Growth accelerated remarkably following the end of the civil war, averaging 7.9 percent over 1993-2015, among the highest in sub-Saharan Africa (SSA). However, growth decelerated sharply following the hidden debt crisis in 2016, which led to a crisis of economic governance and a protracted economic slowdown, with growth falling to 3 percent in 2016-2019. The growth slowdown has been further exacerbated by the natural disasters in 2019, the insurgency in Northern Mozambique, escalating since 2017, and the global pandemic since 2020. Mozambique's existing growth strategy has been limited in its capacity to generate productive jobs and support accelerated poverty reduction. However, the discovery of some of the largest natural gas (LNG) reserves in the world is expected to provide Mozambique with a transformative opportunity for sustained and inclusive growth. The Mozambique Country Economic Memorandum (CEM) assesses Mozambique's current growth model and presents a set of recommendations to: (i) make the best use of the non-renewable natural resource revenues, which includes putting in place an adequate policy and institutional framework well ahead of the revenue windfalls from the LNG sector; and (ii) promote growth in non-extractive sectors, accompanied by spatial transformation, and improved agricultural productivity. The report consists of five chapters. Chapter one provides an overview of Mozambique's current growth model, asking what's driving growth and outlining why this model needs rethinking. Chapter two provides analysis of the potential impact of Mozambique's resource boom on GDP, exports, revenue, and employment, and discusses how to make good use of the opportunities and manage the associated risks. Chapter three tells Mozambique's growth story from a spatial perspective. It constructs a unique district-by-district sectoral GDP database to identify the main growth nodes in Mozambique and understand why there is a weak link between growth and poverty reduction. The services sector is the subject of chapter four, exploring how to overcome bottlenecks to deliver on its potential to drive growth in Mozambique. Chapter five continues this theme, examining the challenges posed to private sector growth by weak governance and rising corruption. All five chapters make policy recommendations for the way forward.

Another factor which was a precondition for all of the above is the fact that the country was successful in bringing about reconciliation, ending the civil war, and in managing potential conflicts since that time. Mozambique has just had its third general and presidential election. Nevertheless the country remains poor, infrastructure is inadequate, there are serious unmet education and health needs, and poverty rates remain high. This Memorandum examines the growth-poverty linkage, using a wide variety of data sources, including the recently completed national household survey (2002/3). It has sought to understand the sources of growth in the recent past, to evaluate the prospects for growth in the next decade, to examine the likely implications for poverty, and to outline the policies that will be needed to achieve further growth and poverty reduction. The Country Economic Memorandum also examines the relevance of natural resource management to growth and poverty objectives.

Therefore, infrastructure recovery, namely roads, would facilitate rural trade, as will alternative mechanisms not based on trade restrictions, to address food security concerns, and promote improvements in productivity. Strategic actions to prod private sector development, and increase flexibility in the labor market should be decisive, to enhance as well education, and health.

The diagnosis was of an economy that failed to maintain monetary control, consumed beyond its means, focused production excessively on nontraded goods, and relied on inefficient and inflexible microeconomic structures. Nevertheless, Mozambique was also at war. The pace of stabilization and structural adjustment quickened after 1992, when, concurrent with the demise of apartheid, civil strife finally came to an end. After more than 10 years of adjustment, the reform program has now been essentially implemented. Yet, this does not imply, as shown in this study, that sufficient conditions for sustained economic development are in place. Mozambique remains very poor, and even under highly optimistic assumptions about the future, the development process is set to last for decades. This report attempts to respond to some of the basic development challenges facing Mozambique and to provide both qualitative and quantitative insights for policymaking in the years to come. Throughout, the issues addressed are approached from an economy wide perspective. This study forms a part of the multicountry research initiative, Macroeconomic Reforms and Regional Integration in Southern Africa. This initiative covers six countries in the region and pays particular attention to the evaluation of the merits of alternative development strategies. The choice and design of an appropriate development strategy is by no means immediately evident for any developing country. However, for a country with abundant arable land and scarce human and physical capital, such as Mozambique, the role of agriculture in development is particularly interesting. In keeping with the focus on agriculture, a social accounting matrix (SAM) for 1995, with significant agricultural sector detail, was constructed as part of this study. The SAM contains 40 activities, including 13 agricultural and 2 food-processing activities, 3 factors of production, and 2 households (urban and rural). It captures two innovative but fundamental features of the Mozambican economy: high marketing costs for domestic, imported, and exported goods; and the significant prevalence of home consumption, particularly for rural households.
