Though this movement began with the French Revolution in 1789, the distinct recognition of popular rights by constitutional enactment falls chiefly within the nineteenth century. Revolutions and wars since 1789 have resulted in increased rights to some classes, and in many cases to whole nations. Since the Franco-Prussian War, 1870-1871, there has been no war between the great European nations, and their growth and development during this period need especially to be emphasized. Materials and books for the study of the French Revolution are perhaps more numerous than for any other period in the world's history. Indeed they are too numerous for the ordinary student and reader. Good books, however, on the nineteenth century since the fall of Napoleon are few, and there is no one book which includes the period from 1870 to 1900 with an outline of the earlier part of the century. Secondary schools offer very little history subsequent to the French Revolution, and the nineteenth century has generally been reserved for the study of the upper classes in college or for graduate work. To do this on a really adequate scale would require a work of immensely greater dimensions, and I have attempted no more than an introductory sketch. One result of the Great War has been that a very large number of people is seeking, for the first time, seriously to understand what are called "foreign affairs," the relations in which England stands to other States, and the causes which have helped to produce the present world-convulsion. It is a commonplace that the causes which bring states to hostility or friendship can only be understood when something is known of their respective histories, of the manner of their growth, and of the forces which have conditioned that growth. I have tried, therefore, to produce a book which will assist such students as I have described to gain a foundation of knowledge upon which they can build by further studies. The modesty of my purpose has conditioned the method pursued in writing the book. I have consistently endeavoured to show how the internal histories of the European States have affected their external relations, and how these in turn have influenced domestic development.
