Except perhaps for the Theater-Level Gaming and Analysis Workshop, sponsored by the Office of united 1 states Naval Research in 1977 , this symposium was the first international scientific meeting on Operations Research/Systems Analysis in the area of land/air war fare since the conference on Modeling Land Battle Systems 2 for Military Planning sponsored by NATO's Special Pro gramme Panel on Systems Science in 1974. That conference dealt primarily with modeling small unit (company, bat talion) engagements and, to a lesser extent, large unit (corps, theater) campaigns with principal emphasis on attrition processes and movement in combat. It was considered as rather successful in that it revealed the state-of-the art around 1972 and identified problem areas and promising approaches for future developments. lWith regard to foreign attendance, this wo- shop was largely limited to participants from the United Kingdom and the Federal Republic of Germany (see L.J. Low: Theater-Level Gaming and Analysis Workshop for Force Planning, Vol II-Summary, Discus sion of Issues and Requirements for Research, SRI Report, May, 1981).

However, direct measurement, and especially the analytic study of system variables by systematically altering conditions within a manned system, are often either impractical or can be performed to only a limited degree. A model of the system which allows the variations needed for assessment of a command and control element may therefore be an effective alternative, and a computer model for such purposes is sought in this paper. The purpose of this paper is to report the development of this model, using the General Purpose System Simulator (GPSS) language in the construction of an example simulation of a Carrier Air Traffic Control Center (CATCC), and to present techniques and guidelines for constructing similar models of other manned systems. Yet changes in the enterprise of MS&A have not kept pace with the new demands arising from rapid changes in DOD processes and missions or with the rapid changes in the technology available to meet those demands. To help address those concerns, DOD asked the NRC to identify shortcomings in current practice of MS&A and suggest where and how they should be resolved. This report provides an assessment of the changing mission of DOD and environment in which it must operate, an identification of high-level opportunities for MS&A research to address the expanded mission, approaches for improving the interface between MS&A practitioners and decision makers, a discussion of training and continuing education of MS&A practitioners, and an examination of the need for coordinated military science research to support MS&A.

Book excerpt: "Analyzing something as complex as command and control (C2) during a conflict requires viable alternatives to analytical models and even to interactive wargames. Agent-based models (ABM) such as MANA might prove to be such an alternative tool. ABMs are fully automated computer simulations, which once set up do not normally require human intervention. Agents within an ABM can communicate with one another, share situational awareness (SA) and respond to commands according to preset rules and conditions. In this paper, several different examples of modeling C2 structures in MANA are presented in the context of four different types of scenarios modeled previously by DRDC CORA. While MANA does not provide a direct means of modeling command hierarchy, there are rather effective means of bypassing this limitation, and a limited command structure can be modeled. Also, MANA has a very well developed SA sharing capability that provides a host of options for studying C2. The presented examples range from a traditional force on force operation to crowd confrontation and convoy dynamics in the presence of an active insurgency. Examples of C2 within friendly and opposing forces are discussed. The latter is especially important in view of the intricacies of the current security situation in which the predominant opponents are irregular force"--Abstract, page i.
