Book excerpt: This study was conducted to determine the truck drivers' travel characteristics, concerns about work zone traffic control devices, and assessment of work zone features, as well as to determine the location of accidents and bad driving situations based on the experiences and perceptions of truck drivers. A statewide survey of semi-truck drivers was conducted in 6 locations in Illinois. The questionnaire contained 43 questions about truck drivers and travel characteristics, drivers' assessment of work zone features and traffic control devices, their accident and bad driving situation experiences, and their suggestions for improving traffic flow and safety in the work zones. About 930 truck drivers participated in the survey, and the responses from 834 of them were found suitable for further data analysis. The frequency of the responses to each question were analyzed. Also correlation analyses were conducted to identify the relationships among the surveyed questions. Different statistical tests were used for data analysis. Volume II of the final report, contains a detailed report of the study, including all of the information that is included in Volume I, which contains the summary of findings, conclusions, and recommendations.

Book excerpt: "This report discusses the usefulness of creating a work zone traffic safety culture as a methodology to improve the overall safety of both work zone personnel and the traveling public in Missouri. As part of this research, the existing MoDOT work zone rating survey was analyzed and augmented to collect the public's perception of work zone safety. Historical data on work zone crashes were evaluated to identify trends that are particular to severe crashes, and attributes that are associated with these crashes were identified. Results from the existing work zone rating survey show a difference in the stakeholders' percepetions regarding the adequacy of work zone warning signs and the safety level in traveling through work zones. Based on survey responses from current MoDOT employees, existing work zone warning signage and guidance (barrels, cones, and striping) are adequate to protect the driving public and are in accordance with the MoDOT Temporary Traffic Control Elements. However, responses from the general public reveal that a plurality of respondents perceived that the warning signs were insufficient in terms of the information provided, or the provided information was either inaccurate or wrongly placed. An evaluation of crash data shows that there is not an elevated risk in work zones when compared to non-work zones. Fatal and severe crashes occurred more frequently when roadway conditions were dark or involved multiple vehicle interactions. Contributing circumstances in work zone crashes involving vehicle interactions suggest that human factors are key risk elements. Solutions to mitigate fatal or severe crashes should include stakeholder education, higher enforcement and legislation designed to minimize distracted driving, and engineering solutions designed to increase driver awareness" (page viii).

Book excerpt: Safety hazards are increased in highway work zones as the dynamics of a work zone introduce a constantly changing environment with varying levels of risk. Excessive speeding through work and maintenance zones is a common occurrence which elevates the dangers to both drivers and motorists in the work zone. Although most work zones are controlled by reduced speed limits or state law enforcement, driver adherence to these regulations and laws in very minimal, especially in work zones. Several studies have shown a correlation between speeding in work zones and traffic crashes which lead most traffic safety professionals to conclude that excessive speeding and speed variance are the contributing factors in a large percentage of traffic crashes, injuries or fatalities. The most influential factor in achieving speed compliance in the work zone is the driver's perception of heightened risk. The main objective of this study was to determine the safest and most effective countermeasure for the reduction of vehicular speeds within construction and maintenance work zones. The purpose of the simulator experiment was to determine the effectiveness of 20 countermeasures on the reduction of speed through work zones in a controlled laboratory setting. The literature review identified several past research studies utilizing speed reduction countermeasures in work zones and under normal traffic conditions. From this review, 20 countermeasures were selected for evaluation based upon discussions with ODOT personnel.The post hoc tests indicated that the presence of construction workers, presence of construction vehicles, law enforcement, speed photo enforcement and shifting lanes were most effective at reducing speeds in work zones. The least effective speed reduction countermeasures included 3 sets of 3 rumble strips, concrete barriers, other channelizing devices and changeable message signs with speed reductions less than 10 mph.

Book excerpt: Studies have shown that drivers are at a higher risk of being involved in a crash when travelling through a work zone compared to normal driving conditions. Research further suggests that the crashes that occur in work zones are, on average, more severe than crashes that occur outside of work zones. The periods while temporary traffic control is being set-up, removed, or modified are also especially concerning given the exposure of the workers to traffic and the transition in the driving environment. This study aims to investigate the safety hazards and risk present during set-up, removal, and modification of temporary traffic control on high-speed roadways, and identify potential practices for improving safety during the traffic control deployment and removal processes. To date, the researchers have performed a comprehensive literature review on the study topic and conducted a survey of state department of transportation and highway construction contractor personnel. The results reveal a lack of a standard process/procedure and detailed guidance for setting up and removing traffic control. The survey results expose steps in the process that pose high risk to workers and motorists, such as when the traffic control is being placed to initially set the taper to close a lane. This document is an interim report that describes the study results to date and provides a proposed methodology for the remaining study tasks.

Book excerpt: Work zones present an increased risk to drivers and the work crew. To mitigate these risks, this study investigated the potential effects of in-vehicle messages to communicate work zone events to the driver. The researchers conducted literature reviews on risks imposed by work zones, along with design guidelines for any in-vehicle messaging system. The researchers then conducted a work zone safety survey to illustrate driver attitudes in Minnesota toward work zones, along with smartphone use and in-vehicle messages through smartphones. The survey found that a significant number of drivers make use of smartphones in the automobile, and they placed these smartphones in various locations throughout the vehicle. The survey was followed by a driving simulation study that tested drivers in two different types of work zones. Participants drove through these work zones three times, each with different messaging interfaces to communicate hazardous events to the driver. The interfaces included a roadside, portable changeable message sign, a smartphone presenting only auditory messages, and a smartphone presenting audio-visual messages. There was better driving performance on key metrics including speed deviation and lane deviation for the in-vehicle message conditions relative to the roadside signs. Furthermore, drivers reported significantly less mental workload and better usability, work zone event recall, and eye gaze behavior for the in-vehicle conditions relative to the roadside sign condition.

Book excerpt: The Federal Highway Administration (FHwA) has expressed concern about construction zone safety for over 11 years, but this concern has not always been reflected in the safety provisions made by state highway agencies. Unsafe conditions existed at all of the 26 construction sites visited in seven states. Designs for worksite safety varied widely from state to state and from project to project. Although FHwA has taken some actions to improve driving environments, these actions do not fully address the problems observed. By developing additional guidance on how and when to use traffic control devices, by improving field office inspection procedures, and by providing training, FHwA and the states can greatly improve the safety of motorists, pedestrians, and work crews in highway construction zones.
