Book excerpt: GPRA is intended to shift the focus of government decisionmaking, management, and accountability from activities and processes to the results and outcomes achieved by federal programs. New and valuable information on the plans, goals, and strategies of federal agencies has been provided since federal agencies began implementing GPRA. Under GPRA, annual performance plans are to clearly inform the Congress and the public of (1) the annual performance goals for agencies' major programs and activities, (2) the measures that will be used to gauge performance, (3) the strategies and resources required to achieve the performance goals, and (4) the procedures that will be used to verily and validate performance information. These annual plans, issued soon after transmittal of the President's budget, provide a direct linkage between an agency's longer-term goals and mission and day-to-day activities. Annual performance reports are to report subsequently on the degree to which performance goals were met The issuance of the agencies' performance reports, due by March 31 of each year, represents a new and potentially more substantive phase in the implementation of GPRA-the opportunity to assess federal agencies' actual performance for the prior fiscal year and to consider what steps are needed to improve performance, and reduce costs in the future. NASA's final performance plan was provided to the Congress on July 17, 2001.

The hardback version is ISBN 9781680920512 and the paperback version is ISBN 9781680920505. The NASA Space Flight Program and Project Management Handbook (NASA/SP-2014-3705) is the companion document to NPR 7120.5E and represents the accumulation of knowledge NASA gleaned on managing program and projects coming out of NASA's human, robotic, and scientific missions of the last decade. At the end of the historic Shuttle program, the United States entered a new era that includes commercial missions to low-earth orbit as well as new multi-national exploration missions deeper into space. This handbook is a codification of the "corporate knowledge" for existing and future NASA space flight programs and projects. These practices have evolved as a function of NASA's core values on safety, integrity, team work, and excellence, and may also prove a resource for other agencies, the private sector, and academia. The knowledge gained from the victories and defeats of that era, including the checks and balances and initiatives to better control cost and risk, provides a foundation to launch us into an exciting and healthy space program of the future.

Download or read book Nasa New Millennium Problems and Solutions written by Don A. Nelson and published by Xlibris Corporation. This book was released on 2001-06-27 with total page 254 pages. Available in PDF, EPUB and Kindle. Book excerpt: THIS BOOK PREDICTED COLUMBIA DISASTER.. NASA New Millennium Problems and Solutions is a wake up call about the dire conditions of the U.S. space transportation program. NASAs management philosophy of faster, better, cheaper has resulted in the Agency trying to do, too much... with too little... too fast. The space programs momentum has been eroded by NASAs numerous project failures, cost overruns, and mismanagement. NASAs space transportation operations have been compromised to the point where serious safety conditions exist. Astronauts, ground personnel, and even the general public are exposed to unsafe flight operations. This book examines the following daunting questions: Why isnt the Space Shuttle safe? Why doesnt the Space Shuttle have a crew escape system? What happened to NASAs commercial Space Shuttle? Will the International Space Station be worth the cost? Was the X-33/VentureStar launch project a $1 billion blunder? Are the proposed X-33 population over-flight tests safe? Will the human exploration of Mars be postponed for decades? Is there light at the end of this dark tunnel? This book gives the reader with an insiders knowledge of decisions that have placed the future of the U.S. space transportation programs in grave peril. It is a compelling reading for the space enthusiast, the aerospace professional community, those seeking aerospace careers, and political supporters and opponents of the space program.

Book Synopsis The Smart Mission by : Edward J. Hoffman
Download or read book The Smart Mission written by Edward J. Hoffman and published by MIT Press. This book was released on 2023-10-17 with total page 175 pages. Available in PDF, EPUB and Kindle. Book excerpt: Why human skills and expertise, not technical tools, are what make projects succeed. The project is the basic unit of work in many industries. Software applications, antiviral vaccines, launch-ready spacecraft: all were produced by a team and managed as a project. Project management emphasizes control, processes, and tools—but, according to The Smart Mission, that is not the right way to run a project. Human skills and expertise, not technical tools, are what make projects successful. Projects run on knowledge. This paradigm-shifting book—by three project management experts, all of whom have decades of experience at NASA and elsewhere—challenges the conventional wisdom on project management, focusing on the human dimension: learning, collaboration, teaming, communication, and culture. The authors emphasize three themes: projects are fundamentally about how teams work and learn together to get things done; the local level—not an organization’s upper levels—is where the action happens; and projects don’t operate in a vacuum but exist within organizations that are responsible to stakeholders. Drawing on examples and case studies from NASA and other organizations, the authors identify three project models—micro, macro, and global—and their different knowledge needs. Successful organizations have a knowledge-based culture. Successful project management guides the interplay of knowledge, projects, and people.
