Book excerpt: International cooperation, whether based on fixed alliances or on ad hoc coalitions, obviously is now and will be in the future a main feature of practically all military operations. It therefore seemed fitting to look more closely into this topic in the course of the papers presented at the Military History Working Group's (MHWG's) 2005 workshop. More than forty scholars and officers from sixteen countries examined different aspects of military cooperation and, in frank and spirited discussions, contributed to a better understanding of many of the problems involved in the endeavor. The conference was organized jointly by Austria and Canada, represented respectively by the National Defense Academy (Vienna) and the Royal Military College of Canada (Kingston, Ont.). Erwin A. Schmidl (Austria) and Ronald G. Haycock (Canada) acted as cochairs, with the local organization handled by Felix Schneider, Johann Bartl, and Ernst M. Felberbauer. Support from the Partnership for Peace Consortium (PfPC) was channeled through Vernon Hodges from the George C. Marshall Center at Garmisch-Partenkirchen. Special credit for their untiring support is due to Brig. Gen. John S. Brown, William W. Epley, and Robert S. Rush from the U.S. Army Center of Military History. Indeed, over the years the continued successes of MHWG conferences owe a great deal to Rush's personal organizational enthusiasm. The papers presented at the conference dealt with a variety of topics under the umbrella theme alliances and multinational cooperation. Taken together, the papers covered several different national experiences during four centuries of history. In opening remarks, Erwin A. Schmidl presented an overview of some of the issues associated with the general topic. Whereas political-military cooperation is nearly as old as humankind, formal alliances are closely linked to the system of territorial states-a system usually associated with the 1648 Peace of Westphalia- and currently are undergoing dramatic changes that also will reflect on the very concept of alliances. In any case, numerous experiences from earlier operations reveal general characteristics that are still valid today, and one of the MHWG's aims was to deal with issues currently relevant at a time when international associations and other alliance structures, such as the European Union (EU) and the North Atlantic Treaty Organization (NATO), are undergoing a period of strain and transformation. In this way the MHWG is able to contribute usefully to the overall success of the Partnership for Peace Consortium.

Book excerpt: This book examines multinational military forces in the Global South and their connections with the global diffusion phenomenon of multinational military cooperation. In the 21st century, three international military organizations with standing headquarters in the Global South have emerged in the field of military operations. These are the Southern Cross Peace Force in Latin America, the Africa Standby Force in Africa, and the Peninsula Shield Force in the structures of the Gulf Cooperation Council countries. Yet the scholarly literature on multinational operations has given little attention to these organizations and is mostly focused on the Western hemisphere, particularly on European military organizations. So far, military organizations led by peripheral countries in the Global South have been neglected in systematic and comparative analyses. This book seeks to address this gap and use a novel comparative framework to examine inter-organizational differences and similarities in these three important cases. It aims to provide a gateway for theoretical growth now and for future studies, in the Global South and elsewhere. The book demonstrates that, in a global field of military management dominated by standards and resources from central countries, the phenomena of organizational isomorphism and external dependence tend to interweave in the formation of multinational forces in the Global South. A common condition is analyzed through case studies: isodependence. From historical, critical, and postcolonial studies, the book explores how the epistemic autonomy to conduct such force models in the peripheries is constrained in the context of a security geoculture whereby specific attributions, knowledge, and security functions have been unevenly distributed in the modern world system. This book will be of great interest to researchers of military studies, security studies, sociology and conflict studies, and IR in general.

