Book excerpt: Although Social Security (SS) remains a crucial benefit for millions of seniors, the program was designed to serve an American society of 75 years ago. Much has changed since its inception: Americans are living longer, women¿s participation in the labor force has significantly increased, and with a rise in the divorce rate, household composition has changed. In addition, the labor force is growing more slowly and the nature of work and compensation has altered in ways that affect workers¿ ability to save for retirement. This report outlines the challenges currently facing SS¿s retirement program and highlights options for addressing program solvency, benefit adequacy, and retirement income security for economically vulnerable groups. Illustrations.

Book excerpt: Although Social Security remains a crucial benefit for millions of seniors, the program was designed to serve an American society of 75 year ago. Much has changed since its inception: Americans are living longer, women's participation in the labour force has significantly increased, and with a rise in the divorce rate, household composition has changed. In addition, the labour force is growing more slowly and the nature of work and compensation has altered in ways that affect workers' ability to save for retirement. As a result, under its current design, Social Security may not be as effective as it could be in addressing the needs of our society both now and in the future. This book explores the modernisation of the Social Security program to reflect America's evolving demographics which is vital to ensuring that benefits are adequate and equitable for generations to come.

Available in PDF, EPUB and Kindle. Book excerpt: Recent policy debates about the future of Social Security and Medicare have been dominated by the issue of personal versus societal responsibility. Significant changes now being considered would increase the level of privatization and tilt these programs away from defined benefit toward defined contribution models. This annual volume of the National Academy of Social Insurance examines the concept of introducing choice into the Social Security and Medicare programs, how it would be defined and structured, and what sort of safeguards would be needed to protect program participants. The ideas, from representatives of the public and private sectors, range from ¡°tinkering¡± to ¡°overhauling¡± the programs to make them more responsive and cost-effective. The contributors provide an overview of the history and fundamental values of social insurance, discuss options for reforming Social Security and Medicare, review the benefits and drawbacks of expanding choice options, explore the types of mechanisms needed to protect consumers if market-based reforms are adopted, and address the political likelihood of Social Security and Medicare reforms. The essays in this volume give parameters to the debate over the future of Social Security and Medicare, and reflect the range and diversity of views which will shape these two hallmark social insurance programs for decades to come.

Updated as of May 29, 2018 We are adding to our regulations a new part to contain rules that we will apply when we evaluate applications for premium and cost-sharing subsidies under the Medicare program. We are including a new subpart, Medicare Part D Subsidies, to this part. This new subpart contains the rules that we use to determine eligibility for premium and cost-sharing subsidies under the Medicare Part D program, which was added by the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 (Medicare Modernization Act or MMA). These final rules describe: What the new subpart is about; how we determine whether you are eligible for premium and cost-sharing subsidies; how we redetermine your eligibility for a subsidy; how you apply for a subsidy; how we evaluate your income and resources; when your eligibility for premium and cost-sharing subsidies terminates; how you may report changes in your circumstances; and how you can appeal a determination we make under the Part D subsidy program. This ebook contains: - The complete text of the Medicare Part D Subsidies (US Social Security Administration Regulation) (SSA) (2018 Edition) - A dynamic table of content linking to each section - A table of contents in introduction presenting a general overview of the structure

