To a limited degree, this publication will also focus the commander and staff on training objectives for the proper execution of PO. This publication has worldwide application and is intended to supplement, at the tactical level, JP 3-07.3, Peace Operations, and Allied Tactical Publication (ATP)-3.4.1.1, Peace Support Operations, Techniques and Procedures. The TTP described in this publication apply to all elements of a joint force that may be executing PO missions under the command of a United States (US) only or multinational military organization. This publication uses approved joint, allied, and Service doctrine and terminology as a foundation. Guidance and TTPs established in this publication are not Service specific and apply to any tactical units within combatant commands, subunified commands, joint task forces, and subordinate components of these commands that may be required to execute missions or tasks associated with PO. This publication applies to the Army, Navy, Air Force, and Marine Corps. It may also be used by multi-Service and service components of a joint force to conduct PO training and operations. Procedures herein may be modified to fit specific theater procedures, allied, and foreign national requirements. Participating Service command offices of primary responsibility will review this publication, validate the information, and reference and incorporate it within service manuals, regulations, and curricula as follows: Upon approval and authentication, this publication incorporates the procedures contained herein into the U.S. Army Doctrine and Training Literature Program as directed by the Commander, U.S. Army Training and Doctrine Command (TRADOC). Not to be distributed; electronic media only. The Marine Corps will incorporate the procedures in this publication in US Marine Corps doctrinal and training publications as directed by the Commanding General, US Marine Corps Combat Development Command (MCCDC). Distribution is in accordance with the Marine Corps Publication Distribution System. The Navy will incorporate the procedures in this publication in US Navy doctrinal and training publications as directed by the Commander, Navy Warfare Development Command (NWDC). Distribution is in accordance with Military Standard Requisitioning and Issue Procedure Desk Guide and Navy Standing Operating Procedures Publication 409. The Air Force will validate and incorporate appropriate procedures in accordance with applicable governing directives. Distribution is in accordance with Air Force Instruction 33-360.

Chapter II sets the conditions for successful nonmilitary peace building activities. It provides design and planning factors commanders and staffs must consider when undertaking PO. It highlights factors that account for capability differences between United States (US) forces, multinational forces, and civilian agencies. Chapter III describes tactical-level tasks for PO forces. This includes six types of patrols, mobile or fixed observation techniques, and movement control with roadblocks and checkpoints. It provides techniques for vehicle, personnel, and urban searches. In addition, the chapter presents techniques for controlling civil disturbances and handling refugees or displaced persons. Chapter IV focuses on methods for controlling large areas and separating opposing forces, including but not limited to, interposition, establishing areas of separation, buffer zones, border control, and demilitarized zones. Chapter V provides checklists and basic considerations for force protection. This includes threat assessment, force protection condition procedures, and potential terrorist tactics. The chapter focuses on tactics, techniques, and procedures (TTP) for intelligence usage, preventive or reactive medicine, and military information support operations (MISO). Chapter VI lists the principles of civil-military operations and the aspects of governance associated with PO. It provides TTP integrating civilian and military activities for foreign humanitarian assistance, civil affairs operations, and election support. Chapter VII discusses the importance of information operations (IO), and informing and influencing relevant audiences to ensure successful PO. But the effort to create U.S. government capabilities to conduct SSTR operations in a more unified and coherent fashion rests on the deeper conviction that, as part of the U.S. strategy to deal with transnational terrorist groups, the United States must have the capabilities to increase the governance capacities of weak states, reduce the drivers of and catalysts to conflict, and assist in peacebuilding at all stages of pre- or post-conflict transformation. According to the Joint Operating Concept for Military Support to SSTR operations, these operations are civilian-led and conducted and coordinated with the involvement of all the available resources of the U.S. government (military and civilian), nongovernmental organizations (NGOs), and international partners. Although military assets are an essential component of many SSTR operations, specific military goals and objectives are only a portion of the larger SSTR operation.

While privatization is not a new concept for the US military, the public debate on military privatization is limited to legal, financial, and pragmatic concerns.
