This volume is the first systematic attempt to explore this linkage between "the politics of recognition" and "the politics of redistribution". - ;In many Western democracies, ethnic and racial minorities have demanded, and sometimes achieved, greater recognition and accommodation of their identities. This is reflected in the adoption of multiculturalism policies for immigrant groups, the acceptance of territorial autonomy and language rights for national minorities, and the recognition of land claims and self-government rights for indigenous peoples. These claims for recognition have been controversial, in part because of fears that they make it more difficult to sustain a robust welfare state by eroding the interpersonal trust, social solidarity and political coalitions that sustain redistribution. Are these fears of a conflict between a "politics of recognition" and a "politics of redistribution" valid? This volume is the first systematic attempt to empirically test this question, using both cross-national statistical analyses of the relationships among diversity policies, public attitudes and the welfare state, and case studies of the recognition/ redistribution linkage in the political coalitions in particular countries, including the United States, Britain, Canada, Netherlands, Germany, and in Latin America. These studies suggest that that there is no general or inherent tendency for recognition to undermine redistribution, and that the relationship between these two forms of politics can be supportive as well as competitive, depending on the context. These findings shed important light, not only on the nature and effects of multiculturalism, but also on wider debates about the social and political foundations of the welfare state, and indeed about our most basic concepts of citizenship and national identity. As a ground-breaking attempt to connect the literatures on multiculturalism and the welfare state, this volume will be of great interest to a wide range of scholars and practitioners who work on issues of ethnocultural diversity and social policy. -

Today, however, the Canadian model is under strain, reflecting changes in both the welfare state and the immigration-citizenship-multiculturalism regime. Federalism and the Welfare State in a Multicultural World illustrates that there are clear trends that, if unchecked, may exacerbate rather than overcome important social cleavages. The editors argue that we are at a crucial moment to re-evaluate the role of social policy in a federal state and a multicultural society, and if federalism and diversity challenge traditional models of the nation-building function of social policy, they also open up new pathways for social policy to overcome social divisions. Complacency about, or naive celebration of, the Canadian model is unwarranted, but it is premature to conclude that the model is irredeemably broken, or that all the developments are centrifugal rather than centripetal. Social policy is integral to mitigating divisions of class, region, language, race, and ethnicity, and its underlying values of solidarity and risk-sharing also make it a critical mechanism for nation-building. Whether social policy actually accomplishes these goals is variable and contested. The essays in this volume provide some timely answers.

Book excerpt: Multiculturalism and the Politics of Guilt extends Paul Gottfried’s examination of Western managerial government’s growth in the last third of the twentieth century. Linking multiculturalism to a distinctive political and religious context, the book argues that welfare-state democracy, unlike bourgeois liberalism, has rejected the once conventional distinction between government and civil society. Gottfried argues that the West’s relentless celebrations of diversity have resulted in the downgrading of the once dominant Western culture. The moral rationale of government has become the consciousness-raising of a presumed majority population. While welfare states continue to provide entitlements and fulfill the other material programs of older welfare regimes, they have ceased to make qualitative leaps in the direction of social democracy. For the new political elite, nationalization and income redistributions have become less significant than controlling the speech and thought of democratic citizens. An escalating hostility toward the bourgeois Christian past, explicit or at least implicit in the policies undertaken by the West and urged by the media, is characteristic of what Gottfried labels an emerging “therapeutic” state. For Gottfried, acceptance of an intrusive political correctness has transformed the religious consciousness of Western, particularly Protestant, society. The casting of “true” Christianity as a religion of sensitivity only toward victims has created a precondition for extensive social engineering. Gottfried examines late-twentieth-century liberal Christianity as the promoter of the politics of guilt. Metaphysical guilt has been transformed into self-abasement in relation to the “suffering just” identified with racial, cultural, and lifestyle minorities. Unlike earlier proponents of religious liberalism, the therapeutic statists oppose anything, including empirical knowledge, that impedes the expression of social and cultural guilt in an effort to raise the self-esteem of designated victims. Equally troubling to Gottfried is the growth of an American empire that is influencing European values and fashions. Europeans have begun, he says, to embrace the multicultural movement that originated with American liberal Protestantism’s emphasis on diversity as essential for democracy. He sees Europeans bringing authoritarian zeal to enforcing ideas and behavior imported from the United States. Multiculturalism and the Politics of Guilt extends the arguments of the author’s earlier After Liberalism. Whether one challenges or supports Gottfried’s conclusions, all will profit from a careful reading of this latest diagnosis of the American condition.

Book excerpt: We are currently witnessing the global diffusion of multiculturalism, both as a political discourse and as a set of international legal norms. States today are under increasing international scrutiny regarding their treatment of ethnocultural groups, and are expected to meet evolving international standards regarding the rights of indigenous peoples, national minorities, and immigrants. This phenomenon represents a veritable revolution in international relations, yet has received little public or scholarly attention. In this book, Kymlicka examines the factors underlying this change, and the challenges it raises. Against those critics who argue that multiculturalism is a threat to universal human rights, Kymlicka shows that the sort of multiculturalism that is being globalized is inspired and constrained by the human rights revolution, and embedded in a framework of liberal-democratic values. However, the formulation and implementation of these international norms has generated a number of dilemmas. The policies adopted by international organizations to deal with ethnic diversity are driven by conflicting impulses. Pessimism about the destabilizing consequences of ethnic politics alternates with optimism about the prospects for a peaceful and democratic form of multicultural politics. The result is often an unstable mix of paralyzing fear and naïve hope, rooted in conflicting imperatives of security and justice. Moreover, given the enormous differences in the characteristics of minorities (eg., their size, territorial concentration, cultural markers, historic relationship to the state), it is difficult to formulate standards that apply to all groups. Yet attempts to formulate more targeted norms that apply only to specific categories of minorities (eg., "indigenous peoples" or "national minorities") have proven controversial and unstable. Kymlicka examines these dilemmas as they have played out in both the theory and practice of international minority rights protection, including recent developments regarding the rights of national minorities in Europe, the rights of indigenous peoples in the Americas, as well as emerging debates on multiculturalism in Asia and Africa.

Multiculturalism was introduced in Canada in the 1970s and widely adopted internationally, but more recently has been hotly debated, amid new concerns about social, cultural, and political impacts of immigration. Advocates praise multiculturalism for its emphasis on special recognition for cultural minorities as facilitating their social integration, while opponents charge that multiculturalism threatens social cohesion by encouraging social isolation. Multiculturalism is thus rooted in a theory of human behaviour, and this book examines the empirical validity of some of its basic propositions, focusing on Canada as the country for which the most enthusiastic claims for multiculturalism have been made. The analysis draws on the massive national Ethnic Diversity Survey of over 41,000 Canadians in 2002, the most extensive survey yet conducted on this question. The analysis provides a new and more nuanced understanding of the complex relation between multiculturalism and social cohesion, challenging uncritically optimistic or pessimistic views. Ethnic community ties facilitate some aspects of social integration, while discouraging others. For racial minorities, relations within and outside minority communities are greatly complicated by more frequent experiences of discrimination and inequality, slowing processes of social integration. Implications for multicultural policies emphasize that race relations present important challenges across Quebec and the rest of Canada, including for the new religious minorities, and that ethnic community development requires more explicit support for social integration.