Available in PDF, EPUB and Kindle. Book excerpt: Social Security and Medicare Answer Book, Ninth Edition, is a comprehensive and accessible resource for attorneys, accountants, estate planners, financial planners, insurance agents, and others who counsel either older Americans or their younger counterparts who are planning for future retirement. It is also an excellent resource for individuals who want to achieve a better understanding of Social Security, Medicare, and Medicaid and how these exceptionally important programs affect them, now or in the future. An understanding of Social Security and Medicare benefits is an essential component of any retirement planning exercise. An informed estimate of the benefits that will be available under these public programs is a prerequisite to any determination of how much income will be required from private retirement programs and personal savings. The recent financial crises and the COVID-19 pandemic have underscored the importance of careful planning for retirement, and the need to understand Social Security and Medicare benefits. Social Security and Medicare Answer Book addresses the key questions that arise under Social Security and Medicare and covers all developments, including the extensive Medicare and Medicaid changes under the Affordable Care Act (ACA) and subsequent statutory and regulatory developments. The book also includes a description of the most important features of Medicaid and discusses how Medicare and Medicaid benefits are coordinated. At the time of this writing (August 2020), there are no pending bills to "repeal and replace" the ACA, but further attempts to roll back its major provisions can be expected, and the Supreme Court will be hearing oral arguments on the constitutionality of the entire ACA after the November elections. Regulatory actions taken by the Trump administration have significantly affected both Medicare and Medicaid, and the outcome of the elections will have a profound effect on the future of Social Security, Medicare, and Medicaid. The Ninth Edition of Social Security and Medicare Answer Book brings you up to date on the latest developments, including: Social Security tax rates for employers and employees Updates on the different types of benefits available under Social Security, the methods for calculating each type of benefit and circumstances in which benefits may be lost Updated maximum retirement benefit at full retirement age (FRA) (see Q 5:20) and updated earnings exemption amounts for Social Security recipients below FRA Effect of underreporting self-employment income on Social Security benefits - Description of a recent law (H.R. 4547) intended to strengthen oversight of the Representative Payee Program for beneficiaries who are incapable of managing their Social Security of Supplemental Security Income payments A detailed explanation of the administrative and judicial review processes under Social Security and Medicare, including efforts to reduce backlogs in the appeals process Updated Medicare Part B costs Updated coverage of the eligibility requirements for, and benefits provided under, the four parts of Medicare Coverage of Medicare Secondary Payer reporting, now required for prescription drug coverage Discussion of likely changes to home health care, based on a Proposed Rule [CMS-1730-P] Telehealth coverage under Medicare Part B Discussion of recent regulations and rulings from the Internal Revenue Service, the Social Security Administration, and the Centers for Medicare and Medicaid Services, as well as a discussion of recent case law (throughout the 2021 Supplement). Book excerpt: Tom Paine's 'Agrarian Justice' (1797) continues to inspire progressive politicians today as a source of two contemporary policies, Land Value Taxation and Universal (Basic) Income (Citizen's Income). His starting point was the belief, widespread until the end of the eighteenth century, that the Earth is the common property of humankind. Rather than advocating the common ownership of land, he proposed that landowners 'owe to the community a ground-rent', the market rent of their land. He advocated that this be paid into a fund to be used for the benefit of all, both as a lump sum payment on reaching adulthood and as a pension for older people. He is well worth reading for his passion and rhetoric. This publication also includes a riposte written in the same year by Thomas Spence, who had published a similar but more radical proposal in 1776. It also contains a 20th century re-statement of individual and common rights to the Earth and a summary of the relevance of Agrarian Justice today.

Book excerpt: What has America done to protect its citizens from life-changing but common risks such as death of a family breadwinner, ill health, disability, involuntary unemployment, outliving retirement savings, and birth into a poor family? Each, in its own way, burdens—and possibly devastates—unlucky individuals and families both emotionally and financially. It is the rare life that is untouched by one or more of these six threats. How do our current policies affect taxation, spending, and the economy, as well as prospects for individual lives? What more might these policies do to protect Americans? Rich in stories, data, and analysis, Social Insurance by Theodore R. Marmor, Jerry L. Mashaw, and John Pakutka provides a strong intellectual foundation for understanding the history, economics, politics, and philosophy of America’s most important social insurance programs. This insightful work provides a unifying vision of these programs’ purposes and reminds us, amidst the confusing and often apocalyptic rhetoric, why we have the programs and policies we do, while arguing for reforms that preserve and enhance the protections in place.

Book excerpt: Presenting current research in an innovative text-reader format, Aging: Concepts and Controversies, Ninth Edition encourages students to become involved and take an informed stand on the major aging issues we face as a society. Not simply a summary of research literature, Harry R. Moody and Jennifer R. Sasser’s text focuses on controversies and questions, rather than on assimilating facts or arriving at a single "correct" view about aging and older people. Drawing on their extensive expertise, the authors first provide an overview of aging in three domains: aging over the life course, health care, and the socioeconomic aspects of aging. Each section is followed by a series of edited readings, offering different perspectives from experts and specialists on that subject. New readings focus on whether current federal spending on the elderly is sustainable and fair to other groups, how older consumers are reshaping the business landscape, and the challenges of marketing and selling to customers 60 and over. More emphasis is placed on how social class and inequality earlier in life can shape our final years and the number of older Americans living in poverty. The section on Aging and Health Care has been thoroughly updated to reflect the latest data about chronic diseases that affect the elderly, government spending on health care, and policy changes to programs like Medicaid and Medicare. The section on the Social and Economic Outlook for an Aging Society gives the most current picture of the racial and ethnic diversity of older Americans, their participation in the labor force, and their income and wealth.
