As this Treaty is the most important barrier to the proliferation of nuclear weapons, the results of the Conference will obviously have major effects in the field of arms control and disarmament. The implications of the recent International Nuclear Fuel Cycle Evaluation (INFCE) are that the technological capabilities of many countries are such that there is no technical solution to the problem of the spread of nuclear weapons to countries that do not now have them. Thus, it appears that if there is a solution at all, it must be political in nature. A possible element in such a political solution is the internationalization of the sensitive parts of the nuclear fuel cycle; that is, those parts that have the potential of producing fissile materials to make nuclear weapons. Although the intricacies of a system of internationalization are still unresolved, the concept, if realized, would provide another powerful political barrier to nuclear weapon proliferation – a reinforcement for the aims of the NPT itself. Against this background, and as a follow-up to its first symposium and the resultant book, Nuclear Energy and Nuclear Weapon Proliferation, SIPRI convened a second international group of experts to continue its discussions of issues pertinent to the forthcoming NPT Review Conference. The meeting took place at SIPRI in Stockholm, 31 October – 2 November 1979, when the feasibility of internationalizing the nuclear fuel cycle was examined. SIPRI’s views on this complex approach are expressed in Part 1 of this book - Internationalization to Prevent the Spread of Nuclear Weapons. Part 2 contains the papers that were presented at the symposium.

Book excerpt: Multilateral mechanisms for the fuel cycle are seen as a potentially important way to create an industrial infrastructure that will support a renaissance and at the same time not contribute to the risk of nuclear proliferation. In this way, international nuclear fuel cycle centers for enrichment can help to provide an assurance of supply of nuclear fuel that will reduce the likelihood that individual states will pursue this sensitive technology, which can be used to produce nuclear material directly usable nuclear weapons. Multinational participation in such mechanisms can also potentially promote transparency, build confidence, and make the implementation of IAEA safeguards more effective or more efficient. At the same time, it is important to ensure that there is no dissemination of sensitive technology. The Russian Federation has taken a lead role in this area by establishing an International Uranium Enrichment Center (IUEC) for the provision of enrichment services at its uranium enrichment plant located at the Angarsk Electrolysis Chemical Complex (AECC). This paper describes how the IUEe is organized, who its members are, and the steps that it has taken both to provide an assured supply of nuclear fuel and to ensure protection of sensitive technology. It also describes the relationship between the IUEC and the IAEA and steps that remain to be taken to enhance its assurance of supply. Using the IUEC as a starting point for discussion, the paper also explores more generally the ways in which features of such fuel cycle centers with multinational participation can have an impact on safeguards arrangements, transparency, and confidence-building. Issues include possible lAEA safeguards arrangements or other links to the IAEA that might be established at such fuel cycle centers, impact of location in a nuclear weapon state, and the transition by the IAEA to State Level safeguards approaches.

But that change has not occurred. In part, this is due to a growing public recognition that techniques and institutions for management of spent nuclear fuel, separated plutonium, and long-lived radioactive wastes are not yet fully developed. The consequent pressures for resolution have spurred a series of often ill-defined and sometimes contradictory attempts to promote international cooperation and control of hazardous activities. How are these varied suggestions to be compared and evaluated? By what criteria can plans be selected that are likely to be both effective and negotiable? In this study, Gene I. Rochlin, physicist and social scientist, explores the technical, political, and institutional aspects of international nuclear export and fuel cycle policies. He categorizes existing proposals and suggests way to develop new ones that better promote both national and international goals. Dr. Rochlin argues neither for nor against the use of nuclear power or plutonium fuels. Instead, he addresses the question of how international arrangements could be reached that might jointly satisfy the objective of the several key nations, yet not be too difficult to negotiate. He concludes that a major fault has been the tendency to improvise arrangements for specific technical or industrial operations. As a result, overall social and political goals have become the bargaining points for compromise. Yet attempts to simultaneously resolve all problems are unlikely to prove fruitful. Dr. Rochlin suggests instead the formation of institutions organized around more limited social, political, and technical objectives, even at the expense of excluding some nations or omitting some aspects of the nuclear fuel cycle. Book excerpt: The resurgence of global interest in nuclear energy is fueled by growing energy demands, concerns of global warming, and the desire to diversify energy supply. In order for the nuclear renaissance to be safely realized, a number of concerns must first be addressed. Foremost among them are the dual-use nature of nuclear technology and the spread of nuclear weapons. As small nuclear power programs expand and new states introduce nuclear power into their electricity grid, states must decide whether or not to develop indigenous enrichment and reprocessing facilities that may be misused for a weapons program. One of the must discussed instruments to strengthen the nonproliferation regime and limit the dangerous spread of sensitive fuel cycle technologies is the multilateralzation of the nuclear fuel cycle. Through multilateral mechanisms, multilateral arrangements to the nuclear fuel cycle attempt to limit the spread of fuel cycle technologies by removing the incentives to do so. Concepts and proposals for multilateral arrangements have been around since the advent of nuclear energy in the 1940s but have received a lukewarm response from the international community. It is postulated that this response is driven by difficulties multilateral arrangements have in addressing all of the motivations for the establishment of fuel cycle facilities. An investigation is presented within to detail the most powerful motivations that multilateral arrangements may have been overlooking to this date. In order to achieve this, three case studies are performed to uncover the most powerful motivations for the development of fuel cycle facilities. The motivations are complex and include a variety of economic, political, and potentially proliferation related incentives. Brazil, South Korea, and Iran are chosen for the case studies because they are currently in the process of introducing sensitive facilities into their nuclear fuel cycles, or are strongly considering it. Following the description of the various motivations for the pursuit of sensitive fuel cycle facilities, an analysis is provided to determine which, if any, of the proposed multilateral arrangements are in best position to be successfully implemented. The study found that the establishment of regional nuclear fuel cycle facilities and centers offers the greatest potential to strengthen the nonproliferation regime by targeting the state's political power incentives. Supply assurances do not address the needs of any of the studied states, indicating they are not applicable to well-developed nuclear power states or those in possession fuel cycle technologies. Supply assurances do however, provide strong confidence building measures in the establishment of regional fuel cycles. Lastly, the development of multilateral spent-fuel repositories may be the most sure-fired way to prevent the spread of reprocessing facilities.
