Some 30 people from 8 different countries attended and 20 papers were presented. The majority of them now form the basis for this book. This occasion was the third on the topic, the two preceding having taken place in Umea in June 1992 and in Bari in 1994. Following these three meetings, we can now say that this small, industrious, international family really enjoy meeting up from time to time at each others places, in the presence of older members and new children, each one presenting his/her own recent experiences. It particularly enjoys exchanging views and arguing about the current state and the future of evaluation in spatial planning (all families have their vices ... ). It is also pleasing to see these experiences and discussions resulting in a book for those who could not attend and for the broader clan in the field. Not long time ago, but ages in the accelerated academic time scale, evaluation in planning established its own role and distinct features as an instrument for helping the decision-making process. Now this role and these features are exposed to major challenges. First, the evolution of planning theory has lead to the conception of new planning paradigms, based on theories of complexity and communicative rationality.

On our way to a workshop in Venice we had the opportunity of appreciating the different types of landscapes and the complex patchwork of urban areas, agriculture, forests, rivers and lakes that can be seen from an aircraft. The complexity of this puzzle, and the complex task of managing its evolution, became the topic of conversation for the rest of the flight. It also became the topic of this book. Land-use management and multicriteria analysis offer countless opportunities for mutual reinforcement. These two fields have developed largely independently, but a trend towards the exploration of their synergies is now emerging. This is clear from the recent literature on land-use management, spatial analysis and spatial planning, which increasingly includes references to multicriteria methodologies and decision analysis. The main characteristics of the complex problems facing humans in the world today are multidimensional and have multiple objecti ves; they are large-scale, and have nonconimensura te and conflicting objectives, such as economic, environmental, societal, technical, and aesthetic ones. The authors intend to establish basic concepts for treating these complex problems and to present methodological discussions for MCDM with some applications to administrative, or regional, planning. MCDM is composed of two phases: analytical and judgmental. In this book, we intend to consolidate these two phases and to present integrated methodologies for manipulating them with particular interest in managerial decision making, which has not yet been properly treated in spite of its urgent necessi ty. Al though a number of books in MCDM fields have already been published in recent years, most of them have mainly trea ted one aspect of MCDM. Our work specifically intends to trea t the methodology in unified systems and to construct a conceptual structure with special regards to the intrinsic properties of MCDM and its "economic meanings" from the social scientific point of view.

Book excerpt: The Integrated Water Resources Management (IWRM) paradigm has been worldwide recognized as the only feasible way currently available to ensure a sustainable perspective in planning and managing water resource systems. It is the inspiring principle of the Water Framework Directive, adopted by the European Union in 2000, as well as the main reference for all the water related activity of UNESCO in the third world countries. However, very often, real world attempts of implementing IWRM fail for the lack of a systematic approach and the inadequacy of tools and techniques adopted to address the intrinsically complex nature of water systems. This book explores recent and important contributions of System Analysis and Control Theory to the technical application of such paradigm and to the improvement of its theoretical basis. Its prior aim is to demonstrate how the modelling and computational difficulties posed by this paradigm might be significantly reduced by strengthening the efficiency of the solution techniques, instead of weakening the integration requirements. The first introductory chapter provides the reader with a logical map of the book, by formalizing the IWRM paradigm in a nine-step decisional procedure and by identifying the points where the contribution of System Analysis and Control Theory is more useful. The book is then organized in three sections whose chapters analyze some theoretical and mathematical aspects of these contributions or presents design applications. The outstanding research issues on the border between System Analysis and IWRM is depicted in the last chapter, where a pull of scientists and experts, coordinated by Prof. Tony Jakeman describe the foreseeable scenario. The book is based on the most outstanding contributions to the IFAC workshop on Modelling and Control for Participatory Planning and Managing Water Systems held in Venice, September 28- October 1, 2004.
