Book excerpt: This volume addresses the issues of financing urban growth of the African continent -- which has the highest urban growth rate on the planet -- in the next decades. Considerable investment will be needed to sustain this level of growth and to clear up accumulated backlogs. At the same time, decentralization has resulted in increased responsibilities for local government; but in most cases, institutional reforms were carried out without the transfer of a sufficient level of resources, and local capacities in governance and project management are weak. Which mechanisms will finance these extensive needs, and how will African local governments meet these needs? Specifics on how to finance African cities have not been studied. The actual scale of this market has not been fully grasped. A systemic approach to this market is difficult because of its diversity (country size; institutional context; characteristics of urban network; availability of capital market, currency, etc.) and a lack of data. Donors’ assistance methods in the sector are disparate, marked by disputes between different schools of thought; special-purpose vehicles created by donors operate according to a variety of methods and with wide-ranging and sparsely disseminated results. What is the best way to transform these systems, often antiquated in many respects, into modern financing systems that facilitate access to domestic markets, mobilize local savings and reinforce local government autonomy? There is no single answer to this question in regard to such a variety of institutional and economic contexts. The main objective of the study is to clarify the debates and to enlighten the choices of African decision-makers at local and national level.

The fragmentation of public infrastructure investment results in duplication and waste, and is a major underlying cause of investment inefficiency. Bond issuance has been the most prominent form of debt financing at the sub-national level. At the provincial level, significant disconnects exist between total planned investment needs in infrastructure, and the effective demand for such investment. The success of any initiative to improve the financing of municipal infrastructure in Vietnam hinges on advances in the broader landscape of policy reform as part of the country's long-term development. Meeting these challenges requires a comprehensive approach that addresses issues of governance, financing, and execution. This report has been formulated with the objective of informing the Government of Vietnam (GOV) on how the financing framework for municipal infrastructure in the country can be strengthened. It is based on an assessment of the constraints and opportunities that sub-national governments face in accessing financing for infrastructure development. It also draws upon lessons and good practices from international experience in this area, considering their relevance for Vietnam. A set of recommendations and implementable actions is provided, recognizing the broader context of ongoing reforms that are needed on institutions, incentives and the availability of information.

This will put additional pressure on the already stretched urban infrastructure and services in these cities. This report estimates that India will need $840 billion in investment into urban infrastructure over the next 15 years - or $55 billion per year on average--if it is to effectively meet the needs of this fast-growing population. Despite a recent increase in public sector financing, there is still a large shortfall of resources relative to these needs. Financing from private and commercial sources, such as through municipal debt and public-private partnerships, can play a substantial role in addressing this shortfall. However, the use of such financing is very limited at present even in financially strong cities. This report analyses the demand- and supply-side constraints to raising private financing for urban infrastructure and provides policy actions to address them. It first presents latest estimates of future infrastructure investment needs for Indian cities and reviews recent trends in municipal finance and private commercial financing to meet these needs, focusing on municipal debt (such as loans and municipal bonds) and public-private partnerships. It then assesses the key constraints that undermine the mobilization of private finance for urban infrastructure. Finally, it provides proposals for policy action on how these constraints can be addressed at the demand and supply sides and shows how the Government of India can play an important role in removing various market frictions faced by cities. It proposes sequenced measures that can be taken at the city, state, and federal levels to create an environment in which private commercial finance becomes a much bigger part of the solution to India's urban investment challenge.
