National Guard CBRNE Enhanced Response Force Package Management - This regulation delineates the responsibilities and details the processes and procedures for management of the National Guard (NG) Chemical, Biological, Radiological, Nuclear, and high-yield Explosive (CBRNE) Enhanced Response Force Package (NG CERFP). In the United States, the civil emergency management structure manages the consequences of the release of a Weapon of Mass Destruction (WMD) involving CBRNE devices. The National Guard leverages its war fighting capability to support the civil authorities by providing a disciplined, well trained, and well equipped organization to supplement local, state, and federal efforts to manage the potentially catastrophic effects of terrorism, or provide special technical support to augment specific needs of the Incident Commander (IC). NG CERFPs are designed and trained to provide search, extraction, medical triage, and decontamination of casualties during CBRNE events and advice and assistance to the IC, State Emergency Management, the State's Joint Forces Headquarters (JFHQ-State), the Adjutant General, the Governor, and other key officials, including representatives of federal agencies. The capabilities of the NG CERFP for search, extraction, medical triage and treatment, decontamination, and remains recovery can also be used in support of natural disasters where individuals have been trapped in structures and/or require decontamination from exposure to toxic materials such as petroleum products, pesticides, raw sewage, and structure debris that have been spread through flooding, explosion, or other means. This regulation establishes the processes and standards for synchronized, integrated, and seamless NG CERFP employment on short notice to assist local and state governments in protecting public health and safety. Book excerpt: Unlike other nations around the world, where the national military has a central role in providing assistance to civilian communities in time of emergency of disaster, the active component of the United States military prefers a role of capable supporter in time of great domestic need. The Department of Defense (DOD) is a supporting agency to 14 of the Emergency Support Functions in the National Response Framework (NRF, January 2008), and a primary agency for the 15th ESF. The military performs these missions, Defense Support of Civil Authorities, utilizing its military assets and personnel as best it can, but is generally prohibited by DOD policy from purchasing non-military equipment. The U.S. military has been called to support duty many times over the years to assist people in time of great need. The military has the organization, the training and discipline, usable assets, and in some cases critical supplies that can be quickly and efficiently brought to bear on a disorganized environment that disasters frequently create. The process of requesting and properly integrating military support into a civilian environment, in times of disaster and emergency, however, has at times been fraught with misunderstanding, awkwardness, and error. State National Guard support is common in most states, but DOD showing up in support is a much rarer occurrence. Many emergency managers desiring military support do not have an adequate understanding of the correct requesting processes, or an adequate understanding of proper response integration or employment techniques, as different from National Guard support. The research revealed a set of competencies, and a body of knowledge that should be incorporated into training classes or publications that the DOD could generate for working emergency managers, including first responders, and for students of emergency management. The qualitative research methods included case study (archive document review), interview, and survey.

It provides the tools for CBRN responders to effectively manage the consequences of a CBRN incident. It may also serve as a reference for the development and refining of training and exercises, but shall not supersede Service policy. The principal audience for this multi-Service publication is for CBRN responders who plan and conduct CBRN CM operations in domestic, foreign, or theater operational environments, to include military installations. Department of Defense (DOD) personnel responding to a CBRN incident may be responsible for CBRN CM and/or crisis planning and may be required to execute plans across the conflict spectrum. This publication provides a reference for planning, resourcing, and executing CBRN CM in support of domestic or foreign agencies responding to a CBRN incident. This multi-Service publication incorporates the CM guidance and framework identified in JP 3-40 and JP 3-41. The previous multi-Service tactics, techniques, and procedures (MTTP) also discussed the CBRN aspects of CM as it related to the Federal Response Plan, which was the current guidance at that time. This MTTP provides information on the National Response Framework (NRF), which replaced the National Response Plan (now obsolete) in 2008. The NRF aligns federal coordination structures, capabilities, and resources into a unified, all-discipline, and all-hazards approach to domestic incident management. This manual now complies with the NRF, as appropriate. This publication is designed for use at the tactical level, but has implications at the operational and strategic level for CBRN CM operations supporting strategic objectives. The document will support command and staff planning in preparing for and conducting CBRN CM operations. This manual focuses on DOD support to domestic or foreign CBRN CM operations and a companion reference, TM 3-11.42/MCWP 3-38.1/NTTP 3-11.36/AFTTP 3-2.83 addresses the CBRN defense response on a DOD installation. The National Incident Management System (NIMS) is a comprehensive approach to all aspects of incident management, regardless of size, complexity, or cause. The guidance for NIMS was published by the Department of Homeland Security (DHS) in March 2004, and the guidance continues to be refined and updated by the NIMS Integration Center. One of the six primary elements of NIMS is the use of a standardized command and management system for incident scene operations, the Incident Command System (ICS); and for supporting operations centers, the Multiagency Coordination System. In addition, NIMS prescribes specific standards regarding all aspects of preparedness, including planning, training, certification, equipment, and information systems. DOD guidance embraces NIMS, and this manual adopts NIMS when applicable. This manual also incorporates updated information concerning mass casualty decontamination (MCD) operations that was not previously available. Specific tactics, techniques, and procedures (TTP) are included in the appendixes. This manual incorporates the joint doctrine elements from JP 3-11, JP 3-40, and JP 3-41 for conducting CBRN CM (foreign and domestic), including planning, preparation, response, and recovery considerations. During operations, this publication is subordinate to current joint publications addressing this topic.
