The end of the cold war resulted in a shift from producing new nuclear weapons to maintaining the stockpile through refurbishment. Also, billions of dollars in scheduled maintenance for nuclear weapons infrastructure has been deferred. The 2010 Nuclear Posture Review identified long-term stockpile modernization goals for NNSA that include (1) sustaining a safe, secure, and effective nuclear arsenal and (2) investing in a modern infrastructure. The National Defense Authorization Act for Fiscal Year 2011 included a provision for GAO to report annually on NNSA's nuclear security budget materials. This report (1) identifies changes in estimates to the 2015 budget materials from the prior year's materials, and (2) assesses the extent to which NNSA's 2015 budget estimates align with plans for major modernization efforts, and (3) addresses the agency's stated goal of stopping the growth of its deferred maintenance backlog"--Preliminary page.

NNSA carries out these activities at three national labs, four production sites, and one test site-collectively known as the nuclear security enterprise. Contractors operate these sites under management and operations (M&O) contracts. The enterprise workforces often possess certain critical skills that can only be developed through a minimum of 3 years of experience working in a secure, classified environment.Because NNSA could have difficulty maintaining the critically skilled workforces necessary to ensure the safety, security, and reliability of the nation's nuclear weapons, GAO was asked to examine: (1) strategies NNSA and its M&O contractors use to recruit, develop, and retain critically skilled workforces; (2) how NNSA assesses the effectiveness of these strategies; and (3) challenges in recruiting, retaining, and developing this specialized workforce and efforts to mitigate these challenges. GAO reviewed NNSA's and its M&O contractors' human capital documents and interviewed officials."

NNSA processes uranium to meet this need. In 2004, NNSA began plans to build a new UPF that would consolidate capabilities currently housed in deteriorating buildings; by 2012, the project had a preliminary cost of $4.2 billion to $6.5 billion. To control rising costs, NNSA changed its approach in 2014 to reduce the scope of the new UPF and move uranium processing capabilities once intended for the UPF into existing buildings. The broader uranium program also includes the needed repairs and upgrades to these existing buildings. This is the fifth report and (1) describes the status of NNSA's efforts to develop a revised scope of work, cost estimate, and schedule for the UPF project, and (2) examines the extent to which NNSA has developed a complete scope of work, life-cycle cost estimate, and integrated master schedule for the overall uranium program. GAO recommends that NNSA set a time frame for completing the scope of work, life-cycle cost estimate, and integrated master schedule for the overall uranium program.

NNSA manages the nation's nuclear weapons stockpile and carries out research to help extend the life of existing weapons. The core of a nuclear weapon requires plutonium-a man-made radioactive element-to create a nuclear explosion. NNSA's LANL in New Mexico houses key plutonium facilities needed for research for nuclear weapons life extension programs and other missions. In 2005, NNSA approved construction of CMRR to replace the aging facility being used. In February 2012, NNSA announced it had decided to defer CMRR nuclear facility construction for at least 5 years, creating a potential gap in plutonium research capabilities from 2019 to the late-2020s. NNSA requested LANL to study options to address this gap. The study was completed in April 2012. The Senate Armed Services Committee Report accompanying the 2013 defense authorization directed GAO to review the study. GAO examined (1) the options identified in the study for meeting NNSA's plutonium research needs, including costs and health risks, if any and (2) the potential impacts of those options on NNSA's plutonium research for the nuclear weapons stockpile and other plutonium research missions. "
