He proceeds in the Inquest with the aid of his Coroner's Jury: Jefferson, Madison, Hamilton, Story, Locke, and Blackstone. The work in this volume is a dialogue between the Coroner and his jury on the various parts of the Constitution covered. The jury members answer the Coroner's questions, for the most part in their own words, drawn from a variety of their written works. Occasionally the Coroner puts words in their mouths; those 'inventions' are shown in brackets in the jurors' answers. The work is novel, because, to the author's knowledge, it is the only 'Constitutional Law' textbook that collects the wisdom of the framers as the Constitution's only authoritative sources; it does not, as most Constitutional Law texts do, emphasize court cases as constitutional authority, for more often than not, the courts have only warped the Constitution. In a broader sense, though, the work is not novel, for it's only an arrangement of the work already done by the jurors. The author is pleased to say that the work, by and large, is not original thought. Its beauty is that it only revives long-forgotten constitutional 'discoveries' as set in the words of the main jurors and some others within 'interviewed'. Book excerpt: This book illustrates the complexity and variety of victualling systems in early modern Italy. For a long time, the historiography of urban provisioning systems in late medieval and early modern times featured a conceptual opposition between victualling administration and the market. In this book, on the contrary, the term ‘victualling system’ (sistema annonario) is employed according to its historical meaning, designating an organised set of public and private channels, evolved typically in urban contexts, for the procurement and distribution of the goods essential for the daily life of common people. According to this definition, specifically, a victualling system included also the market, as one of the different channels for the procurement and distribution of goods. What characterises the Italian case in the European context are both the earliness of these institutions and the long-lasting political and economic fragmentation of the peninsula: these factors determined the great variety and complexity of the solutions adopted. In order to show these features, the analysis focuses on four central issues: the configuration of systems, institutional pragmatism and variety, articulation of circuits, and plurality of actors. The seven relevant case-studies included in this book, all based on direct archival research, cover a wide range of geographical contexts and institutional arrangements, from the North to the South of the peninsula, and include both large-sized cities (Milan and Rome), medium-sized cities (Bergamo, Vicenza, and Ferrara), and entire regions (the March of Ancona, and Sicily). This allows the reader to appreciate regional and local differences in detail, making this book of interest for academics and scholars in economic, social, and urban history.

Book excerpt: Regulation and Economic Analysis: A Critique Over Two Centuries argues that long experience with the practice of regulation creates a broad anti-intervention consensus among economists. This consensus is based on comparison of real intervention to real markets rather than an ideological preconception. It is shown that economic theory can support all possible positions on intervention. Much theory is too abstract to support any policy position; many arguments about how intervention might help contain qualifications expressing doubts about whether the potential can be realized; many theories illustrate the drawbacks of intervention. The vast literature on these issues concentrates either on specific cases or polemics that exaggerate both sides of the argument. Regulation and Economic Analysis seeks to show the depth of the discontent, develop interpretations of economic theory that follow from skepticism about statism and provide selected illustrations. The discussion begins with examination of general equilibrium theory and proceeds to discuss market failure with stress on monopoly and particularly what is deemed excessive concern with predatory behavior. International trade issues, transaction costs, property rights, economic theories of government, the role of special institutions such as contracts, the defects of macroeconomic and equity arguments for regulating individual markets, environmental economics and the defects of public land management policies are examined.
