It traces the rapid evolution of security culture into a multi-functional discipline reinforced by supplementary tools such as assessment and enhancement methodologies, reviews practical steps to harmonize nuclear safety and security culture as well as recommends its practical application to address insider threats and their consequences. In addition, it demonstrates how to tailor the generic model of nuclear security culture to meet specific needs of diverse facilities and activities in different countries. Finally, the book discusses several challenges which need to be addressed to make security culture a user-friendly, universal, and sustainable instrument to turn the perception of the human factor as a liability into an asset of nuclear security.

Book excerpt: Jointly developed by the lAEA Advisory Group on Nuclear Security (AdSec) and the International Nuclear Safety Advisory Group (INSAG), this publication examines the commonalities and differences of nuclear security and nuclear safety, with a view to stimulating new thinking on how the common elements of nuclear security and nuclear safety can be further recognized to enhance excellence in the management of nuclear activities. Although safety and security have a somewhat different focus, they may overlap with each other and have a common goal – protecting people and society. Actions taken to further one activity can have implications for the other. This publication, written for professionals working in the area, focuses on the interfaces between nuclear safety and security with the aim of ensuring that safety and security actions are integrated with each other as appropriate and serve to reinforce each other. It seeks to establish a framework for a more holistic capability to further both safety and security.

It ensures the availability of experts able to provide the necessary competencies for the effective national nuclear security oversight of nuclear and other radioactive material and to establish and maintain an appropriate nuclear regime in a State. This guide provides both the theoretical knowledge and the practical skills necessary to meet the requirements described in the international framework for nuclear security. Emphasis is placed on the implementation of these requirements and recommendations in States. On the basis of this guide, each university should be able to develop its own academic programme tailored to suit the State's educational needs in the area of nuclear security and to meet national requirements.

Available in PDF, EPUB and Kindle. Book excerpt: "Nuclear safety and nuclear security share the same goal: to protect individuals, the public and the environment from harmful effects of ionizing radiation. However, the activities that address nuclear safety and nuclear security are different, and actions taken to strengthen nuclear safety may affect nuclear safety and nuclear security positively or negatively, and vice versa. It is therefore essential to establish a well coordinated approach to managing the interface between nuclear safety and nuclear security so that relevant measures are implemented in a manner that aims to capitalize on opportunities that may be available for mutual enhancement without compromising either nuclear safety or nuclear security. The responsibility for nuclear safety and nuclear security within a State rests entirely with that State. In this context, the importance of international cooperation and the central role of the IAEA is widely recognized. The IAEA assists Member States in establishing or strengthening their nuclear safety infrastructure as well as their nuclear security infrastructure. In addition, it provides support to establish synergy between both infrastructures to ensure that actions taken in the two fields compliment rather than compromise each other. The interface between nuclear safety and nuclear security is highlighted in IAEA safety standards and nuclear security guidance. This publication was developed from the exchange of information, experiences and practices by participating Member States at the IAEA Technical Meeting on Safety and Security Interface -- Approaches and National Experiences, held in Vienna in 2018. The information presented in this publication summarizes the views expressed by the participants during the technical meeting; it is not a consensus report" --from the Foreword.

Available in PDF, EPUB and Kindle. Book excerpt: With the dissolution of the Soviet Union the nuclear threats facing the world are constantly evolving and have grown more complex since the end of the Cold War. The diversion of complete weapon systems or nuclear material to rogue nations and terrorist organizations has increased. The events of the past years have proved the necessity to reevaluate these threats on a level never before considered. In recognition that no single country possesses all of the answers to the critical scientific, institutional and legal questions associated with combating nuclear and radiological terrorism, the NATO Advanced Research Workshop on “Preparedness for Nuclear and Radiological Threats” and this proceeding was structured to promote wide-ranging, multi-national exploration of critical technology needs and underlying scientific challenges to reducing the threat of nuclear/radiological terrorism; to illustrate through country-specific presentations how resulting technologies were used in national programs; and to outline the role of legal, policy and institutional frameworks in countering nuclear/ radiological terrorism. One key outcome of this book is better understanding of the interdependent contributions from across the international community of the scientific and technological components and the legal, policy and institutional components to combating nuclear and radiological threats.

Book excerpt: Nuclear security culture is an important component of an effective nuclear security regime, as it serves as a tool to improve the performance of the human component at nuclear facilities and organizations to counter both insider and outsider threats. Security culture connotes not only the technical proficiency of the people but also their awareness of security risks and motivation to follow established procedures, comply with regulations and take the initiative when unforeseen circumstances arise. A workforce made up of individuals who are vigilant, who question irregularities, execute their work diligently and exhibit high standards of personal and collective behaviour is able to achieve effective nuclear security. Building upon this understanding of the importance of a strong nuclear security culture, this publication provides practical guidance on how to implement a systematic nuclear security culture enhancement programme.

Available in PDF, EPUB and Kindle. Book excerpt: Since the ending of the Cold War, and in the light of an increased risk of nuclear terrorism, a shift in focus has taken place from nuclear safeguards to nuclear security. This book presents 8 lectures delivered at the NATO Advanced Training Course, ‘Non-Proliferation from an International Perspective’, held in Rabat, Morocco, in December 2014. The aim of the course was to inform participants with regard to the advanced political and legal concepts related to nuclear security, as well as equipping them with the necessary tools to apply such concepts in practice. The papers collected here cover the principal political and international topics related to the evolution of the international institutions or regional agencies which manage nuclear threat, with special attention being given to the theoretical and political bases of nuclear security as an answer to that nuclear threat. The book will be of particular interest to all those whose work involves the political and legal aspects of nuclear security, particularly those who must deal with public opinion or decision makers with regard to this important area of national and international security. Please note that one of the 8 lectures presented here is written in French, the remaining 7 are in English.

Book excerpt: The identification and assessment of threats provides an essential basis for the selection, design, and implementation of nuclear security measures. For nuclear material and other radioactive material that is under regulatory control, and associated facilities and activities, the results of this identification and assessment are expressed as a design basis threat or representative threat statement describing the intentions and capabilities of potential adversaries against which the materials and associated facilities and activities are to be protected. An Implementing Guide was issued in 2009 under the title of Development, Use and Maintenance of the Design Basis Threat which was updated and revised. The result of this revision is the current publication. It provides a step-by-step methodology for conducting a national nuclear security threat assessment including both physical and computer security aspects, and for the development, use and maintenance of design basis threats and representative threat statements.

Available in PDF, EPUB and Kindle. Book excerpt: This book presents a comprehensive overview of the role space is playing in unlocking Latin America’s developmental aspirations. It explains how space and its applications can be used to support the development of the full range and diversity of Latin American societies, while being driven by Latin American goals. The Latin American space sector is currently undergoing a phase of rapid and dynamic expansion, with new actors entering the field and with space applications increasingly used to support the continent’s social, economic, and political development. All across Latin America, attention is shifting to space as a fundamental part of the continental development agenda, and the creation of a Latin American space agency is evidence of this. Additionally, while in recent years, great advances in economic and social development have lifted many of Latin America’s people out of poverty, there is still much that needs to be done to fulfill the basic needs of the population and to afford them the dignity they deserve. To this end, space is already being employed in diverse fields of human endeavor to serve Latin America’s goals for its future, but there is still a need for further incorporation of space systems and data. The book is of great interest to researchers, professionals and students in fields such as Space Studies, International Relations, Governance, Social and Rural Development, and many others.
