However, there remain risks to affordability, most significantly around the half of the budget relating to equipment support costs which were not subjected these to the same level of detailed scrutiny as the procurement costs. The Department also does not understand the implications of its £1.2 billion underspend on the Equipment Plan in 2012-13. With the exception of the Queen Elizabeth Class aircraft carriers, there have been no significant cost increases and only minimal in-year delays. In the last year, there was a net increase in costs of £708 million in respect of the 11 projects in the review. The main contribution to this was a £754 million increase in the cost of carriers. Three of the projects the report examined experienced delays during the year, together amounting to 17 months. A third of projects this year reported delays compared to over half of the projects in last year's report. However, the NAO is unable to report on timings for two of the 11 projects - Lightning II and Specialist Vehicles -because the Department has not yet given final approval. This report also includes an examination of the MOD's Complex Weapons Programme, which aims to achieve net financial benefits of £1.2 billion over ten years. Noting that these benefits have already been 'banked', if there are delays or cancellations some of these benefits may be lost

Book excerpt: The Major Projects Report 2008 provides information on the time, cost and performance of 20 of the largest military equipment projects being undertaken by the Ministry of Defence, where the main investment decision has been taken, as well as the top 10 projects in the earlier Assessment Phase. In the last year, the 20 biggest projects suffered a further £205 million of cost increases, and 96 months additional slippage. This is the worst in-year slippage since 2003. The total forecast costs for these projects have now risen to nearly £28 billion, some 12 per cent over budget. Total slippage stands at over 40 years, a 36 per cent increase on approved timescales. The number of Key User Requirements reported as being "at risk" of not being met has also increased from 12 to 16 in the last year. This is a disappointing set of results, particularly because the problems are being caused by previously identified failures such as poor project management, a lack of realism, not identifying key dependencies and underestimating of costs and timescales. The reoccurrence of these problems suggests that the Department's latest acquisition reforms, introduced in 2001, are not yet resulting in the Department making better investment decisions or improving the execution of its defence projects. Project delays also have a detrimental impact on operational capability and costs, in some cases forcing the Department to buy interim vehicles and continue using equipment suffering from obsolescence in Afghanistan and either older Hercules aircraft will have to serve beyond their planned out of service date, or other transport aircraft will have to be bought or leased to address a growing gap in capability.

In March 2005, the Department let a contract with ATLAS, a consortium with EDS as the prime contractor, for the installation and management of a new infrastructure over 10 years. The Defence Information Infrastructure Programme (DII) will eventually incorporate 150,000 terminals for 300,000 users at over 2,000 defence sites, including on ships and deployed operations. The parts of the Programme which the Department has on contract are estimated to cost £4.9 billion. As with other major IT programmes, DII is intrinsically complex and challenging. In this case, the Programme's size and demanding requirements for security and deployment to theatres of military operations are particularly exacting. It is also challenging to manage in terms of the complex interconnection with other business change programmes and the level of churn in the Department's business, and has had to be introduced into a diverse, and in places poor quality, estate. The Programme reports that it has already achieved or enabled benefits to date of £916 million. But the Programme's implementation difficulties have led to key elements of it running 18 months late. This delay has led to postponement of the achievement of some benefits, particularly the savings associated with switching off legacy systems and the longer term benefits from improved ways of working. The National Audit Office makes recommendations on preparation, implementation, service management and costs.

However, the urgent need for the Department to cut costs means it is having to cut its headcount in advance of planning in detail how it will operate in the future, thereby risking making current skills shortages worse. The Department plans to cut its civilian workforce by 29,000 and its armed forces by 25,000. To meet these targets, the MOD has started a redundancy programme and a Voluntary Early Release Scheme, both of which run in several tranches. The most recent estimates by the Department are that the process will cost £0.9 billion and produce £4.1 billion in cost reductions (just over £3 billion net). The potential savings fluctuate with the timing of the redundancy tranches (a delay of three months to the second military tranche has reduced savings from this tranche alone by an estimated £100 million to £138 million to 2015). The Department now has to reduce the numbers in the Army by a further 5,000 by 2015 but has not worked out in detail how it will do this. Delays to the process erode the level of potential savings as the Department continues to pay salaries, benefits and contributions to pensions. Without real changes to ways of working, cutting headcount is likely to result in the Department's doing less with fewer people or, alternatively, trying to do the same with greater risk

To secure the best value for money from all types of procurement, the public sector needs to develop skills the NAO has identified. These are collecting better data to inform decision-making; ensuring projects have the right skills; establishing effective arrangements to test, challenge and, if necessary, stop projects; and using commercial awareness to obtain better deals. The case for using private finance in public procurement needs to be challenged more. Also, privately financed projects will often still be off balance-sheet which may continue to act as an incentive to use PFI. There has not been a systematic value for money evaluation of operational PFI projects by departments. So there is insufficient data to demonstrate whether the use of private finance has led to better or worse value for money than other forms of procurement. The Treasury and departments should identify alternative methods for delivering infrastructure and related facilities services to maximise value for money for government. The NAO welcomes the current plans of the Treasury and Cabinet Office to strengthen project assurance. The report highlights the need for independent challenge capable of stopping projects which do not give the prospect of value for money. This is particularly important as there is still a shortage of the skills needed to manage and oversee complex major projects.
