Book excerpt: This book is the first comprehensive contribution to understanding the character of important societal transitions in Tanzania during Benjamin Mkapa's presidency (1995 2005). The analyses of the trajectory of these transitions are conducted against the background of the development model of Tanzanian's first president, Julius Nyerere (1961 1985), a model with lasting influence on the country. This approach enables an understanding of continuities and discontinuities in Tanzania over time in areas such as development strategy an ideology, agrarian-land, gender and forestry issues, economic liberalization, development assistance, corruption and political change. The period of Mkapa's presidency is particularly important because it represents the first phase of Tanzania's multi- party political system. Mkapa's government initially faced a gloomy economic situation. Although Mkapa's crusade against corruption lost direction, his presidency was characterised by relatively high growth rates and a stable macro-economy. Rural and agrarian transitions were dominated by diversification rather than productivity growth and transformation. Rural attitudes in favour of land markets emerged only slowly but formal land disputes showed more respect for women's rights. Some space emerged for widening local participation in forest management, but rural dynamics was mainly found in trading settlements feeding on economic liberalization and artisanal mining. The transitions documented and analysed of Mkapa's presidency, however, indicate only limited transformational change. Rural poverty is therefore likely to remain deep and the sustainability of economic development to be at risk in the future. Mkapa was, however, able to protect the legacy of peace and political stability of Nyerere, but there were nevertheless important challenges to the first multiparty elections and governance, and particularly in Zanzibar. The post- script (covering 2005 2010), indicates that the incumbent president, Jakaya Kikwete, has yet to prove that he can change this legacy of Mkapa. The contributions to the eleven chapters of this book are evenly shared between Tanzanian, Nordic and other European researchers with a long-term commitment to Tanzanian development research. The book is dedicated to the youth of Tanzania.

It finds that where social, economic, and technocratic ties to the West were extensive, as in Eastern Europe and the Americas, the external cost of abuse led incumbents to cede power rather than crack down, which led to democratization. Where ties to the West were limited, external democratizing pressure was weaker and countries rarely democratized. In these cases, regime outcomes hinged on the character of state and ruling party organizations. Where incumbents possessed developed and cohesive coercive party structures, they could thwart opposition challenges, and competitive authoritarian regimes survived; where incumbents lacked such organizational tools, regimes were unstable but rarely democratized.

An examination of the independence period demonstrates the rich diversity of forms, experiences, and meanings of elections in Africa. For some observers, elections are a clear example of multiple failures in Africa-the failure of democracy and institutional transfer and the breakdown of much of the African political process in general. The authors of this book argue that elections in Africa have played a much more significant role than has commonly been recognized; that in spite of problems, elections are an important part of African contemporary political life. It has been too easy to dismiss elections in Africa as irrelevant because there are fewer today than there were two decades ago or because they have frequently failed to conform to democratic norms. However, in a period in which the primary trends of government are toward exclusion, African elections provide one of the few instruments of political action open to civil society. This study of the electoral process suggests a number of themes and conclusions about the relationship of the electoral process to state power and institutions, elite competition, mass participation, legitimacy and its limits, ethnic conflict, mobilization, party competition, authoritarian regimes, the growing incidence of electoral violence, and mass support for democratic values. Fred M. Hayward's substantive introduction discusses the electoral process in general. Eight case studies of key African countries then illustrate the varied meanings and implications of elections in independent Africa, and in the final chapter Hayward draws conclusions about the role and impact of elections. It is clear that although electoral processes have demonstrated a certain fragility, both the form and the process have shown remarkable resilience.

Even the most democratic countries constantly face the threat of corruption and the consequences of it at the polls. Why are some governments more corrupt than others, even after considering cultural, social, and political characteristics? In Clarity of Responsibility, Accountability, and Corruption, the authors argue that clarity of responsibility is critical for reducing corruption in democracies. The authors provide a number of empirical tests of this argument, including a cross-national time-series statistical analysis to show that the higher the level of clarity the lower the perceived corruption levels. Using survey and experimental data, the authors show that clarity causes voters to punish incumbents for corruption. Preliminary tests further indicate that elites respond to these electoral incentives and are more likely to combat corruption when clarity is high.