While North Atlantic Treaty Organization (NATO) and the American, British, Canadian, Australian, and New Zealand (ABCA) Armies' Program have achieved some levels of standardization in certain areas, no comprehensive common doctrine exists between the armies. This manual does not fill this gap. It will help the multinational commander understand and develop solutions to create an effective fighting force. The principal audience for FM 3-16 is all members of the profession of arms. Commanders and staffs of Army headquarters serving as joint task force or multinational headquarters should also refer to applicable joint or multinational doctrine concerning the range of military operations and joint or multinational forces. Trainers and educators throughout the Army will also use this manual. Whenever commonality of interest exists, nations enter into political, economic, and/or military partnerships. These partnerships occur in regional and worldwide patterns as nations seek opportunities to promote their mutual national interests, ensure mutual security against real or perceived threats, gain international or bi-national influence, conduct foreign humanitarian assistance and disaster relief operations, and engage in peace or war operations. Cultural, diplomatic, information, military, economic, religious, psychological, technological, and political factors all influence the formation and conduct of multinational operations. America's interests are global, but its focus is regional. Existing alliances and past coalitions reflect that focus. Alliance participants establish formal, standard agreements for operational objectives. As forces of these nations plan and train together, they develop mutual trust and respect. Alliance nations strive to field compatible military systems, structure common procedures, and develop contingency plans to meet potential threats. Multinational operations are conducted by forces of two or more nations, usually undertaken in the structure of a coalition or alliance. Other possible arrangements include supervision by an intergovernmental organization such as the UN or the Organization for Security and Cooperation in Europe. Commonly used terms under the multinational rubric include allied, bilateral, coalition, multinational, combined/coalition or multilateral. However, within this manual the preferred term multinational will be the term used to describe these actions and has replaced the older terms of combined in almost all usages except NATO. This publication has undergone significant changes and improvements over the past two decades. It meets the growing and evolving multinational missions.

Book excerpt: United States armed forces have historically fought alongside allied forces, and are currently engaged in several multinational operations around the world. Most, if not all, future U.S. military peacekeeping, combat, or stability operations will continue to consist of multinational structures commonly known as coalitions or alliances. The inherent complexity of creating an effective multinational Command and Control (C2) structure, comprised of different countries and operating under unfamiliar C2 structures, creates tension in achieving unity of effort, unity of command and unity of action towards subsequent mission accomplishment. Historically this tension has revolved around the issue of multinational C2. Differences in national interests, culture, and incompatibilities in operating procedures, technologies, training and operational capabilities add to the tension posed by multinational operations. Fortunately, U.S. Joint, U.S. service, and NATO doctrine, as well as history, provide useful guidelines to ameliorate the tension posed by multinational differences and incompatibilities towards effective multinational C2. A synthesis of the doctrinal foundations of C2 and four historic multinational operations, namely World War I, World War II, the Persian Gulf War, and ISAF, led to the identification of five essential variables that must be addressed and implemented in order to establish effective multinational C2. These variables are the need for establishing unity of purpose through international legitimacy; the need for an integrated multinational command structure in achieving unity of command; the need for an educated human equation; the need for multinational training; and the need for interoperable Communications and Information Systems (CIS) in exercising effective multinational C2. If these five variables are not adequately addressed, then effective multinational C2 will be difficult to achieve. The five essential variables are summarized as follows: (1) There is a need for establishing unity of purpose through international legitimacy. This is achieved through gaining the support of an internationally recognized civil authority in order to avoid unilateral action. Unity of purpose further facilitates the generation of unified goals amongst the participants; (2) Unity of command must be established by appointing a single multinational commander with overall responsibility for the mission. This is further enhanced through an integrated multinational staff and headquarters C2 structure. Through inclusion, the multinational commander is able to garner a better understanding of participating nations' interests, capabilities, and nuances; (3) There must be an educated human equation present to develop respect, rapport, and cultural understanding at all levels within the multinational force. Human equations encompass those characteristics that multinational commanders and staffs must display to build a cohesive multinational force; (4) Multinational training contributes to building an understanding of potential alliance or coalition partners' capabilities, strengths, and challenges. Multinational training exercises should be conducted during peacetime, but should continue after deployment, especially when working with nations that do not habitually participate in multinational training venues; (5) There must be an interoperable Communications and Information Systems (CIS) architecture established within the multinational operation. An interoperable CIS facilitates C2 through the establishment of compatible procedures and equipment which leads to effective information flow within the multinational force.

To this end the contributions present case studies and other empirical research. UN and special operations headquarters are studied, along with multinational operations in Mali, Iraq, and Afghanistan by the UN and by U.S. Central Command. Perennial themes are the need for a holistic approach to information sharing—one that incorporates all the above enablers—and the importance of learning from experience, which should be the basis for operational planning. There is still considerable ground to be gained in enhancing the efficacy of information sharing in the context of defense and security, and the present book contributes to this goal.
