Book excerpt: One of the characteristic facts concerning the “catching-up countries” is the exceptionally large variation in their per capita annual rate of growth, from about zero to about 10%. The papers published in this monograph show that this rate is strongly dependent on the rate of investment, the quality of the labour force and the quality of institutions. The rate of investment is, in turn, dependent on the rate of domestic savings. In Poland, domestic savings are shown to have been and continue to be very low by international standards. The trend rate of growth of about 3.7% has been about 2 pp. higher than that of the most developed economies, mainly thanks to the development of modern market institutions and a new private sector, and partly thanks to foreign direct investments and a significant inflow of finance from the European Union (EU). The data also show that by far the least successful transformation in Eastern Europe has taken place in Ukraine. (Author’s Introduction) *** Our discussion is limited to the Technology Frontier Area (TFA) of the world. The central question is how the area’s innovation rate changes over time in the course of centuries. The analysis indicates that the pattern of change of the innovation rate over time may be eventually hat-shaped. This Hate-Shape Relationship is an empirical law that is given a theoretical interpretation. It is in part a prediction based on the author’s model of innovation and growth. Its acceleration and steady growth segments correspond well to the past reality. Its slowdown part is the central thesis of the book.

Book excerpt: Authors investigate interactions between the rate of economic growth and the saving rate in Poland in the 1990s. Tendencies observed in the Polish economy are related to the long term trends of growth and saving in a number of OECD countries. A simulation of possible development paths of the Polish economy is conducted using results of the estimation of the saving function for the OECD countries in the period 1971-1994. The model implies that, if the factors determining the rate of saving and the rate of growth were the same as those in the OECD countries during the last 25 years, the rate of saving in Poland would be higher by 5 percentage points and would equal 22 percent. Moreover, assuming the medium term rate of growth of 5-7 percent, a reduction of the budget deficit and the current account deficit, would result in a rise in the saving rate up to the level of 25-27 percent of GDP. Savings of households would rise by 2-3 percentage points to the level of 12 percent of GDP. The long term rate of growth would either be lowered down to 4 percent or raised up to 8 percent depending on the extent of utilisation of externalities and increasing returns from the employment of the human capital and technological change.

These issues are regarded as too difficult for the beginner student, mainly on account of the need to apply dynamic tools of analysis. The economic growth is introduced at the stage of intermediate course of macroeconomics. However, it is usually limited to the very basic presentation of the traditional Solow model with the exogenous technological progress. In this paper, I would like to suggest the structure of the lecture on the economic growth which provides extension of this problem by three issues. First and foremost, differential calculus should be used more widely. This, in consequence, will constitute solid bases for further studying of the advanced macroeconomics which widely uses formal tools of analysis. Furthermore, I propose settling the growth models in the historical perspective in a wider manner in order to emphasize the uniqueness of the phenomenon of the growth in the development of the mankind. Finally, the extension of the lecture should include models of the endogenous growth which are basic tools of the description of economic dynamics at present. Therefore, the basic structure of the lecture could consist of three elements: history of the economic growth, model of the capital accumulation (Solow model) as well as model of the knowledge production.

This book addresses the concept of real economic convergence or the gradual levelling-off of GDP (gross domestic product) per capita rates across economies. In addition to a detailed, holistic overview of the history and theory, the authors include a description of two modern methods of assessing the occurrence and rate of convergence, BMA-based and HMM-based, as well as the results of the empirical analysis. Readers will have access not only to the conventional econometric approach of β convergence but also to an alternative one, allowing for the convergence issue to be expressed in the context of automatic pattern recognition. This approach is universal as it can be adapted to a variety of input data. The lowest aggregation level study investigates regional convergence through the case of Polish voivodships, where convergence towards the leader is tested. On a higher level of aggregation, the authors examine the existence of GDP convergence in such groups as the EU28, North Africa and the Middle East, sub-Saharan Africa, South America, Caribbean, South-East Asia, Australia and Oceania, or post-socialist countries. For each group, the real β convergence is tested using the two above-mentioned approaches. The results are widely discussed, broadly illustrated, interpreted, and compared. The analysis allows readers to draw interesting conclusions about the causes of convergence or the drivers behind divergence. The book will stimulate further research in the field, but the research was conducted from the point of view of individual countries.
