Book excerpt: Este estudo tem origem nas discurssoes sobre a modernizacao do setor agricola do Brasil, e se baseia nas funcoes de oferta como orientacoes da adocaco de inovacoes tecnologicas. O objetivo e identificar grupos homogeneos de estabelecimentos agricolas situados em estagios tecnologicos diferentes, estimando-se a curva tipica de oferta para cada grupo. O exemplo estudado foi a producao de milho no Estado de Sao Paulo, utilizando-se os dados levantados pelo Instituto de Economia Agricola de Sao Paulo na "Pesquisa sobre custo e analise da renda das principais exploracaoes agricolas para o Estado de Sao Paulo", no ano de 1975. A comparacao e estabelecida de entre curvas de oferta da firma tipica das regioes produtoras de Ribeirao Preto e Sorocaba, que se situam em niveis de diferenciados quanto a modernizacao do processo de producao do milho. Os resultados indicam que a tecnologia "moderna" usada na firma de Ribeirao Preto e mais eficiente do ponto de vista privado, do que a tecnica "tradicional" empregada pelo agricultor de Sorocaba. Entretanto, o nivel mais baixo de eficiencia proporcionada pela tecnica "tradicional" nao chega a comprometer a lucratividade da exploracao, quando a producao media e inferior a 2.926 sacos por unidade de producao, que e o nivel de producao que iqual ao custo marginal ao preco. Esses resultados explicam, em parte, a modernizacao mais intensa ocorrida em Ribeirao Preto onde a producao media e de 4.351 sacos de milho por estabelecimento agricola.

The National Alcohol Program, known as Proalcool, was a deliberate economic strategy designed to incentivize ethanol production and reduce gasoline consumption. As Brazil's capacity grew and as international oil shocks continued, the regime's planners doubled down on Proalcool. Drawing financing from international lenders and curiosity from other oil-dependent countries, for a time it was the world's largest oil-substitution and renewable-energy program. Chronicling how Proalcool experimented with and exemplified the consolidation of government, agribusiness, large planters, agricultural and chemical research companies, and oil producers, this book expands into a rich investigation of the arc of Brazil's Green Revolution. The ethanol boom epitomized the vector of that arc, but Rogers keeps wider development imperatives in view. He dramatizes the choices and trade-offs that ultimately resulted in a losing energy strategy, for Proalcool ended up creating a large contingent of impoverished workers, serious environmental degradation, and persistent hunger. Essas diferencas estao diretamente associadas a forma como esse processo foi gerado e produzido no pais: um proceso amplamente subsidiado e induzido pelo Estado. Parte-se do pressuposto teorico-metodologico que as transformacoes que ocorreram na agricultura brasileira e suas consequencias sao aspectos particulares bem especificos, que so podem ser entendidos dentro de um marco da expansao e reproducao capitalista, o qual, em ultima analise, foi quem estimulou ou promoveu as transformacoes que necessitam ser investigadas cientificamente. O objetivo principal deste trabalho e analisar o processo de modernizacao tecnologica na agricultura do Nordeste brasileiro, destacando a intervencao do Estado nesse processo e a evolucao da agricultura na regiao, fundamentalmente a partir do inicio da decada de 70 quando se inicia no pais uma politica de desenvolvimento diferenciada regionalmente e um processo de intervencao "planejada", procurando com isso demonstrar a forma desigual de desenvolvimento do setor agricola, sem, contudo, atribui-lo pura e simplesmente ao problema secular das secas como muitos ja o fizeram. A evolucao da agricultura na regiao foi analisada atraves de indices de tecnificacao, da evolucao da area colhida e do rendimento medio das principais culturas. Atraves da evolucao desses indices conclui-se que existe um expressivo desequilibrio tecnologico entre o Nordeste e o resto do pais e um processo de modernizacao extremamente concentrado dentro da propria regiao. Em relacao a segmentacao da producao, conclui-se que esse processo existe na agricultura da regiao Nordeste, mas o principal fator que expressa essa segmentacao e o aumento de area das culturas que foram privilegiadas pelos instrumentos de politica agricola modernizante - os produtos que sao materias- primas industriais, com precos determinados no mercado internacional, cujo maior destino e a exportacao ou para fins energeticos, especialmente cacau, cana-de-acucar, soja, laranja e cafe. A fruticultura no Nordeste e avaliada como um caso especifico, destacando-se por apresentar taxas significativas de crescimento tanto dos endimentos medios quanto das areas colhidas. Os subsidios governamentais e os investimentos em infra-estrutura tiveram importante papel para o desenvolvimento da fruticultura na regiao.

Book excerpt: The Northeast problem is one of massive economic and social disparity, compounded by an apparent intractability. This study focuses on the agricultural sector. Formulation of agricultural policy has been difficult and disappointing to a large degree as a result of the diversity in farming systems and in production and marketing patterns. Therefore, the study identifies seven distinct physiographic zones. It distinguishes different groups in the agricultural labor force according to tenurial arrangements that affect their access to land. Discussion of agricultural production leads to the suggestion that the product mix, which is inferior and locally consumed, contributes to the region's stagnation. Farm incomes are highly skewed, depending partly on farm size and partly on location. It appears that the large farm sector is not using resources efficiently. Labor is perhaps the only factor for which markets, delivery systems, and mobility are sufficient to balance demand and supply. A linear programming model provides a consistent quantitative framework within which to identify the factors constraining development and to simulate effects of policy interventions. Land reform emerges as the most likely prerequisite for solving the Northeast problem.
