Providing both quantifiable metrics and policy measures for the transition, it is a much needed addition to the literature on Chinese energy policy. The research and the resulting recommendations of this study have fed directly into the Chinese government’s 13th Five-Year Plan, and provide unique insights into the Chinese government and policy-making. This study reviews the liberalization of the gas industries in the United States, United Kingdom, Australia, New Zealand, Japan, South Korea and Taiwan. Although the industry, ownership, and regulatory structure in Hong Kong may not be the same as in those countries and areas, the authors believe lessons can be learned from their experiences.
