Book excerpt: Within the Reduced Enrichment for Research and Test Reactors (RERTR) program directed by the US Department of Energy (DOE), UMo fuel-foils are being developed in an effort to realize high density monolithic fuel plates for use in high-flux research and test reactors. Namely, targeted are reactors that are not amenable to Low Enriched Uranium (LEU) fuel conversion via utilization of high density dispersion-based fuels, i.e. 8-9 gU/cc. LEU conversion of reactors having a need for>8-9 gU/cc fuel density will only be possible by way of monolithic fuel forms. The UMo fuel foils under development afford fuel meat density of ~16 gU/cc and thus have the potential to facilitate LEU conversions without any significant reactor-performance penalty. Two primary challenges have been established with respect to UMo monolithic fuel development; namely, fuel element fabrication and in-reactor fuel element performance. Both issues are being addressed concurrently at the Idaho National Laboratory. An overview is provided of the ongoing monolithic UMo fuel development effort at the Idaho National Laboratory (INL); including development of complex/graded fuel foils. Fabrication processes to be discussed include: UMo alloying and casting, foil fabrication via hot rolling, fuel-clad interlayer application via co-rolling and thermal spray processes, clad bonding via Hot Isostatic Pressing (HIP) and Friction Bonding (FB), and fuel plate finishing.

Book excerpt: The National Nuclear Security Agency Global Threat Reduction Initiative (GTRI) is tasked with minimizing the use of high-enriched uranium (HEU) worldwide. A key component of that effort is the conversion of research reactors from HEU to low-enriched uranium (LEU) fuels. The GTRI Convert Fuel Development program, previously known as the Reduced Enrichment for Research and Test Reactors program was initiated in 1978 by the United States Department of Energy to develop the nuclear fuels necessary to enable these conversions. The program cooperates with the research reactors' operators to achieve this goal of HEU to LEU conversion without reduction in reactor performance. The programmatic mandate is to complete the conversion of all civilian domestic research reactors by 2014. These reactors include the five domestic high-performance research reactors (HPRR), namely: the High Flux Isotope Reactor at the Oak Ridge National Laboratory, the Advanced Test Reactor at the Idaho National Laboratory, the National Bureau of Standards Reactor at the National Institute of Standards and Technology, the Missouri University Research Reactor at the University of Missouri-Columbia, and the MIT Reactor-II at the Massachusetts Institute of Technology. Characteristics for each of the HPRRs are given in Appendix A. The GTRI Convert Fuel Development program is currently engaged in the development of a novel nuclear fuel that will enable these conversions. The fuel design is based on a monolithic fuel meat (made from a uranium-molybdenum alloy) clad in Al-6061 that has shown excellent performance in irradiation testing. The unique aspects of the fuel design, however, necessitate the development and implementation of new fabrication techniques and, thus, establishment of the infrastructure to ensure adequate fuel fabrication capability. A conceptual fabrication process description and rough estimates of the total facility throughput are described in this document as a basis for establishing preconceptual fabrication facility designs.

Book excerpt: This article analyzes dimensional changes due to irradiation of monolithic plate-type nuclear fuel and compares results with finite element analysis of the plates during fabrication and irradiation. Monolithic fuel plates tested in the Advanced Test Reactor (ATR) at Idaho National Lab (INL) are being used to benchmark proposed fuel performance for several high power research reactors. Post-irradiation metallographic images of plates sectioned at the midpoint were analyzed to determine dimensional changes of the fuel and the cladding response. A constitutive model of the fabrication process and irradiation behavior of the tested plates was developed using the general purpose commercial finite element analysis package, Abaqus. Using calculated burn-up profiles of irradiated plates to model the power distribution and including irradiation behaviors such as swelling and irradiation enhanced creep, model simulations allow analysis of plate parameters that are either impossible or infeasible in an experimental setting. The development and progression of fabrication induced stress concentrations at the plate edges was of primary interest, as these locations have a unique stress profile during irradiation. Additionally, comparison between 2D and 3D models was performed to optimize analysis methodology. In particular, the ability of 2D and 3D models account for out of plane stresses which result in 3-dimensional creep behavior that is a product of these components. Results show that assumptions made in 2D models for the out-of-plane stresses and strains cannot capture the 3-dimensional physics accurately and thus 2D approximations are not computationally accurate. Stress-strain fields are dependent on plate geometry and irradiation conditions, thus, if stress based criteria is used to predict plate behavior (as opposed to material impurities, fine micro-structural defects, or sharp power gradients), unique 3D finite element formulation for each plate is required.

The reactor is a "fast" reactor - that is, the chain reaction is maintained by "fast" neutrons with high energy - which produces its own fuel. The IFR reactor and associated fuel cycle is a closed system. Electrical power is generated, new fissile fuel is produced to replace the fuel burned, its used fuel is processed for recycling by pyroprocessing - a new development - and waste is put in final form for disposal. All this is done on one self-sufficient site.The scale and duration of the project and its funding made it the largest nuclear energy R and D program of its day. Its purpose was the development of a long term massive new energy source, capable of meeting the nation's electrical energy needs in any amount, and for as long as it is needed, forever, if necessary. Safety, non-proliferation and waste toxicity properties were improved as well, these three the characteristics most commonly cited in opposition to nuclear power.Development proceeded from success to success. Most of the development had been done when the program was abruptly cancelled by the newly elected Clinton Administration. Book excerpt: We use experimentation and finite element modeling to study a Hot Isostatic Press (HIP) manufacturing process for U-10Mo Monolithic Fuel Plates. Finite element simulations are used to identify the material properties affecting the process and improve the process geometry. Accounting for the high temperature material properties and plasticity is important to obtain qualitative agreement between model and experimental results. The model allows us to improve the process geometry and provide guidance on selection of material and finish conditions for the process strongbacks. We conclude that the HIP can must be fully filled to provide uniform normal stress across the bonding interface.
