Available in PDF, EPUB and Kindle. Book excerpt: Land-locked between its giant neighbors, Russia and China, Mongolia was the first Asian country to adopt communism and the first to abandon it. When the Soviet Union collapsed in the early 1990s, Mongolia turned to international financial agencies—including the International Monetary Fund, the World Bank, and the Asian Development Bank—for help in compensating for the economic changes caused by disruptions in the communist world. Modern Mongolia is the best-informed and most thorough account to date of the political economy of Mongolia during the past decade. In it, Morris Rossabi explores the effects of the withdrawal of Soviet assistance, the role of international financial agencies in supporting a pure market economy, and the ways that new policies have led to greater political freedom but also to unemployment, poverty, increasingly inequitable distribution of income, and deterioration in the education, health, and well-being of Mongolian society. Rossabi demonstrates that the agencies providing grants and loans insisted on Mongolia's adherence to a set of policies that did not generally take into account the country's unique heritage and society. Though the sale of state assets, minimalist government, liberalization of trade and prices, a balanced budget, and austerity were supposed to yield marked economic growth, Mongolia—the world's fifth-largest per capita recipient of foreign aid—did not recover as expected. As he details this painful transition from a collective to a capitalist economy, Rossabi also analyzes the cultural effects of the sudden opening of Mongolia to democracy. He looks at the broader implications of Mongolia's international situation and considers its future, particularly in relation to China.

Available in PDF, EPUB and Kindle. Book excerpt: This book assesses Mongolia’s position in the security calculus of Northeast Asia and presents the policy outlooks of major powers vis-a-vis the region, including the United States, Japan, China, Russia, and India. Ground-breaking and modernistic in its approach, the book treats the often marginalised and landlocked small power state of Mongolia as a critical regional actor, particularly with regards to managing ties with encircling major powers Russia and China and assist in engaging the nuclear state of North Korea through dialogue mechanisms. This compilation of chapters by distinguished scholars explores Mongolia in the Northeast Asian geographical space within the context of three major themes: nuclear proliferation, environmental security, and socio-economic and civilisational conflicts. The book provides a multidisciplinary and multinational approach to Mongolia’s role in the region's strategic landscape. It moves the regional security discussion beyond major power politics, North Korea's denuclearisation, and the impasse on the Korean Peninsula to discuss and analyse other underappreciated challenges facing the region. Considering Mongolia’s role in achieving peace and stability in the neighbourhood, the book will be a valuable resource for researchers and readers in International Relations, Political Science, and Asian Studies.

Book excerpt: This paper studies Mongolia's experience of growth and recovery during the first decade of its transition to a market-based system and compares it with those of other transition economies. Mongolia, like most other transition economies, experienced a painful, initial "transformational recession" before the economy began to recover, with efficiency gains the main source of growth during the early stages of transition. Mongolia's transition process has been relatively smooth compared with other transition economies, probably reflecting the combined effects of some favorable initial conditions, coupled with the early adoption of appropriate adjustment policies and market-oriented reforms.

Available in PDF, EPUB and Kindle. Book excerpt: The Chinese government has frequently been criticized for propping up anti-democratic governments. This book investigates the rise of China as an emerging authoritarian power. By comparing China’s bilateral relations to three Asian developing countries – Burma, Cambodia and Mongolia – it examines how China targets specific groups of actors in autocracies versus non-autocracies. It illustrates how the Chinese non-interference policy translates into support for incumbent leaders in autocratic countries and how the Chinese government has thereby profited from exploiting secretive decision making in autocracies to realize its own external interests such as achieving access to natural resources. In a statistical analysis of the patterns of Chinese external cooperation and their impact on the survival of autocratic leaders, the book finds some evidence that China is more likely to target autocracies with economic cooperation. However, only some forms of bilateral interaction are found to increase the prospect of survival for autocratic leaders. This important contribution to the understanding of both external factors of authoritarian endurance and China’s foreign relations, a field of study still lacking systematic investigation, will be of great interest to students and researchers in Development Studies, Asian Studies, International Relations, and International Political Economy.
