This included a detailed investigation of the planning and procurement methods currently used by the Navy as well as considering the feasibility of developing an analytic tool to aid the Navy in achieving an efficient work load distribution in the shipbuilding industry. The present study provides continuing background analyses to refine the equation set, to improve the validity of the analytic approach, and to demonstrate the feasibility of the data requirement for the model. Background analyses were performed on: (1) The extent of planning problems which result from government furnished equipment, subcontracts and material; (2) The influence of government procurement strategy and contract form on the price and competitive relationships; and (3) The importance of commercial production and repair and conversion with a view to proper incorporation of these effects in the model for Navy planning purposes; and (4) Competition in the industry.

Lower cost designs for attack submarines, aircraft carriers, larger surface combatants, and smaller surface combatants have been proposed in recent reports by the Congressional Budget Office (CBO), DoD's Office of Force Transformation (OFT), and the Center for Strategic and Budgetary Assessments (CSBA). Options for lower cost designs can be generated by reducing ship size; shifting from nuclear to conventional propulsion; shifting from a hull built to military survivability standards to a hull built to commercial ship survivability standards; or using a common hull design for multiple classes of ships. Compared to the current Virginia-class, nuclear-powered attack submarine (SSN) design, lower cost options include a non-nuclear-powered submarine equipped with an air-independent propulsion (AIP) system and a reduced-cost SSN design using new technologies now being developed. Compared to today's large, nuclear-powered aircraft carriers, lower cost options include a medium-sized, conventionally powered carrier based on either the LHA(R) amphibious assault ship design or a commercial-like hull, and a small, high-speed carrier using a surface effect ship (SES)/catamaran hull. Compared to the current 14,000-ton DD(X) destroyer design, lower cost options include a newly designed 9,000-ton surface combatant (SC(X)), a 6,000-ton frigate (FFG(X)), or a low-cost gunfire support ship.

This thesis presents a general procedure and develops parametric cost estimate for Naval ship acquisition cost. Two different models are developed, one a 9-subsystem model, the other a single total cost model. The models were developed using the linear least squares regression technique with MINITAB statistical program on a data base of Destroyer type ships built in 1954-1966. A comparison of these two estimates with the existing RMC model's estimate was examined for Patrol Frigate construction data. The 9-subsystem estimate could be compared favorably with the RMC model cost estimate. (Author).

It will provide decision makers with a tool permitting them to test for the predicted results of different shipbuilding decisions thereby permitting consideration of a greater range of options. The FY2006 defense authorization bill (H.R. 1815) as reported by the House Armed Services Committee (H.Rept. 109-89) contains provisions that establish procurement cost caps on several Navy shipbuilding programs, direct the Navy to begin developing a lower-cost destroyer and a lower-cost nuclear-powered submarine, and create a new program for U.S. shipyards aimed in part at improving the efficiency and cost-effectiveness of the construction of Navy ships. The committee's report expressed concern regarding rising Navy ship procurement costs. In its report (S.Rept. 109-69) on the FY2006 defense authorization bill (S. 1042), the Senate Armed Services Committee expressed concern for the Navy's shipbuilding program and the committee's belief that significantly higher funding is required in the shipbuilding budget. In its report (H.Rept. 109-119) on the FY2006 defense appropriations bill (H.R. 2863), the House Armed Services Committee expressed concern over instability in Navy shipbuilding programs and rising ship costs. Future demands on Navy warships, such as new or changing missions and capabilities, are unknowns at the time of the ship's design. Therefore, ships often require costly engineering changes throughout their service life. These are expensive both fiscally - because the Navy pays for engineering and installation work - and operationally - because either a warship cannot carry out a desired mission need or is carrying out a mission for which it was not initially designed. One method of addressing uncertainty in capital assets is by imbedding flexibilities in their architecture. The thesis offers early stage design suggestions on flexibilities for naval platforms to incorporate pre-planned repeats of the platform with new or different missions. A conceptual platform created - the SCAMP - includes each of these suggestions in its architecture. Then, the thesis uses an analysis framework similar to real options to evaluate the value of including these expansion options in early stage design versus traditional design methods and their products. The analysis uses a version of the MIT Cost Model for early stage ship design to determine acquisition and life cycle costs. The model was modified to support this analysis by allowing a simulation of possible mission changes with their severity distributed stochastically over a realistic time horizon. Subsequently, the model calculates these effects on life cycle cost. The most important result is the value of the framework for evaluating these managerial options. This framework can be extended to the subsystem level or to the system-of-systems level. In this application, the model predicts that, on average, a flexible platform should not only cost less to build, but also reduce modernization costs by 9% per ship over its life cycle. Therefore, counterintuitively, building a less-capable ship with the flexibility to expand capabilities or switch missions actually provides greater expected utility during its service life.
