Paralelamente una adecuada aplicación del proceso administrativo a los elementos fundamentales de la construcción como son el costo el tiempo y calidad, es de gran trascendencia para lograr el éxito deseado por la constructora. En el primer capítulo se revisan los datos referentes al déficit que presenta la vivienda masiva en el país, sus perspectivas y la población que potencialmente requerirá de vivienda en un futuro próximo. Se esquematizan posteriormente las acciones que la empresa constructora deberá considerar de acuerdo al panorama descrito. En el capítulos dos se van integrando conceptos relativos a la administración aplicados al costo, presentando las herramientas básicas para una correcta administración del costo de un proyecto así como un análisis básico de factibilidad en la etapa de evaluación del terreno para que el dueño pueda llevar a cabo una comparativa con otros proyectos similares y ver si es competitivo, posteriormente se revisan los métodos y técnicas para el correcto seguimiento de la administración del costo.

Book excerpt: En el entorno actual, el sector de la vivienda en México continúa en vías de desarrollo, tratando paulatinamente de proporcionar las herramientas para facilitar la adquisición de vivienda a la población. Pero, mientras se siguen construyendo desarrollos habitacionales en todo México, la calidad del producto no siempre es la esperada. En respuesta a esto, los organismos de vivienda comienzan a darle importancia a este aspecto creando metodologías de evaluación, pero hasta ahora no existe un modelo integral que permita a los compradores e incluso a los desarrolladores, comparar viviendas con características diferentes, con el objetivo de seleccionar la mejor opción y promover mejores prácticas. En base a lo anterior, a continuación se presenta un modelo de evaluación de vivienda fundamentado en cinco parámetros: Diseño Arquitectónico, Costo, Calidad, Seguridad Estructural y Sustentabilidad; los cuales que de acuerdo a la investigación realizada, determinan el ciclo de vida de la vivienda así como la huella ecológica que representa dicha edificación. La investigación aquí presentada desglosa cada uno de los cinco parámetros en indicadores, los cuales por medio de preguntas califican el nivel alcanzado; todo esto en base a una ponderación generada con el soporte de especialistas y una amplia investigación bibliográfica. Una vez definido el modelo de evaluación, el modelo fue implementado en proyectos ganadores del premio Obras Cemex, con el objetivo de calibrar la ponderación en proyectos sobresalientes previamente evaluados por expertos. El tener un modelo de evaluación como el aquí propuesto, es una herramienta de medición objetiva que promueve el mejoramiento del sector de la vivienda. El modelo facilitará la evaluación de viviendas estableciendo los indicadores y sus rangos mínimos aceptables a considerar al momento de realizar el diseño. En consecuencia, se obtendrá una herramienta que vaya más allá del típico control de calidad a la hora de la entrega, sino que promoverá el aseguramiento de la calidad a lo largo del ciclo de vida de la vivienda, y promoverá la reducción de la huella ecológica que deja el sector de la vivienda.

Book excerpt: "Las estimaciones de costos de factibilidad se caracterizan por su alto grado de incertidumbre y riesgo debido al bajo nivel de detalle de la información, esta puede estar entre un 5% y 15% de avance sobre el diseño final. Por su alto nivel de incertidumbre es necesario buscar procedimientos y metodologías que permita al estimador evaluar los proyectos de manera holística sin incurrir en omisiones. Entre las metodologías y herramientas usadas están las que crean modelos informativos de construcción (BIM, por su sigla en inglés) y la entrega integrada de proyectos (IPD, por su sigla en inglés). Los proyectos de construcción de vivienda en Colombia presentan desviaciones entre el presupuesto de factibilidad con respecto al de construcción y, en su mayoría, se repiten los mismos factores en cada proyecto, sin importar que ya han sido identificados. Por tal motivo, la implementación de nuevas metodologías y procesos son fundamentales en la gestión de proyectos con el fin de generar mayor confianza, control y trazabilidad en las estimaciones de costos. Existe un interés profesional en poder incluir en el campo laboral, nuevas metodologías que permitan tener un panorama más amplio y preciso, y así evaluar las mejores opciones en busca de proyectos de calidad. Para lograr una inclusión de nuevos procesos en la estimación de costos de factibilidad, se optó por analizar los principales factores que inciden en las desviaciones de presupuestos a nivel mundial y en sector de la construcción en Colombia. Posteriormente, se hace un análisis más detallado sobre las actividades de un presupuesto, identificando las más relevantes en los costos directos con el fin de centralizar el trabajo en las actividades con la mayor incidencia. Finalmente, se hace una prueba piloto para dos estimaciones de costos donde se utilizan herramientas BIM en la extracción de cantidades."--Introducción.
