Available in PDF, EPUB and Kindle. Book excerpt: This book explores the philosophical, and in particular ethical, issues concerning the conceptualization, design and implementation of poverty alleviation measures from the local to the global level. It connects these topics with the ongoing debates on social and global justice, and asks what an ethical or normative philosophical perspective can add to the economic, political, and other social science approaches that dominate the main debates on poverty alleviation. Divided into four sections, the volume examines four areas of concern: the relation between human rights and poverty alleviation, the connection between development and poverty alleviation, poverty within affluent countries, and obligations of individuals in regard to global poverty. An impressive collection of essays by an international group of scholars on one of the most fundamental issues of our age. The authors consider crucial aspects of poverty alleviation: the role of human rights; the connection between development aid and the alleviation of poverty; how to think about poverty within affluent countries (particularly in Europe); and individual versus collective obligations to act to reduce poverty. Judith Lichtenberg Department of Philosophy Georgetown University This collection of essays is most welcome addition to the burgeoning treatments of poverty and inequality. What is most novel about this volume is its sustained and informed attention to the explicitly ethical aspects of poverty and poverty alleviation. What are the ethical merits and demerits of income poverty, multidimensional-capability poverty, and poverty as nonrecognition? How important is poverty alleviation in comparison to environmental protection and cultural preservation? Who or what should be agents responsible for reducing poverty? The editors concede that their volume is not the last word on these matters. But, these essays, eschewing value neutrality and a retreat into technical mastery, challenge us to find fresh and reasonable answers to these urgent questions. David A. Available in PDF, EPUB and Kindle. Book excerpt: Microcredit programmes, long considered efficient development tools, now face unprecedented crises in a number of countries. Is this the end of microcredit or rather an essential step in its expansion? Should we stop microcredit altogether or rethink the way it is implemented? Drawing on extensive empirical research conducted in various parts of the world - from Morocco to Senegal to India - this important volume examines the whole chain of microcredit to provide the answers to these questions. In doing so, the authors highlight the diversity of crises, both in intensity and in nature, while also shedding light on a diversity of causes, be it microcredit organizations unprepared for massive growth, saturated local economies or greedy investors and shareholders attracted by profits. Crucially, the authors demonstrate that microcredit is not a monolithic project, and the crises should also be analysed in the light of national histories and policies. An original and necessary intervention in what has become one of the most contentious topics within the development world.

Book excerpt: Drawing on its extensive experience in helping restructure and reform financial systems, the World Bank examines the state of African domestic financial systems in a global comparison. It identifies promising trends as well as pinpointing the major shortcomings that are observed across sub-Saharan Africa. Policy recommendations distinguish between those designed to make finance a more effective driver of economic growth and those designed to give low income, small-scale and other excluded groups better access to financial services.

Available in PDF, EPUB and Kindle. Book excerpt: Financing Africa takes stock of Africa's financial systems in light of recent changes in the global financial system --including the greater risk aversion of international investors, a shift in economic and financial powers towards emerging markets and the regulatory reform debate - and the increasing role of technology. Using a wider and more detailed array of data than previous publications, we observe a trend towards financial deepening, more stability and more inclusion leading up to the crisis; serious challenges, however, continue, including limited access to financial services, focus on short-term contracts and hidden fragility, related to weak regulatory frameworks, undue government interference and governance deficiencies. Our policy analysis therefore focuses on (i) expanding outreach, (ii) fostering long-term finance and (iii) improving regulation and supervision. We identify the positive role of innovation and competition, a stronger focus on non-traditional financial service providers, and more emphasis on demand-side constraints as priority areas for policy actions. Specifically, competition from new players outside the banking system, including telecomm companies can increase outreach with technological innovation that changes the economics of retail finance. Moving beyond national stock exchanges that are not sustainable in most African countries towards regional solutions and over-the-counter trades can help foster long-term finance, as can addressing governance challenges in contractual savings institutions, including life insurance companies and pension funds. Finally, there is a need to look beyond supply-side constraints towards users of financial services, focusing more on financial literacy of households and firms, but also consumer protection. In formulating policy messages, we carefully distinguish between different country groupings, differentiating -- among others -- between low- and middle-income and small and larger economies, with a special focus on resource-based economies and post-conflict countries. This book reaches out to both policy makers concerned about a more inclusive and effective financial system and other stakeholders, including practitioners and development partners. With this book we aim to contribute to the on-going financial sector debate on Africa, with the ultimate goal of faster economic development and poverty reduction.

Book excerpt: In most developing countries, financial services are only available to a minority of the population. The majority have no savings accounts, do not receive credit from formal financial institutions and have no insurance policies. They seldom make or receive payments through financial institutions. The limited use of financial services in developing countries has become an international policy concern. The reason for concern about widespread financial "exclusion" in developing countries is straightforward: access to a well-functioning financial system can economically and socially empower individuals, in particular poor people, allowing them to better integrate into the economy of their countries, actively contribute to their development and protect themselves against economic shocks. The central question asked by this book is how to bring access to these fundamental services to all people in developing countries and thus accelerate their economic development and that of their countries. Inclusive finance - safe savings, appropriately designed loans for poor and low-income households and for micro, small and medium-sized enterprises, and appropriate insurance and payments services - can help people help themselves to increase incomes, acquire capital, manage risk and work their way out of poverty.

Book excerpt: The authors of this book challenge prevailing ideas about free markets and globalization. They question whether globalization is a technological reality that cannot be stopped and ask if the US economy really outperformed its competitors in the 1990s. They show how in each key area--trade and industrial policy, privatization, intellectual property rights, investment and financial policies, exchange rate and currency policy, labour and social welfare --there are alternatives to neoliberal policies that the historical experience of particular countries prove really works.

Book excerpt: In two volumes these books review and expand the theory that poverty in the world's poorest regions could be alleviated by providing small loans to micro-entrepreneurs. Volume 1 provides detailed analysis of this theory and offers policy recommendations for practitioners in this field. Volume 2 presents empirical evidence drawn from comparative experiences in seven developing countries. The work assesses the success of this policy and provides some startling conclusions. This is essential reading for all those interested in development, poverty-reduction, social welfare and finance.
