This White Paper sets out the Government's decision taken in response to the consultation. The Government believes it is in the public interest that new nuclear power stations should have a role to play in the country's future energy mix alongside other low-carbon sources; that energy companies should have the option of investing in them; and that the Government should take active steps to open up the way to the construction of new nuclear power stations. It will be for the energy companies to fund, develop and build the new stations, including meeting the full costs of decommissioning and their full share of waste management costs. Section 1 summarises the consultation process. Section 2 addresses the key issues that arose from the consultation and how they have been taken into account in shaping policy and reaching conclusions. Section 3 outlines the facilitative actions the Government will take to reduce the regulatory and planning risks associated with investing in new nuclear power stations. Finally there are three annexes: alternatives to nuclear power; justification and strategic siting assessment processes; regulatory and advisory structure for nuclear power.

Available in PDF, EPUB and Kindle. Book excerpt: The introduction of market forces into higher education is the most crucial issue facing universities and colleges today. As the role of universities in the knowledge society becomes ever more apparent, and as public funding reaches its limit, marketisation has become an issue of critical importance. Discussions about the ever-increasing cost of tuition, affordability, access, university rankings, information, and the commercialization of academic research take place not just in North America, Western Europe and Australasia, but also in Eastern Europe, Asia and Latin America. Higher Education and the Market provides a comprehensive account of this phenomenon, and looks at its likely impact on key dimensions of university activity: system structure funding and resources the curriculum participation and achievement research and scholarship interactions with third parties. Contributors propose how market forces, government intervention and academic self-regulation can be combined to harness the benefits of increased competition and efficiency without losing the public good. It is of particular interest to government and institutional leaders, policy makers, researchers and students studying higher education.
