Book excerpt: Both the Russian Federation and the US are pursing mixed uranium-plutonium oxide (MOX) fuel in light water reactors (LWRs) for the disposition of excess plutonium from disassembled nuclear warheads. Fuel performance models are used which describe the behavior of MOX fuel during irradiation under typical power reactor conditions. The objective of this project is to perform the analysis of the thermal, mechanical, and chemical behavior of weapons MOX fuel pins under LWR conditions. If fuel performance analysis indicates potential questions, it then becomes imperative to assess the fuel pin design and the proposed operating strategies to reduce the probability of clad failure and the associated release of radioactive fission products into the primary coolant system. Applying the updated code to anticipated fuel and reactor designs, which would be used for weapons MOX fuel in the US, and analyzing the performance of the WWER-100 fuel for Russian weapons plutonium disposition are addressed in this report. The COMETHE code was found to do an excellent job in predicting fuel central temperatures. Also, despite minor predicted differences in thermo-mechanical behavior of MOX and UO2 fuels, the preliminary estimate indicated that, during normal reactor operations, these deviations remained within limits foreseen by fuel pin design.

Book excerpt: The production of nuclear materials for the national defense was an intense, nationwide effort that began with the Manhattan Project and continued throughout the Cold War. Now many of these product materials, by-products, and precursors, such as irradiated nuclear fuels and targets, have been declared as excess by the Department of Energy (DOE). Most of this excess inventory has been, or will be, turned over to DOE's Office of Environmental Management (EM), which is responsible for cleaning up the former production sites. Recognizing the scientific and technical challenges facing EM, Congress in 1995 established the EM Science Program (EMSP) to develop and fund directed, long-term research that could substantially enhance the knowledge base available for new cleanup technologies and decision making. The EMSP has previously asked the National Academies' National Research Council for advice for developing research agendas in subsurface contamination, facility deactivation and decommissioning, high-level waste, and mixed and transuranic waste. For this study the committee was tasked to provide recommendations for a research agenda to improve the scientific basis for DOE's management of its high-cost, high-volume, or high-risk excess nuclear materials and spent nuclear fuels. To address its task, the committee focused its attention on DOE's excess plutonium-239, spent nuclear fuels, cesium-137 and strontium-90 capsules, depleted uranium, and higher actinide isotopes.

The evaluation of the candidate sites explicitly includes environmental impacts, health and safety, socioeconomic effects, and public attitudes, in addition to engineering and economic criteria. The procedure allows the inclusion of the uncertainties and value judgments that are a significant part of all energy siting problems. The material in this book can be categorized into three sections: problem definition, the methodological and procedural aspects of the decision analysis siting approach, and illustrations of its use. The first two chapters define what is meant by an energy facility siting problem and indicate the approach and motivation for the decision analysis siting procedure. Subsequent chapters discuss methodological and procedural details of the approach along with a case study on the selection of a site for a pumped storage power plant.
