She created a new Bureau, which developed a Strategic Framework for Foreign Assistance to align aid programs with strategic objectives. The Framework became a guiding force in the FY 2008 and FY 2009 budgets, as well as the FY 2010 budget request. Numerous studies have addressed various concerns and provided recommendations regarding U.S. foreign aid policy, funding, and structure. Of the 16 recommendations, only enhancing civilian agency resources has the support of all of the studies covered in this report. David Ekbladh shows that the emerging concept of modernization combined existing development ideas from the Depression. He describes how ambitious New Deal programs like the Tennessee Valley Authority became symbols of American liberalism's ability to marshal the social sciences, state planning, civil society, and technology to produce extensive social and economic change. For proponents, it became a valuable weapon to check the influence of menacing ideologies such as Fascism and Communism. Modernization took on profound geopolitical importance as the United States grappled with these threats. After World War II, modernization remained a means to contain the growing influence of the Soviet Union. Ekbladh demonstrates how U.S.-led nation-building efforts in global hot spots, enlisting an array of nongovernmental groups and international organizations, were a basic part of American strategy in the Cold War. However, a close connection to the Vietnam War and the upheavals of the 1960s would discredit modernization. The end of the Cold War further obscured modernization's mission, but many of its assumptions regained prominence after September 11 as the United States moved to contain new threats. In fact, this was something that southern secessionists actively debated. Imagining themselves as nation builders, they understood the importance of a plan for the economic structure of the Confederacy. The traditional view assumes that Confederate slave-based agrarianism went hand in hand with a natural hostility toward industry and commerce. Turning conventional wisdom on its head, John Majewski's analysis finds that secessionists strongly believed in industrial development and state-led modernization. They blamed the South's lack of development on Union policies of discriminatory taxes on southern commerce and unfair subsidies for northern industry. Majewski argues that Confederates' opposition to a strong central government was politically tied to their struggle against northern legislative dominance. Once the Confederacy was formed, those who had advocated states' rights in the national legislature in order to defend against northern political dominance quickly came to support centralized power and a strong executive for war making and nation building.

David Johnson Lee charts the transformation of the ideals of modernization, national autonomy, and planned development as they gave way to human rights protection, neoliberalism, and sustainability. Using archival material, newspapers, literature, and interviews with historical actors in countries across Latin America, the United States, and Europe, Lee demonstrates how conflict between the United States and Nicaragua shaped larger international development policy and transformed the Cold War. In Nicaragua, the backlash to modernization took the form of the Sandinista Revolution which ousted President Anastasio Somoza Debayle in July 1979. In the wake of the earlier reconstruction of Managua after the devastating 1972 earthquake and instigated by the revolutionary shift of power in the city, the Sandinista Revolution incited radical changes that challenged the frankly ideological and economic motivations of modernization. In response to threats to its ideological dominance regionally and globally, the United States began to promote new paradigms of development built around human rights, entrepreneurial internationalism, indigenous rights, and sustainable development. Lee traces the ways Nicaraguans made their country central to the contest over development ideals beginning in the 1960s, transforming how political and economic development were imagined worldwide. By illustrating how ideas about ecology and sustainable development became linked to geopolitical conflict during and after the Cold War, The Ends of Modernization provides a history of the late Cold War that connects the contest between the two then-prevailing superpowers to trends that shape our present, globalized, multipolar world.
