Especialemnte el manejo del dinero se concentra en dos o tres personas, aunque hay instancias en que lo hace una sola persona. Los integrantes de la comision empiezan a trabajar con mucho ahinco y dedicacion, intentan votar y hacer lo que dice el grupo, pero los momentos claves se dilatan y se boicotean, desgastando la buena voluntad de las personas que querian innovar, operar, resolver con el poder de decision de todos y cada uno. En el caso de que haya manejo de dinero, hay organizaciones que no llevan los libros de actas al dia (a veces inventando la presencia de gente ausente) o que se fabrican las mismas. La mayoria de las Ong se crean para satisfacer necesidades basicas por lo tanto reciben dinero, muchas de ellas trabajan en forma ordenada y con etica pero hay otras que no. Hay paises que tienen un cuerpo de inspectores que monitorean el funcionamiento de dichas ONG pero en su mayoria solo presentan el balance."

Book excerpt: 1 DATA ENVELOPMENT ANALYSIS Data Envelopment Analysis (DEA) was initially developed as a method for assessing the comparative efficiencies of organisational units such as the branches of a bank, schools, hospital departments or restaurants. The key in each case is that they perform feature which makes the units comparable the same function in terms of the kinds of resource they use and the types of output they produce. For example all bank branches to be compared would typically use staff and capital assets to effect income generating activities such as advancing loans, selling financial products and carrying out banking transactions on behalf of their clients. The efficiencies assessed in this context by DEA are intended to reflect the scope for resource conservation at the unit being assessed without detriment to its outputs, or alternatively, the scope for output augmentation without additional resources. The efficiencies assessed are comparative or relative because they reflect scope for resource conservation or output augmentation at one unit relative to other comparable benchmark units rather than in some absolute sense. We resort to relative rather than absolute efficiencies because in most practical contexts we lack sufficient information to derive the superior measures of absolute efficiency. DEA was initiated by Charnes Cooper and Rhodes in 1978 in their seminal paper Chames et al. (1978). The paper operationalised and extended by means of linear programming production economics concepts of empirical efficiency put forth some twenty years earlier by Farrell (1957).

Book excerpt: The Bangkok FAO Technical Consultation on Policies for Sustainable Shrimp Culture recommended that FAO specifically request governments of countries engaged in shrimp culture to report on progress in implementing the code of conduct for responsible fisheries in relation to shrimp culture activities to the Committee on Fisheries (COFI) at its next and subsequent sessions. This publication contains the findings of the ad hoc expert meeting in pursuance of this recommendation. The meeting prioritized and prepared a recommended short-list of the criteria and indicators of sustainable shrimp fisheries which should form the basis for regular reporting by countries to COFI. The meeting stressed that these criteria and indicators related to the national level and did not encompass farm-level and local-level indicators. It noted that the regular collation of these indicators would greatly benefit the planning and management of shrimp culture development in the countries. The meeting concluded that it would be premature at this stage to request governments to report actual data on those indicators to the next session of COFI, in February 1999. Instead, the meeting elaborated a questionnaire to allow governments to review and comment on the recommended indicators and on their present and future ability to acquire the related data and information. Moreover, the meeting decided that in this questionnaire, governments should be given the opportunity to indicate the nature of assistance deemed desirable to adopt a comprehensive statistical system for their shrimp culture sub-sectors in view of the inadequacies of many existing systems and the high socio-economic importance and specific management and development requirements of shrimp culture.--Publisher's description.
