Book excerpt: A Place in Politics is a thorough reinterpretation of the politics and political culture of the Brazilian state of São Paulo between the 1890s and the 1930s. The world’s foremost coffee-producing region from the outset of this period and home to more than six million people by 1930, São Paulo was an economic and demographic giant. In an era marked by political conflict and dramatic social and cultural change in Brazil, nowhere were the conflicts as intense or changes more dramatic than in São Paulo. The southeastern state was the site of the country’s most important political developments, from the contested presidential campaign of 1909–10 to the massive military revolt of 1924. Drawing on a wide array of source materials, James P. Woodard analyzes these events and the republican political culture that informed them. Woodard’s fine-grained political history proceeds chronologically from the final years of the nineteenth century, when São Paulo’s leaders enjoyed political preeminence within the federal system codified by the Constitution of 1891, through the mass mobilization of 1931–32, in which São Paulo’s people marched, rioted, and eventually took up arms against the national government in what was to be Brazil’s last great regionalist revolt. In taking to the streets in the name of their state, constitutionalism, and the “civilization” that they identified with both, the people of São Paulo were at once expressing their allegiance to elements of a regionally distinct political culture and converging on a broader, more participatory public sphere that had arisen amid the political conflicts of the preceding decades.

In colonial Brazil, observers frequently complained that Portuguese settlers appeared content to remain “clinging to the coastline, like crabs.” From their perspective, the vast Brazilian interior seemed like an untapped expanse waiting to be explored and colonized. This divide between a thriving coastal area and a less-developed hinterland has become deeply ingrained in the nation’s collective imagination, perpetuating the notion of the interior as a homogeneous, stagnant periphery awaiting the dynamic influence of coastal Brazil. The Interior challenges these narratives and reexamines the history of Brazil using an “interior history” perspective. This approach aims to reverse the conventional conceptual and geographical boundaries often employed to study Brazilian history, and, by extension, Latin America as a whole. Through the work of twelve leading scholars, the volume highlights how the people and spaces within the interior have played a pivotal role in shaping national identities, politics, the economy, and culture. The Interior goes beyond the traditional boundaries of borderland and frontier history, expands on the current wave of scholarship on regionalism in Brazil, and, by asking new questions about space and nation, provides a fresh perspective on Brazil’s history.

Beginning around 1500, in the decades following Columbus's voyages, the Atlantic Ocean moved from the periphery to the center on European world maps. This brief but highly significant moment in early modern European history marks not only a paradigm shift in how the world was mapped but also the opening of what historians call the Atlantic World. But how did sixteenth-century chartmakers and mapmakers begin to conceptualize—and present to the public—an interconnected Atlantic World that was open and navigable, in comparison to the mysterious ocean that had blocked off the Western hemisphere before Columbus's exploration? In Mapping an Atlantic World, circa 1500, Alida C. Metcalf argues that the earliest surviving maps from this era, which depict trade, colonization, evangelism, and the movement of peoples, reveal powerful and persuasive arguments about the possibility of an interconnected Atlantic World. Blending scholarship from two fields, historical cartography and Atlantic history, Metcalf explains why Renaissance cosmographers first incorporated sailing charts into their maps and began to reject classical models for mapping the world. Combined with the new placement of the Atlantic, the visual imagery on Atlantic maps—which featured decorative compass roses, animals, landscapes, and native peoples—communicated the accessibility of distant places with valuable commodities. Even though individual maps became outdated quickly, Metcalf reveals, new mapmakers copied their imagery, which then repeated on map after map. Individual maps might fall out of date, be lost, discarded, or forgotten, but their geographic and visual design promoted a new way of seeing the world, with an interconnected Atlantic World at its center. Describing the negotiation that took place between a small cadre of explorers and a wider class of cartographers, chartmakers, cosmographers, and artists, Metcalf shows how exploration informed mapmaking and vice versa. Recognizing early modern cartographers as significant agents in the intellectual history of the Atlantic, Mapping an Atlantic World, circa 1500 includes around 50 beautiful and illuminating historical maps.

High hills, carved by the bitter salt winds into tawny breakers, reared towering heads, peak upon peak. Like combers that never burst into spray, their static curves remained suspended above us, their tops bent back upon the leeward side, menacing, but never engulfing, the deep pools of purple shadows that lay beneath them. The sand was mauve in the hollows, and black upon white were the cupped dunes hung over their own heights. They were like water that did not move, or mountains with no vegetation. They did not support as much life upon their surface as that which crawls upon the floor of the ocean. They were naked and unashamed as the day when they were tossed up out of the bed of the sea. Only tufts of sharp green grass clung to some of the slopes, their silhouettes flattened out before them like the pin-feathers of a young bird, inadequate and scant, accentuating the barrenness of the saffron sand. Centuries ago some gigantic upheaval of Neptune had forced this long ridge out of the shielding water, to lie prone in the sight of the sun, like a prehistoric sea-monster forever drying its hide. More isolated than an island, the head of the cape, with the town in its jaws, fought the encroaching sea, which thundered upon it in constant endeavor to separate it from the tail, extending a hundred miles to the mainland. From the height on which we stood, the line of ocean far away was dark blue, following in a frothy scallop the indentations of the coast. The sound of the surf came to us like a repeated threat. It could bend the cape, but never break it, twist and turn it, change the currents and the sand-bars, and toss back upon its shore the wreckage of such vessels as men essayed to sail in, but the sand-dunes continued to bask blandly. Sometimes they shifted, but so silently and gradually that they seemed not so much to move as to vanish. To-day there would be a dune in the way of our path to the sea, so steep as to make a barrier, impossible to scale. To-morrow the force of the wind upon its surface, and the strength of the far-away tide which continually seeped its roots, would have leveled it. The very footsteps one followed, trying to trace a track across the waste, would have melted away. On this desert each traveler must be his own guide and climb to some eminence which topped all others, to get his bearings from the strip of deep blue that marked the ocean’s rim. Nor could he say to himself, securely, “Here is east,” although he looked out on the Atlantic. Land played a trick upon the wayfarer who trusted it, and turned its back upon the sea, and curled up like a snail, so that the inside of the cape, where the town lay behind us in its green verdure, faced south, and the outside sea, where the sun set, curved west and north. The glory of light in the afternoon struck first upon the hills and was reflected back from the sheltered bay to the little fishing-village. The path from the woods, by which you entered the dunes, lost itself to sight under the foliage of the scrub-oak trees, and unless you had tied a white rag to the last branch, marking the point where you climbed up out of the forest, you would never find it again. There were many foot-paths through the thicket which separated the hamlet on the inside of the horn from the immense dry sea-bed, but none of them were visible, once you had left them. By day you must mark the entrance to the desert of your own footsteps, by night it was useless to look for them.
